How shall a State nominating committee evaluate
an application?
(a) Each State nominating committee shall evaluate an
application on the basis of the selection criteria in Sec. 652.32.
(b) The committee shall give each of the selection
criteria equal weight.
(c) The State nominating committee shall score each
applicant's responses to the selection criteria in Sec. 652.32 using the following scale: 5 (truly exceptional), 4 (outstanding), 3 (excellent), 2 (good), 1 (fair), 0 (poor).
