another nod from the latest Philippine Association of Colleges and Universities Commission on Accreditation (PACUCOA), the story upon how the universitys Seafaring, Catering and Stewarding (SEACAST) department out-stunned the other contestant during their consecutive tilts both inside and outside the campus. Looking into a friendly perspective how Nigerians became an apple of the eye of the public, an article features this story. Furthermore, UC-METC continues to strengthen the fabric of its disciplinary system as magnified in Clamours over Discipline. The Anchor team feels extreme pleasure in its release of Volume 22 for the time has come to reap the fruits of our endeavours. The entire process of brainstorming, strategic planning and multi-tasking has stunned all minds that work, yet nothing was left insurmountable. Challenged and forged of the road we have taken, we remained envisioned to finish the race and reach the line with flying colours. We are grateful for the patience and indispensable support of UC-METC community because that served as our thrust to maintain the momentum that drives us towards our goal. Fusing the two issues into one magazine fabricates an indelible mark in Anchors timeline. Despite the hectic academic schedules and endless priorities here and there, the unlimitedly-inked pen in our hands were still left gripped. And its all because of the legacy inculcated to us from generation to generation within the Publication which says, Lets not just provide METCians a school paper that will air their shout outs and desires, but also give them that feeling of satisfaction that even the smallest voices inside them will be heard. CAP-Student Council Alliance of the Philippines, the largest association of student government bodies in the country put its best foot forward as it marked the 8th National Congress into a historical affair in the Queen City of the South, Cebu City on the first three days of June, 2012. The event was formally opened on the night of June 1 where delegates and guests invaded and brought an aura of festivity at the Cebu City Hall. The three-day event was inspired by the theme, Those who do not move, do not notice their chains. On this 8th National Congress, dynamic students from prestigious universities in the country set a blitzkrieg to reinforce political visions necessary to usher reformation in the society. Student councils from University of Cebu-Maritime Education and Training Center and University of San Carlos hosted the big event. Highlighting the youth as the main core towards societal and economic wellness of the country was the focal point of the celebration. Through the joint forces of the Council of Maritime Leaders President

Hon. Glosuvel Requina and her constituents in the organization, the second day of the congress was made possible at the AVRdorm in UC-METC. As early as 8 am in the morning, delegates started arriving at the assembly area where registration took place. CML President Glosuvel Requina auspiciously welcomed the participants during the program. The national secretary generalSCAP Gibby Gorress presented the national secretary generals report after which Gio Alejo, President of the Student Council of Ateneo de Manila University discussed the education reform platform. The highlight of the day was the presence of one of the pillars of showbiz industry the King of Talk himself, Mr. Boy Abunda. The prominent TV personality captivated the attendants in his hosting prowess as it ignites the discussion on Gender Equality: Stop the Hate Campaign. The discussion went hotter as they pressed on sexual orientation and gender identity topics. The LGBT organization which stands for (lesbian, gays, bisexuals and transgenders) organization is one of

the forefront groups who are strong in the promotion of gender equality. The conversation and open forum has dealt ways to promote the gender quality which includes implementation of anti- discrimination policy, embracing and moving on from the reality, making your own choices and the breaking the stigma. Mr. Boy Abunda advised that those who belong on LGBT group and are victims of bullying and silly words and said, Just dont mind them, ask yourself, am i doing this thing to fulfil my dreams? Will these things that Im doing lead me to my dream? With those in mind, you can set aside the negative judgments of people around you. As the talk elaborates, the issue on AIDS was opened. Based on studies according to Tito Boy, there are misconceptions that homosexuals are majority victims of AIDS which is said to be a fallacy since the AIDS victims are mostly heterosexuals. The king of talk has left words saying, Things are evolving. Lets not be afraid of change.

