USDA Rural Refinance Pilot Program Expansion


Overview
The United States Department of Agriculture (USDA) Rural Development (RD) has announced in Administrative Notice (AN) 4707 the expansion to include 15 additional states as eligible to participate in the Rural Refinance Pilot. Chase is pleased to continue our support of this program introduced by the USDA. As such, Chase will purchase Rural Refinance Pilot loans from these additional states. When processing and submitting your USDA Rural Refinance Pilot loans to Chase Rural Housing, the closed loan file does not require a new appraisal, the HUD Handbook certifications, or any additional property inspections. However, lenders must be able to document that the borrowers existing mortgage has been current for the previous 12 months. Lenders may utilize a Verification of Mortgage (VOM) for evidence of mortgage payment history. Furthermore, Chase requires a current copy of the borrowers credit report to assess the proper risk based scoring pricing adjustments. No further review of the credit report is required, except for review of the borrowers credit score and mortgage history.

Chase Policy

USDA Rural Refinance Pilot Program

The USDA Rural Refinance Pilot Program includes the following components: Interest rate on the new loan must be a minimum of 1.00% lower than the existing USDA loan Pilot states now include AK, AL, AR, AZ, CA, CO, FL, GA, ID, IL, IN, KY, KS, MI, MO, MS, MT, ND, NV, NJ, NM, NC, OH, OK, OR, RI, SC, SD, TN, TX, UT, WA, WI and WV. Rural Refinance Pilot loans must be manually underwritten (GUS is not available) Borrowers may be added but not removed (unless deceased) from the current loan New term of the refinance loan must be 30 years Upfront USDA guarantee fee is 2.00% Annual Fee is 0.40% No cash out is permitted Unpaid fees to the current Servicer that may be included in the payoff may not be financed into the new loan Reasonable and customary closing costs and other fees may be collected from the borrower by the originating lender Origination fee charged to the borrower may not exceed 1% of the total loan amount whether the fee is borrower paid or lender paid New loan may include the principal balance of the existing loan, accrued interest, eligible closing costs, and the guarantee fee Fully executed RD Form 1980-21 Request for Single Family Housing Loan Guarantee is required Income verification for all adult household members is required for income eligibility determination only, not for determining repayment ability Ratio waivers are not required but please submit a completed 1008 with debt ratios calculated for compliance reporting purposes

Chase requires all borrowers to be employed at the time of the closing on the refinance transaction or have alternate sources of income such as: retirement income, social security income, disability income, alimony or child support A copy of the payoff statement on the existing USDA loan must be included in every file

To identify your Rural Refinance Pilot loans, clearly mark the Chase Rural Housing Closed Loan Submission Form or Chase Rural Housing Loan Submission Form as a Rural Refinance Pilot Loan upon submission to Chase.
