Transportation

The city is the major destination point of transport services due to the presence of bus terminal and port, which serviced the entire northern and western quadrant of the city as well as the adjoining towns and municipalities. Cebu Province is ready accessible by either land or sea transportation. The provinces accessibility has seen greater improvements these past few years with opening of new routes and the provision of better infrastructure facilities. A national primary road connects Toledo to the provincial capital City of Cebu through the Naga-Uling road, Trans-Central Highway which exits to Balamban and Manipis Road. Within the citys urban center, a grid of city roads intercross each other and traverses the entire Poblacion area. Access to the barangays are provided through barangay roads. For remote places, only narrow trails or footpaths are available which makes single motorcycles or otherwise known as habal-habal as the only means of transportation. The road network of Toledo City has a total length of 121.29 kms. of mainly gravel, concrete and asphalt surfaced roads. Of the total, 36.160 kms are national roads, 75.98 kms are barangay road and 9.138 kms are city roads. Some various short stretches of the city roads totaling 7.946 kms are provided with concrete pavement. The road system is basically a conventional hierarchy of roads classified into national, city and barangay roads. The total road length reflects an average road density of 2 per hectare of land that is considerably low figure by any standard. meters Most

of the barangay roads are narrow in width and requires resurfacing for the roads to be passable even during rainy season. Cross-drainage facilities also need to be installed in various locations to prevent the destruction of roadways by run-off water.

6.1.b Existing Bridges


The presence of rivers and various creeks in Toledo City

necessitates the construction of bridges and other river crossings to provide access between the barangays. At present, there are fifteen (15) bridges that exist in Toledo. (Refer to Table 6.1 for the Inventory of Bridges).

6.1.c Drainage and Sewerage System


The City has yet to come up with a Comprehensive Drainage and Sewerage Plan. Toledo City eventually lacks an efficient drainage system to take care of its storm water and other wastewater generated by human economic activities. Toledos drainage system are mostly open canals along the roadways and most of those are found inadequate as evidenced by flooding in some areas of Toledo during heavy rains. This situation is further aggravated by the fact that Toledo has a good number of rivers traversing across its plains. The presence of big rivers in Toledo coupled with its relatively flat terrain in lowland poses an imminent threat of flooding in its commercial district during heavy rains as water will tend to overflow from the river. The city government though have introduced some mitigating measures on the effects of the flood such as the provision of concrete linings on some canals and creeks within the city. However, it is believed that a comprehensive and integrated approach is needed to solve this problem.

Drainage System Framework


Toledos drainage problem needs to be addressed comprehensively. A separate study for a comprehensive drainage master plan for Toledo City should be conducted. The Drainage Master Plan which will be in line with the spatial (land use) development framework guide the local government in providing a will eventually and comprehensive

sustainable solution to this problem. The formulation of the Drainage Master Plan should necessarily consider the basic parameters which include the proposed land use plan of the entire city, the lay out of the transport system and the location of industries and other high-density development. Basically, the drainage system shall also be placed along roads serving the industrial area, including coastal expressway. At designated urban concentration areas, their drainage system shall be designed in full consideration and harmony with the proposed

road infrastructure programs such as solid waste treatment projects and sewerage system development. Since the Drainage Master Plan study may take considerable time not to mention the enormous funding requirements, some protection and mitigating measures and structures may be carried out such as the construction of protection dikes, the planting of trees along river banks and the formulation of policies that will facilitate the implementation of the drainage plan.

6.1.d

Sewerage Systems

Initially, the city government may adopt individual control approach, such as, but not limited to the following: 1) Installation of septic tanks which should not be bottomless for sanitary reasons; 2) Enactment of policies/laws requiring would-be developers to install separate pipelines for storm water and wastewater. This would facilitate the connection to the main sewerage system once this will be available with less cost and minimal environment disturbance; 3) Individual sewerage treatment plants particularly for large-scale facilities/area development particularly for food processing plants.

Road Traffic Characteristics


Transport vehicles in the city consist of buses, jeepneys, tricycles, motorcycles or habal-habal and the bicycle-drawn vehicles locally called trisikads. Buses and jeepneys facilitate inter-town traffic movement with routes to the municipalities of Pinamungajan, Asturias and Balamban.

