The person is the core of innovative economy. It is exactly his/her intelligence
that creates profit today. Several types of specialists participate in the innovative
process and each of them should have the corresponding training. Only in this case
they can accurately fulfill their functional obligations and the process itself will be
complete by creation and introduction of successful innovation into the market.
The innovative economy is impossible without innovative education. And, in its
turn, it should be based on a powerful philosophical and methodological base.

MODERNIZATION IN RUSSIA AS A PROBLEM

The author of the article raises a very important problem connected with the
specific character of the modernization process in Russia. She offers her own
interpretation of this phenomenon. The modern modernization is being discussed,
which is conditioned by the fact that Russia is still developing in the organizational
and content-wise aspects, but already as a super-ethnic formation which is
represented by the Russian people. This means that the wholeness of
modernization can be conditioned only by being in accord with this formation.
As an example, confirming the conclusion, the author considers the role of
education in the process of transition to the organic modernization and offers
for consideration a National educational doctrine of Russia.

E-learning entails not only positive opportunities, but also some rarely
considered dangerous negative tendencies in the education system. They manifest
themselves in the conditions of consumerism and the mass-media influence. The
quality of education in terms of e-learning as a model of new education in the
era of information society is considered. In the article a special attention is paid
to the question of methodological correction of not only epistemological but also
axiological principles of the computer-based systems of education.

IN THE HIGHER EDUCATION INSTITUTIONS:
THE EXPERIENCE OF THE RUSSIAN FEDERATION REGIONS

Establishing the hi-tech parks, business incubators and small innovative
enterprises (SIE) on the basis of higher educational institutions is one of the
main forms of their incorporation into the regional innovative systems and a
significant tool of the human capital development. Though the institutional
conditions for innovative structures of the higher education institutions are being
provided, there are a lot of open questions in this sphere. Based on generalization
of the experience of establishing business incubators and SIE in Russian regions,
the authors research and expert views, there are proposed the directions of
improvement of the regulation of activity of the innovative structures of the
higher education institutions.

expertise. There are described the main groups of research to synthesize the

THE METHODOLOGICAL FOUNDATIONS OF ASSESSMENT AND


DEVELOPMENT OF THE LEADERSHIP COMPETENCIES IN THE
PRACTICE OF THE MANAGEMENT CADRES TRAINING

The authors analyze the methodological features of assessment of the students
leadership competencies during their studies and preparation to the future
managerial activities. The results of the socio-psychological research of the first
year students of the Siberian Academy of Public Administration are presented.
These results were obtained by comparative analysis of the individual students
self-assessment of their leadership competencies and the outcomes of individual
psychological testing of working styles according to I. Adizes Leadership Model.
The analysis shows that many first year students do have high leadership potential
and abilities, but have very vague understanding of the basis of managerial
competence in general and the competence of public administrators in particular.

MANAGEMENT OF SOCIAL-ECONOMIC OBJECTS AND PROCESSES


(AN INNOVATIVE COURSE)

The article is devoted to an innovative modern management training course
developed using cybernetic modeling, a description of components of the research
object, and the design of the system management of the social-type objects. The
training program allows building competencies and teaching students to model
the management process for the research object and to be able to transform their
knowledge and skills to manage unknown objects and situations. Using some
index characteristics, students will be able to determine the state, the development
level of the organization and work out the managerial solutions aimed at further
development of the research object. The innovative course Management of socialeconomic objects and processes includes the creation and public presentation
of a course work, and also the testing of theoretical knowledge.

PROFESSIONALISM OF THE HIGHER EDUCATION TEACHER


IN THE CONTEXT OF MODERN EDUCATIONAL PARADIGM

The article investigates the technique of distinguishing the competencies of
the higher education teacher. It describes the results of a study, based on which a
model of competencies of the teachers of higher education has been created. The
factor analysis by large factors has been used to create the model. There have
been obtained five key competencies. A method has been developed for determining
an integral index of effectiveness of the higher education teacher based on the
calculation of individual competencies and their components with some weights
for the blocks. In the future this model can become a tool to assess the
professionalism of the teaching staff.

