City of Flagler Beach AGENDA ITEM # 1é Item Summary and Recommendation SUBJECT: ORDINANCE 2008-13 AN ORDINANCE OF THE CITY OF FLAGLER BEACH, FLORIDA ADOPTING A LARGE SCALE AMENDMENT TO THE FLAGLER BEACH COMPREHENSIVE PLAN AMENDING FUTURE LAND USE ELEMENT POLICY A.1.1.3.H; CONSERVATION/COASTAL ELEMENT POLICY £.1.11.1 AND THE FUTURE LAND USE MAP BY ADDING A DOWNTOWN MIXED-USE OVERLAY ENCOMPASSING + 24.9 ACRES, A DOWNTOWN SR A1A RETAIL CORRIDOR OVERLAY ENCOMPASSING + 8.6 ACRES AND A DOWNTOWN RESIDENTIAL NEIGHBORHOODS OVERLAY ENCOMPASSING + 22.0 ACRES; APPROVING THE TRANSMITTAL OF THE AMENDMENT TO THE FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS IN ACCORDANCE WITH SECTION 163.3191 FLORIDA STATUTES; PROVIDING FOR CONFLICT AND SEVERABILITY AND PROVIDING AN EFFECTIVE DATE. BACKGROUNI The purpose of this amendment is to provide for the Downtown Mixed-Use Overlay, Downtown A1A Retail Corridor Overlay and Downtown Residential Neighborhood Overlay Districts’ goals, objectives and policies for the development and redevelopment on the City’s downtown as envisioned by the Downtown Master Plan and Downtown Guidelines.