Intra-town traffic movements, on the other hand, are commonly served by tricycles and single motorcycles although jeepneys occasionally ply the routes of some barangays such as Lutopan, Magdugo, Biga, Tungkay, Bagacay, Lo-ay, Camp 8 , Cantabaco and Sagay. Trisikads and tricycles are the dominant mode of transportation within the Poblacion as well as the immediately adjoining barangays.

6.1.e Vehicle Registration


The number of vehicles registered and plying the routes in Toledo City indicates a heavy trend in utility vehicles and motorcycles. As of October 2006, records shows that 4,582 units are utility vehicles and 1,421 units are motorcycles, a total of 3,842 units are trucks, 3,751 units are truck bus, 351 units are trailers and 1,154 units are cars. In the initial analysis, such heavy trend in the said types of vehicles has something to do with the type of cargo traffic mostly of which are farm products and the road condition prevalent in Toledo City which can be effectively accessed only by single motorcycles. 6.1.f

Marine Transportation

At present, Toledo City has three (3) ports, one public and two (2) private. The public port which is classified as the city port serves as the linkage between to and from the neighboring cities of San Carlos and Canlaon in Negros Occidental. The private port owned by the AFC and Chemicals, Inc., receives foreign cargo ships that carry raw materials for the manufacture of fertilizers to distribute fertilizer products and

chemicals throughout the country. Another private port is owned by the Global Power Company (formerly Toledo Power Company) , which served foreign vessels delivering coal to the power plant. It is also serving the container van shipment of AFC fertilizer products. The citys port is the transport terminal use for handling passengers and cargoes to and from the neighboring cities of Toledo. Table 6.3 below shows the inventory of passenger traffic and cargo throughput from 2003 to 3rd quarter of 2006. 6.1.g

Air Transportation

Although, the air transport system is not a critical concept of the citys transport network, the existing mining industry potential of the city makes it increasingly important for the maintenance and upgrading of the existing air strip in Toledo City. The airstrip will provide an alternative transport mode particularly for the high-end investors in the area making the place more conclusive for industrial investment.

Transport Development Objectives


The main objective of the transport sector in the overall

development of the City of Toledo is to provide the adequate transport facilities in order to derive optimum support to the agri-industrial growth of the city. Specifically, under the transport sector, the following objectives are envisioned to be attained:

a. To

establish

an efficient

road

network

system

that

will

effectively link Toledo with the other municipalities and growth centers of the province;

b. To provide adequate transport facilities needed to promote


and enhance Toledo Citys role as an important by-pass route for the inter-provincial transport system;

c. To construct additional

farm-to-market road access;

d. To coordinate with the adjoining municipalities regarding the development of an integrated road network system.

6.1. h Transport Development Strategies/Programs/Projects 1) Regular Maintenance of Access Roads and Bridges .
The City government may coordinate with the Provincial Engineering for assistance in their access roads maintenance program.

2) Improvement of Toledo City Port. There is a need to


coordinate with DOTC/PPA regarding the improvement of Toledo City Port. maintenance and The existing port also requires roll-on roll-off RORO beautification. Its

facility, serving the Toledo-San Carlos City interregional link also needs upgrading.

The Study on the Cebu Integrated Area Development Master Plan


The study jointly conducted by JICA and RDC on July 1994 indicated that the annual port cargo volume of the Cebu Province in 2010 is projected to be 16 million tons and the number of annual sea transport passenger traffic will approximately reach 5.3 million. Port facilities and their network system are needed to develop to meet such massive volumes of sea transport demands for both cargo and passengers.

1) Improvement and/or development of local ports for interregional and intra-regional transportation with RoRo services and road transport connections. There are 12 ferry routes services in operation between Cebu Province and neighboring islands at present. These links should be all enhanced for inter-regional and intra-regional network, Ro service, equipped and smooth with connections with inland sea transport Roroad

It is proposed that in the medium term, road links will have to be opened to connect the city to Cebus upland barangays specifically Busay through Dumlog and also another link to connect the city to the Municipality of Minglanilla. Along economic with the Manipis and the Naga-Uling and further Roads, the proposed links will enhance the exchange of activities between municipalities promote the citys desire to become a commercial and industrial center in the Western Corridor. activities. Inter-regional linkage with Manila, Panay, Negros and others will be needed. In the long run, Toledo Airport is recommended to be further developed as the substitutive airport of MIA in case of emergency. Fig. 6.04 below shows the stretch of the Toledo Airstrip which is located inside the AFC Compound at Barangay Sangi, Toledo City.