ride and glory awaits UC-METC as the Seafaring, Catering and Stewarding (SEACAST) students rejoiced their victory from the Ajinomoto Umami Culinary battle last September 22, 2012. The selected SEACAST representatives led by Mr. Christian Repunte were composed by Jessie Elwin Ty, Warrin Descartin, Jose Martin Acha, Canuto Ponteres, J-ser Lacre, Glenne Rosario Olaco, Keyzel Jane Tulod Abuedo, Kaydee Lopez Arabia and Primo Tobias for the competition in the aim of winning the best cuisine. SEACAST of the University of Cebu-Maritime Education and Training Center was the over-all CHAMPION in the

entire Visayas Region during the first ever Culinary Challenge. The said one-day event conspicuously aimed the exceptional skills and reliving talents in cooking of all contenders who joined the event. The event was held at the Cebu International Convention Center (CICC).Battling it out for the Umami Bowl are catering students from Cebu Eastern College, Cebu Institute of Technology, University of Cebu-Banilad, University of Cebu-Lapu-Lapu and Mandaue, University of Cebu Main Campus, and the University of the Visayas, Talisay City College, LapuLapu City College, Holy Name University in Bohol and others.

Aside from the school-based culinary competitions, an electrifying cook ing demonstration was done by Chef Sean McSavaney of the International School for Culinary Arts and Hotel Management (ISCAHM) in Cebu. Dr. Aurora Saulo, a food technology specialist of the University of Hawaii, talked about her myths and facts on food additives and Chef Eugene Raymundo discussed about food styling. A delighting day filled the heart and mind of every person who celebrated the culinary battle as they find themselves reminiscing the virtue of cooking in different ways.

ain did not impede the METCi vans as they celebrated the Acquaintance Party 12 in line with the theme Reliving the Value of Social Contact Towards the Journey of Success. Its the time to yell those veiled feelings, to break out frivolities and to make out jogger move that they never done before. Last July 27, 2012 the University of Cebu - Maritime Education and Training Center celebrated the acquaintance party: a day that the Metcians became matrimonial from seniors to freshmen and faculty members who shared their presence. Its a way to know each other and to strengthen the camaraderie of the UC-METC family. There were adequate number of activities done in the morning, to name some: Karera Marino,Ginoong Marino,Tingog Marino for Solo and Duet, Danz Kriz and Budol fight. The participants showed all their unique talents to amuse the viewers with all their concert-like performances. In Karera Marino, all teams faced the difficult challenges. Each team used different ploy just to win the battle but still the team maroon 5 was declared as the overall champion. With different contestants showing their singing abilities in Tingog Marino for duet category, Kenneth Laurente and Dereck Pareha was declared as the champion followed by Sherelyn Sagayno and Abil Luib after the breathtaking and overwhelming performances. In solo singing, Nemrod Andrew Nuez declared as a champion, fol-

lowed by the first runner up Bernie Layan and 2nd runner up Ed Anthony Dal. Different contingents vied for the title in Danz Kriz, as the IMEC asserted as the title, United Scholars garnering the first runner up and the Non Sense Crew respectively. One of the most interesting activities was the budol fight which was preceded by the different students, wherein they will eat variety of foods like chicken, pansit, egg, bagoong, and many more, again the IMEC 4th year proclaimed as the overall winner. At exactly eleven, the Ginoong Marino was started, out of 10, only one emerged victorious and Arnold Kent Bantaculo outdid the rest. At night, the battle of the band encapsulated the crowd as different contingents astound the world of the horde. The contingents did not disappoint the audience as they provided entertainment, a boost in their sense of pride of being rockers. After the awe-inspiring feat the result ceased and the FREON decree as the ultimate champion. The most awaited and anticipated event as the highlight of the affair which garnered an applause due to the beautiful and sexy presenters was the GANDANG FILIPINA, there were 10 number of contestants who participated the said event. he Seafaring, Catering and Stewarding students of UC-METC brought the Junior Master Chef Philippine Edition into live action, but as of this time, UC-METC Edition as they build the historical first-ever culinary battle last September 27-28,2012. Aside from juniors literally, their culinary skills and abilities arent in subordinate level as they unveiled and mixed and created scrumptious delicacies and masterpieces as by-products of their learnings in their course. In fact, seacast department are expected to open Charlie and Delta sections this 2nd semester prior to increasing inquiries. We also have to consider the quality of education that UC-METCs provided to everyone. Therefore in the midst of this worldwide spirited and highly self-indulgent world, UC-METC has well-known that we are not left behind, but one of the world class institution.

