In the article there is demonstrated the variety of the existing systems for the
training quality assessment. Expediency of methodological approaches to the
design and development of modern evaluation systems is substantiated. The
concepts of evaluation, pedagogical paradigm of the evaluation system,
quality control monitoring are formulated; targets, objects, and tools of the
evaluation system are characterized as well.

A philosophical reflection of the problem of state reforms on the example of
the reforms in the educational sphere is realized in the article. There is posed a
problem of the necessity of working out a methodological algorithm of the social
changes evaluation as a scientific-philosophical analysis of the possibility and
perspective of social development and progressive movement of Russia in the
structure of the world community.

THE FUNCTIONING OF THE EDUCATION CHANNEL


IN THE CULTURE OF THE INFORMATION SOCIETY

The functioning of the education channel in the culture of the information
society is based on three social kumatoids (wave-like objects): education, mass
culture and science. This interaction is performed on the basis of exchange
between the following elements: the person (the learner, if we are talking about
the kumatoid of education), information, the carrier of information, the
transmitter (transformer) of information. The social relays connecting these
elements act in the situations of choice containing the conditions of uncertainty.
Therefore, the activity to estimate the level of trustworthiness of information has
invariant character. Thus, under modern conditions the principle of
fundamentalization of education becomes particularly important.

The article is devoted to the consideration of the educational system as a
stabilizer in the society development. This system needs to be conservative and
traditional to fulfill its function in the society. In order for the society to be
stable, its elite should be conservative. In order for the state system to be close to
peoples mind, the elite should be traditional. Conservatism as a phenomenon of
historical development and conservatism as a political ideology diverge more
and more. The phenomenon of conservatism (ossification) as a psychological
attitude to any existing thing and status quo stands apart from the notions
considered above.

In the article, contemplation as a philosophical category is considered: the
place of contemplation in the structure of life and knowledge is shown, the levels
of contemplation are determined. The humanistic potential is defined through
the importance of contemplation for finding integrity of the person and
vercoming alienation. A conclusion is made about the necessity of inclusion of
contemplation as a method of cognition in the process of education.

In the paper there is studied the problem of reforming the modern education
system from the point of view of formation of a noospheral civilization. There
are considered the purposes, principles and the contents of the noospheral
education. The content of the concepts of noospheral education and noospheral
culture are described. Various kinds of noospheral culture are analyzed.

INNOVATIONAL EDUCATION IN RUSSIA:


IS IT IMPLEMENTATION OR STUDYING THE FOREIGN
EXPERIENCE?

The analysis of the foreign tradition of the educations system formation and
of foreign educational theories in the end of the XIXth in the beginning of the
XXth centuries is held in the research. It is shown that educational rules are
adequate to societys rules. Evolution of educational conceptions on a way towards
globalization processes is considered; the content and the necessity of
modernizations processes that lead towards innovational education development
are revealed. The conclusion is made that the future direction of the educations
development can be defined if the historical experience of other countries is
collected and analyzed attentively, not only precise selection of the most effective
schemes of educations development is necessary, but we also need thoughtful
adaptation of the chosen models to Russian socio-cultural conditions.

of the person. The author considers the main approaches to the determining the

of culture. The main conclusion is that the humanitarian culture of the person
is the value basis of the entire culture. From this standpoint, the author analyses
the structure of the humanitarian culture, the problems of the human existence.
The author believes that the main goal of education is the formation of
humanitarian culture of the person.

EDUCATION IN EUROPEAN CULTURE

The article presents an analysis of the formation of humanitarian education
in European education during the Renaissance period. The social and cultural
aspects are examined that prompted the changes in the intellectual life and
were the reasons for the foundation of humanitarian education. The author
considers this process in some areas of the university tradition (the departments
of liberal arts) as well as in the activity of humanist societies, which changed the
goals and the meaning of the European educational system.

THE PHILOSOPHICAL FOUNDATIONS OF THE LIFE ACTIVITY


RESEARCH IN THE SOCIAL UPBRINGING CONTEXT

The philosophical bases of the life activity research in the context of social
upbringing are studied in the article. To understand the nature and mechanisms
of social upbringing, it seems the most important to consider the scope of usage
of the life activity term within the concept of social upbringing (A. V. Mudrik).
Examination of the current practice of usage of the life activity term leads to
three main options: individual life activity, life activity of social groups, the
collective life activity of the educational organization. From this, there appears
a possibility to draw the following scheme: the essence of social upbringing is the
reproduction of individual life activity and the life activity of social groups, and
the mechanism of social education is the multi-factor influence of collective life
activity of the educational organization.

