1. Charge DI water with prop. mixing. Sift in carbomer and allow to mix for 10 minutes. 2. Add phase II. Allow to fully incorporate. 3. Add phase III. Allow to fully incorporate. 4. Combine phase IV ingredients in a side container, mix until uniform and add to main. 5. Adjust pH to 6.25 with phase V. 6. Slowly add in phase VI individually.
