UE did not perform any Measurement Reporting after last successful ASU + ASUC + Measurement Control sent, although the reporting criteria has been reached to perform MR e1a, e1b or e1cPossible

Possible Cause: Since Soft Handover (Soft & Softer) is MEHO (Mobile Evaluated Handover), the decision
to send MR is completely relying on UE when reporting criteria has been reached. Could only suggest that it is UE related problem.

Do no always assume that this is Network related. It could be due to radio or UE related, even Missing Neighbour could cause this : 1) Network / BTS related: Network / BTS related: 2) UE related: UE did not perform optimum SHO in the earlier MR+ASU+ASUC+MC, thus subsequent MRs could be non optimum. 3) Radio related: Due to non dominance etc. Could be improved by optimizing L1 coverage of that stretch. Or due to rapid changing radio environment, AS Ec/No degraded rapidly (should verify with both UE traces to confirm), should use AdjsEcNoOffset to advance SHO or mutually make more favorable for SHO. SO

CAD 6 Weak Coverage, RF related: Drop due to Weak Coverage CAD 10 Network Issue (Cell being removed from the Neighbor List), 17233 (SC204) was removed from the NB list that sending MC to UE. CAF 4 Network problem (Call Setup Failed), This call setup is failed due to incomplete call setting up procedure.There is no Radio Setup Procedure after Call_Proceeding. CAF 5 RF Issue (4x RRC Connection Request), did not reselect to best cells due to missing neighbours.