THE CONCEPTION OF PERSON IN THE THINKING OF RUSSIAN


LIBERALS (A SOCIO-PHILOSOPHICAL ANALYSIS)

The goal of the article is to substantiate the idea that Russian liberalism is
an original, self-sustained phenomenon which differs in its essence from the
Western analogies. The author asserts that a genuine liberalism may be only
conservative. The article emphasizes the importance of studying Russian
liberalism being an organic part of Russian cultural and religions life in the
conditions of globalization. The work analyses some theoretical experience of
Russian liberalism, actualizing one of the key theme in modern philosophy of
education: the problem of formation of the person. In the authors opinion, the
dissimilarities between the Russian and the Western liberals are manifested in
the divergence in the interpretation of the person.

AN ANALYSIS OF THE SPECIFICITIES OF INTERPERSONAL
RELATIONSHIPS AS A REFLECTION OF THE STUDENTS LIFE

The paper presents the study of interdependence of the life values of the person
and the specificities of behavior in interpersonal relationships. According to
B. Ananyevs ideas about the integrity of the ontogeny and the unity and
interdependence of all periods of human development, interpersonal
communication is one of the key factors of every persons development throughout
his/her life. We found out that for the students aged 18-20 the values of
maintaining individuality, responsibility and tolerance are interrelated. Some
specificities of their behavior among relatives and peers are revealed. Awareness
of ones own value and uniqueness, self-esteem contribute to the acceptance of
another person, to the openness to his/her experience and views, as well as to
assuming the responsibility in co-operation with others.

The article considers the philosophical basis of the following components:
personality-related, motivational, activity-related, processing, cognitive, and selfdevelopment components. The pattern components are revealed through
philosophical perception of the following concepts: human being, personality,
personal freedom, morality, responsibility, conscience, communication,
experience, self-development, cognition, motivation. As the basic philosophical
ideas for our reasoning about the pattern components, we considered the ideas
of the German classic philosophy (E. Kant), anthropology (L. Feuerbach), life
philosophy (F. Nietzsche, S. Kierkegaard), existentialism (J.P. Sartre, K. Jaspers,
M. Heidegger, M. Buber et al.), and personalism (N. Berdyaev, L. Shestov,
N. Losskiy).

The formation of the morally developed person is based upon the empathic
abilities of the person. The research of the special features of the empathy
development for teenagers and young persons allows to distinguish the moments
which are the key ones in the development of the person building harmonious
relations with the world around. As the characteristics which help to estimate
the role of upbringing and social interaction, there are considered the actual
abilities (a concept introduced by N. Pezeshkian).
The actual abilities, interconnected with such deeply psychological categories
as the feeling of self-value, provide us with the additional differential-diagnostic
hints and open new possibilities of upbringing, self-help and self-control.

THE SEARCH FOR AND REFLECTION UPON THE

In the article there is analyzed the following issue: in the modern conditions
of the society and education development the process of understanding of
upbringing as a philosophical and a socio-philosophical phenomenon is
important. What values, ideals, purposes will be realized by modern teacher in
the professional work depends on this. Such understanding appears from within,
in the course of such analytical and reflective actions as search, comprehension,
development of the concepts about the sphere of ones actions and the relations
to it. In the article there is considered in detail the philosophical-anthropological
and existential approaches to education; interrelation and continuity of the ideas
taken as a principle of the upbringing activity by virtue of mastering the experience
of foreign and domestic pedagogy.

The article introduces an interpretation of the pedagogical support as an
expedient activity of the subjects of educational process of the distant higher
professional education, whose goal is to solve the problem of the specialists
competitive ability. There is given a description of the general conditions which
foster the competence development of the higher education students. The article
examines the experience of work of the Modern Humanitarian Academy of
Kazakhstan from the point of view of implementation of pedagogical support,
directed to the development of competitiveness of young specialists in the Republic
of Kazakhstan.

