A graduate of City College at San Francisco and San Francisco State University California, he also attended University of Texas at Arlington?s Graduate Program for Criminal Justice, and Urban Affairs. He has held a California Community College Instructor Certificate since 1972. Delaney did extensive undergraduate research in social learning theory, and behavior modification. He lives in Baltimore, Maryland with his current wife who is a former teacher and principal from Oriental Mindoro The Philippines, and a daughter who is a business management major at Morgan State University.