The purpose of the article is to review the institutional capabilities of soft
incorporation of the quality management system into the educational activities
of the higher education institution.
The main topic of the article is the analysis of the conditions that must be
created at the higher education institution in order for the quality management
system to become a powerful tool aimed at achieving the mission of this institution

In the article there are considered the questions of organization and management
of cognitive and creative activities of students, in the course of which there is formed
and developed the system of professional competencies in the Economy direction of
training. There is analyzed the specificity of formation of individual educational
trajectories of students on the basis of convergence of economic disciplines and
application of interdisciplinary competence-oriented educational methods. There
are proposed the ways to incorporate the intellectual activity of students into
different types of educational activity due to integration of the traditional
pedagogical and electronic-informational educational technologies.

In the article there are revealed the specificities of formation of the professional
competence of the marketing specialists for their working in the economy of a
new type, the service economy. The author analyses the historical changes in the
character and orientation of the postindustrial society, connected with the
management paradigms change and refocusing of the material production to
rendering of services. In the article the professional competencies of the specialist
in economy (particularly, the specialist in marketing) are studied. Also there

The author analyzes the content and meanings of processes of formation
personal oriented paradigms in the vocation education. In the article basic aspects
of the reflexive humanistic approach when teaching psychological disciplines
are considered; interrelations and distinctions of traditional and reflexive
management of educational processes are shown; mechanisms of reflexive abilities
development taking into account the changes updated by the standards of new
generation are investigated in the article. Thus, the role of reflexion and
humanistic values in the personality formation and enhancement of the future
professionals is substantiated.

In the article there is considered the significance of education in the process
of the students identity formation, there is shown the necessity of goal-oriented
influence of the educational medium on the formation of the students personality.
There are analyzed in detail the approaches to definition of the identity notion.
The author indicates the influence of difficult socio-economic conditions,
constantly changing external demands to the person on his/her identity formation
in the youth period. There are considered in detail the ways of identity formation,
the role of educational medium in this process, as well as the specificities and
stages of preventive treatment of the identity crisis.

FORMATION OF CIVIL MATURITY OF THE STUDENTS


IN THE EDUCATION PROCESS: A SYNERGETIC APPROACH

The author analyzes the reasons for the low level of development of civil
consciousness of the major part of youth in modern Russia and substantiates the
need for changes in the educational policy, which should be directed to formation
of active civil position of the creative, enterprising personality. Achieving this
goal requires a new approach to the education process. The author reveals the
benefits of the synergetic approach, concludes that learning should be organized
in the mode of self-organization; priority should be given to the method of
nonlinear dialogue, the most effective technology for which is moderation.

Modernization of the current professional education demands the usage of
active teaching technology in the education process. Before the system of
professional education there are set the tasks of not only helping students to
master knowledge and to form the skills, but also to develop creative and
communicative abilities of the person, to form individual approach to the arising
problem. The solution of the mentioned problem demanded the development of
a project-based technology of teaching, helping the student to obtain necessary
competencies. In the article the author introduces the basic ideas of a projectbased technology of teaching on the basis of cooperation of population, authorities,
business and education system.

In the article there are considered some of the current problems in distance
learning associated with the specificity of the organization of the education process
and the creation of modern resources for education. Distance education is
characterized as a modern form of correspondence learning based on new
information technologies and multi-media systems. As exemplified by the growth
of distance learning in the Siberian Academy of Public Administration, the
author traces the evolution of educational resources for the study of Russian
language and speech culture: from instructional materials that were realized in
the case-technology to more up-to-date electronic academic materials being used
in the network technology of distance learning.

The main goal of the article is to discuss new methods in conducting the
electronic seminars, being one of the major components in distance learning.
The characteristics of electronic seminars and the main problems arising from
them are considered. In addition, some ideas for improvement in the methodology

generate teamwork during the electronic seminars and to make them resemble
classical seminars as they exist in regular education. The conditions necessary

For public authorities and local government, introduction of technology of
remote training has opened additional possibilities of increasing the level of
professional skills of their cadres. Civil servants have got the opportunity to be
trained without coming off their professional work. Development of remote
educational technology (PILLBOX) has transformed it to a significant tool of
andragogics, with its own conceptual apparatus and principles. In practice, the
PILLBOX gives rise to many problems, in particular, the methodical ones which
have induced the author to share the revealed problems and possibilities.