In an interview with ANCHOR, Satou (Name withheld), a BSMT student, frankly pointed out: Bulgar ra kaayo jud ilang binuhatan. Kung mag-sex! nganung mag-video man? Gi-sekreto ra unta na nila as mag-uyab (their action is very bulgar. If youll have sex? Why record it in a video?). On the other hand, sympathy overflows in the statement of Engr. Orland Fontanoza during our class discussion: Dili lang ta mu-judge class. Mu-criticize lang ta. Kay tawo raman sila masayup jud. Pasayluon lang jud nato sila class (we should not judge class, but instead well criticize. They are humans that can commit mistakes. Lets forgive them class). Technology and the issue Technology is made by humans to upgrade their way of living and not to degrade their reputation. Whether the people involved in the sex scandal had failed to recognize the aftermath of recording their bed scene and consequently submit their selves to shame, the only thing that never changes is the issue itself. Certainly, advancement has no capacity to decide for itself, so we must be responsible in dealing it. Now, it is up to you either to simply judge the outside coating of the sex scandal issue, or to peel further and discover its lesson of minding about the results of your actions.

Third, there is a sense of adventure with seafaring that may seem to be appealing for everyone because of different nationalities encountered onboard. The downsides of seafaring are many. First, there is always a risk in its vicinity for anyone who chooses this job. Risks such as daily operation and working with new machines contributes accidents and furthermore death. Also, seafaring can take

you away from family and loved ones for months. Next, travelling across the world can be dreadful wherein seafarers are held as captives by pirates in some countries. In recent times, piracy has been problems for most ships travelling athwart Somalia. So, there is always danger that accompanies the thrill of travel and adventure and gain. Finally, seafaring, especially if you are involved in such commerce, may lead to great material loss for the reason that the strange environment often leads to burgling. The Working Exchange Being named as dollar earners is one of famous aliases for Filipino seafarers. But in correlation, there is a one big problem faced by foreign workers today, low exchange rate may be the hardest conditions they will ever have. The Philippine Peso/ Dollar exchange rate is very important, since a higher exchange rate means that your recipients receive more Pesos for every Dollar you send. According to the Department of Economic Research of the Bangko Sentral ng Pilipinas, a firm currency is generally welcome news as it reflects positive developments in the countrys economic funda-

mentals. But for sectors such as exporters and OFW dependents, whose earnings are denominated in US dollars, a firmer peso is a negative development. Aside from its impact to the foreign workers, the exchange rate is one of the most important determinants of a countrys qualified stage of economic status. The exchange rate plays a vital role in a countrys height of trade, which is crucial to most every free market economy in the world. For this reason, exchange rates are among the most overlooked, analyzed and governmentally manipulated financially viable measures. Switch to W.I.I.F.M. Whats In It For Me or W.I.I.F.M is a frequent word for most people who carefully makes his or her decision. Seafaring can be zealous in terms of wealth and prosperity. Therefore, we should expect improvements from these areas as UCMETC thrives to push through for higher quality standards. Simply the domino-effect will best explain the good things brought about by every PACUCOAs accrediting phase. All the improvements of UC-METC (which are in accordance to PACUCOAs approval) in its educational quality shall be passed or showered for us- UCMETC students. In short, the main beneficiary in this undertaking of UCMETC is its entire student body. Another value added for UC-METC Through the fact that UCMETC is recognized as world-class maritime school- why PACUCOAs accreditation still includes the huge count to its value? To be above the rest because when we achieve level III status- It means were one of the best. QMR Chair Officer Alberto Felisilda spoke about the universitys focal intention in attaining the level-III status of PACUCOA. It will be a value added to UC he further explained. Gaining the Upper-hand Every PACUOAs accreditation phase entails an upgrading educational service of UC-METC. These required transitions are for the continuing aspiration of the university to higher quality education. A significant decline in the number of smokers will likewise reduce the number of smoking-related deaths. niversity of Cebu-Maritime Education and Training Center (UC-METC) athletes reached for another milestone for the 2012-2013 intramurals. But in the swimming competition, UCMETC swimming team performed with an exclamation point of 25-medal contribution. They are laudable swimmers! Aside from their varsity-like skills, they also have the heart and value of a sportsman, Coach Jesel Alfeche defined the winning team. Despite the disqualification they got in the (mens division) medley relay. I didnt hear any complains. Instead they make it as an inspiration to be this years over-all champion. I really like their attitude, he added.

