Facing the toughest challenges of the times, such as climate changes, financial crisis, energy, and others, a government itself is no longer capable of solving these very complicated issues; effective use of groupware in governments is key to surviving in the 21st century. While this change is still in development and therefore has noticeable problems – information retrieval, security and privacy, allowing citizens’ engagements help governments become more accountable to people.