The article considers one of the most important tasks of education in the
society, which is to foster the culture of immunity to conflict, as well as to form
the personality, able to establish harmonious interaction with various social
actors. As a possible realization of this problem, there is considered the situation
of a cognitive conflict, which has a great potential in the development of
independent critical thinking of the person and his/her moral orientation. It is
suggested that awareness of the grounds of conflict is a factor allowing viewing
any conflict as a cognitive one. Thus, resolving the cognitive conflict can act as
a unified methodology for the conflict resolution in general.

CHILDREN AS A PHILOSOPHICAL PROBLEM

The problem of socialization of personality and interrelation, interaction
and interference between the human being and society is one of the key questions
for social philosophy. The problems of socialization of the neglected children in
the structure of the society are conditioned by the rise of the number of social
problems connected with the behavior of this group. Fragmentation of
socialization complicates the formation of the skills for effective functioning in
the society.
The authors definition of non-socialization of neglected children is given
in the article. The peculiarities of non-socialization of the neglected children
and the objective and subjective factors influencing non-socialization of the
neglected children are distinguished.

The article considers the factors of the dynamics of choreographic education
in the context of artistic culture. A set of external factors is outlined which
determine the change of educational forms and models, the character of public
and economic relations, the state reforms in the field of education, the role of
artistic culture in the society, the philosophical and world outlook ideas, the
cultural politics, the intercultural interactions, the development of the art of
dancing. The factors of self-development and the autonomy of choreographic
education are listed. The author makes a conclusion that during certain culturehistorical Russian periods the leading bases of the dynamics of choreographic
education are quite different groups of factors and different variants of their
connections.

The article considers the development of the person in the process of sociogenesis and social desirability as a specific social ability ensuring successful
social development of the person. Social desirability is one of the manifestations
of the urge towards transcendence and, at the same time, it is an ability which
ensures successful transition of the person into a new social situation. An analysis
of the results of theoretical and experimental studies allows characterizing the
social desirability as a complex phenomenon associated with the social
development of the person, with the success of his/her integration into a particular
social community.

THE HUMANISTIC IDEAL IN EDUCATIONAL PROCESS

The problem of humanistic synthesis of anthropological educational traditions
is one of actual problem in modern philosophy of education; the decision of it is
interconnected with our comprehension of a sublime educational ideal. The
author of this article proves the necessity of it. The ignoring of ideal principles
as essential characteristic of an educational phenomenon reduces education to
a teaching technology, and the person to certain functional manifestations
(industrial, social, physiological and so on). But as the Person is sublime by
definition, the concept of ideal must structure an educational process as a
universal condition of more or less full manifestation of human essence.

The author analyzes the role of advertisement in the health formation in the
conditions of information society. The importance of health to the individuals
and the society has been demonstrated on the basis of sociological research.
Advertisement is viewed as a subject-object interaction aimed to facilitate
awareness. There are revealed the contradictions connected with the
understanding of the healthy lifestyle as an object of advertisement. Social
practices of health control by the individual whose behavior is driven by the
health-protective motivation are presented as the most optimal model of the
subject-subject interaction.

In article, a communicative aspect of the vocational training of the prospective
teacher is analyzed. The communicative competence can be considered as an
element of the mechanism of self-organization of the teacher, its adaptation in

PROFESSIONAL SUCCESSFULNESS IN MODERN EDUCATION


(A SOCIO-PHILOSOPHICAL ANALYSIS)

In the article there are formulated the basic principles of the authors
conception of the professional successfulness of modern pedagogue as an educator
in the process of advanced training. Instead of the commonly accepted
information-rational scheme for adult training, the author suggests an
evolutionary dynamic model for the development of professional successfulness
by means of pedagogically organized regulation of the external and internal
changes of the pedagogue on the basis of systemic integration of modern
psychological and pedagogical theories. The concept of development of successful
personality as educator, in a professional way, is represented by the following
scheme: State Process Stable professional and personal new formation.

The article studies the theoretical ways of solving the problem of the
competitiveness development of the specialist. The authors interpretation of the
structure of the specialists competitiveness is presented. It is explained that it is
possible to train the highly-qualified specialist with the help of professional
education organized by the distant method. The paper considers professionally
important qualities of the specialist which define his/her ability to compete in
the modern job market conditions of the Republic of Kazakhstan.