The event took place on the second leg (August 30, 2012) of the three-day Intramurals celebration of the University of Cebu-Main and Mambaling Campus. You cannot swim fast in any strokes if you dont know how to execute the proper swimming stance, Trainer Kirk Albao revealed during the practice session. That is their advantage from the other swimmers in the competition, he spiced up. In both divisions, UCMETC sealed the most medals. However, womens team will still remain intact next year. I think I would have an early screening to complete a new set of swimmers and to have enough time to train them with my trainers: Todd Belleza and Kirk Albao, he perceived. I believe in the swimming skills of the maritime students, I think another success waits, coach Alfeche proclaimed. UC-METC swimming team has a consistent force to be reckoned every intramurals. As a result, our new prefect of discipline retired Police Chief Inspector Edilberto Castaeda, pleas for unity among the administration and faculty to curb the increase of violators in the university. Undeniably, UCMETC has the assets to obtain all worthily gained recognitions. Its huge number of board exam topnotchers and passers every year, up to date maritime training amenities, conducivelearning environment, and proficient faculty are just enough to acquire the needed respect and trust in the seafaring education arena. All these claims are unquestionable but let us go deeper- Our disciplinary systems constancy somehow needs to be improved. If the undefeated Greek warrior Achilles falls because of his weak heels, I think, UCMETCs discipline may do the same if; its slightest degree is not justly imposed, and its strength varies from time to time. Sad to say, it is undeniable that almost everyone of us are trying to embrace these changes no matter how erratic we are. It seems that we are trying to climb stairs even if we havent seen the whole staircase yet. We are trying to dance with the melodious music and mimic the dance steps of others around us, yet were dubious enough with its possible outcomes. I hate the feeling of being secluded, the thought of being left behind. This is the reason that really tingles my mind every time I end up asking myself why I am doing such. But, it is right to feel this way? The thought still stains like a tattoo in my mind. Way back years, I was just that of a typical probinsyano who used to live a simple life. I usually spent my time together with my friends strolling down the riverside. At night, we used to spread our woven mats under the night sky and look for shooting stars, not minding how rough the mat under our backs. That is just how simple my life was, not until I finished my high school years and pursued college here in the city. Everything then turned out in contrary with what I expect just at the spur of a moment. I was then contained in a world where everyone competes, a world where everyone strives for perfection, a world which is really different from what I was used to. The succeeding days I spent together with my classmates coming from the different walks of life became hard for me. I usually felt very small whenever I am with them. I usually took a distance away from them. I hated the most that thought that I had offended people around me. Offending them with what I am, what I wear, what I have, what I do, and all those things that were poles away from their generation. I then usually keep myself hiding inside my shell. But, you know what? I am already contented with this life which is hassle free. With it, I learned how to deal with things by myself. I can straighten up my weaknesses. Being away from people who had only the intention of putting me inside their respective rugged pockets. And lastly, what I learned most is that I learned how to value things out and to put my utmost attention towards my studies. On the other side of the coin, it is undeniable that staying away from the crowd and hiding inside my shell breaks my heart into pieces. I usually get envy with those who are on cloud nine with their companions. It really cuts me into two, when I hear their boisterous laughs and seeing the jovial smiles on their face. These usual scenes made me stay awake in the middle of the night. Until I realized that things then became vivid for me. In the middle of the quest, I found myself trying to embrace the world behind my wall. At first, it was hard and I usually end up broken. I usually end up being rejected. I usually end up secluded for the reason that I dont fit in their world, as what they say. But amidst all, I never gave up. I never get bitter. I am that sort of a person who is dauntless. In fact, I was challenged and happy to say that in the middle of the clash, I met someone who ignites my soul to pursue. That someone became my listening wall during my hardships. In just a glance, that day when I met someone in incongruity marked that milestone away from my once a cadaverous life. Things created a pattern that is very much hard for me to internalize. I tried myself to cope up. I became upbeat. And fortunately, I then noticed that as days passed, my world is becoming vibrant as it becomes livelier and more buoyant different from the usual one. That is life, unpredictable. I never dimly forethought even in jest, that I will be able to reach this stage of life which is bubbly enough. Thus, I realized that being accepted of who you are, no matter what your flaws are, no matter from what epoch you do belong, no matter how different your life status were from them, no matter how far from civilization you were in, is indeed the most valuable feat a person could have. That sense of belongingness, as what it truly defines.

