    AnOpenLettertoEnvironmentCommitteeChairCouncillorMariaMcRae February18,2013 DearCouncillorMcRae Wetheundersigned,beinggroupsincludingthosehopingtoparticipateinthegreenhousegas roundtablewhichwasapprovedbyCityCouncilinJuneof2012,writetoyoutoexpressourconcern regardingtheplanningofthisevent. WewerepleasedwhenonDecember15,2012MayorWatsoncommittedtheCityofOttawatohosting theroundtableduringthefirstquarterof2013.However,withthatdeadlineloomingourconcernisthat therewillbeinsufficienttimeavailabletoensureameaningfuloutcome. Specificallyourconcernsare: Nodatehasbeensetfortheevent.Volunteerbasedorganizationsrequiresufficientnoticeto ensurethatarepresentativeisavailable. Thetermroundtableisusuallyusedforeventswhereparticipantsareallgiventhe opportunitytospeakandparticipate.

    e.Withthisinmindwebelievethattheoutcomeofthe greenhousegasroundtablehasthegreatestlikelihoodofsuccessifparticipantsareinvitedto contributetoformulatingtheagenda.Theshorteningtimeremaininglimitsthispotential. Similarly,webelievethatacommonunderstandingoftheobjectivesoftheroundtableis necessaryforameaningfuloutcome.Participantsshouldhavetheopportunitytocontribute theirinputtotheformulationofthoseobjectives.Onceagainsufficienttimemustbeallowedto gathertheseinputspriortotheevent. Finallytheresultingdiscussiondocumentsincorporatingtheseinputswillsetthestagefor discussions.Theseneedtobemadeavailableasufficienttimeinadvanceforparticipantsto readandreacttothem.

    Forthesereasonswerespectfullyrequestthataclearindicationwithreasonabletimelinesbe communicatedoftheprocessbywhichtheCityofOttawaplanstoinvolveinterestedpartiessuchas ourselvesinestablishingtheagendaforthegreenhousegasroundtableandinsettingitsobjectives.