Well, this paper is not intended to be the journal of that horrible experience of this specie nor to let him feel the embarrassment again. This would only aid in making reflection as to the precautions we should set in expressing what we feel. To complain for something we are not in favour of should be guided if we are in the appropriate place to complain or not. Yet, our rights to speak-up will not be barred as long as we did it reasonably and responsibly. Outside forces will discipline and mend our misconceptions and misconduct if we fail to FILTER our thoughts first. If you are not sure that you think it right, think it a million times and that costs you nothing but if you fail to do so, you might end up facing a court trial. There is always a harm that lurks in any corner once we cant assure that we are on the right track. Mark Abadiano: I was a striving self-supporting student ten years ago at UCMain who took up BS Computer Engineering for nine years due to on and off classes. I even failed on some of these subjects because of 3-4 hours of sleep from the graveyard shift of Innodata XML and some sidelines like programming, computer lay-out artist to save up money for expensive materials (logic circuit breadboard, ICs, EPROM). At the same time, Im helping my family buy some sack of rice as my part & pay some bills too. In Gods grace, I overcame these trials successfully. Anchor: How would you convince students to love research? Engr. Abadiano: As I always emphasize in my research class, research volunteers

He was also awarded 2nd Place (Platinum Award) Worlds Best Oral Presentor in the stream of Information Technology, Engineering and Mathematics at World Research Festival 2012, held on Marco Polo Plaza, Cebu His research paper in Human Resources Information System for the University of Cebu was published internationally at IAMURE International Journal of Business & Managemet. Reducing Climate Change Impacts and Disaster Risks through Solid Waste Management was the theme of the successful annual conference of the Solid Waste Management Association of the Philippines (SWAPP) held at the Bay view Hotel , Roxas Boulevard, Manila last Novemeber 20 21, 2012. University of Cebu Maritime Education and Training Center, as one of the distinguished participants and advocates of upholding the protection of marine environment in particular, sent two faculty members EnP Emmanuel Crucio and Prof. Jude T. Yburan and Reynyl Luke Capablanca one student in the said event. Student Writers re-ink Their Pens

With the aim of bestowing the universitys student writers exceptional journalistic skills and to produce a better-quality school paper, a two-day writing seminar workshop was conducted spearheaded by the Anchor Publication last October 15 and 22, 2012. The said event was held at the universitys Guidance Activity Center that re-ignited nearly fifty student writers mighty pens from the college of Marine Engineering and Marine Transportation departments. I will never feel any regrets to spare another amount if and only if the speakers will be then again like those who were there during the workshop. UC-METC hosts National Physics Conference

With partnerships across the Globe, the Samahang Pisika ng Visayas at Mindanao, holistically celebrated its 14th National Physics Conference last October 25-27, 2012. The whole conference of the Physics Community was hosted by University of Cebu- Maritime Education and Training Center Administrators and Faculty. Roughly, 200 participants from all parts of the Philippines came to partake the three-day conference. Keynote Speaker: Hon. Rowena Cristina L. Guevara Department of Science and Technology (DOST) Executive Director formally lead the opening ceremonies( morning events). The plenary and parallel sessions headed by, Professor. Ray Hsu of National Instruments Inc. ,Texas, USA, catered the afternoon event. Lastly, a conference banquet (evening affair) were made auspiciously despite the inclement weather. Research studies on different areas of physics cascaded the exhibit at the study hall. Students, physics professors and teachers and all the participants pursued every activity successfully.

BASURASKWELA : Charity through Trash

Council of Maritime Leaders together with the Cebuano Youth Ambassador (CYA) pursued the Basura Skwela project with the dictum Changing Lives One Bag at a time. Paolo Saberon, the project chairman, pronounced the objectives of this advocacy to make a bag with the exploit of tarpaulins to the community of Mandaue City. Generally, the projects targeted the residents of squatters areas. This project was harmonized by diverse Student Council Leader untiversities University of San JoseRecoletos, University of Cebu-Maritime Education and Training Center, University of Cebu-Main, Cebu Institute of TechnologyUniversity, Cebu Technological University. The said project will advertise the finished output with the amount of three hundred pesos only (300.00). Its profits of it will be utilize the sponsorship of the selected students school supplies.
