Universal Design:
Universal design are a set of principles that increase accessibility to buildings/houses for more people/ Requirements: casino/arcade/restaurant Doors: doors are wide, and the handles are at a height that can be reached by the majority of people. Doors must be 36 inches wide. Some of the arcade machines are designed with buttons between 44-48 inches in height, so that younger kids, and wheelchair bound individuals have can play. Some of the machines have leg space under it, so a wheelchair can be pulled in below it. Counter tops are low enough for most people can access it, even when sitting in a wheel chair. Stalls in the restroom have a turnaround room for wheelchair bound people. So that they can enter the stall, and be able to close the door behind them without difficulty. Stalls have reinforcing grab bars for disabled people to hold on or use to lift themselves out/in to their seat, or Restroom sinks are not solid down to the ground, so people in wheelchairs can pull their wheelchair under the sink to wash their hands. The building code that applies in Noblesville based on section 154.04, is Article 13- Fire and Building safety standards, Article 14 - One and Two Family Dwelling Codes, Article 16 - Plumbing Codes, Article 17 - Electrical Codes, Article 18 - Mechanical Codes, Article 19 - Energy Conservation Codes, and Article 20 Swimming Pool Codes. The current version of the code is based off the 2006 International Building Code. Based on the use and occupancy of the proposed Casino, the building type will be an A-2 and/or A-3 type building. There are four different types of constructions, they are: TYPE 1 and 2 Construction are those types of construction in which the building elements listed in Table 601 are of noncombustible materials (ie, concrete and steel) . TYPE 3 Construction is that type of construction in which the exterior walls are of noncombustible materials and the interior building elements are of any material permitted by this code. Fire-retardant-treated wood framing complying with Section 2303.2 shall be permitted within exterior wall assemblies of a 2-hour rating or less. TYPE 4 Construction is that type of construction (Heavy Timber, HT) in which the exterior walls are of noncombustible materials and the interior building elements are of solid or laminated wood without concealed spaces. The details of Type 4 construction shall comply with the provisions of 602.4.1through 602.4.7. Fire-retardant-treated wood framing complying with Section 2303.2 shall be permitted within exterior wall assemblies with a 2-hour rating or less. TYPE 5 Construction is that type of construction in which the structural elements, exterior walls and interior walls are of any material permitted by code. Since the casino is going to be a Type A-3 building, the allowable building height is unlimited. But due to the size of the building, we propose that we use concrete and steel as primary building materials for the walls. The total occupancy load for the Casino is: 4,840 people. This is based on the regulations for each particular area of the building. Because of this, the minimum egress width is 968 inches. The buildings total occupancy load is over 4500 people, based on 1021.1 the building must have minimum 10 exits. Only one exit shall be required from Group R-3 occupancy buildings or from stories of other buildings as indicated in Table 1021.2. Mixed occupancies shall be permitted to be served by single exits provided each individual occupancy complies with the applicable requirements of Table 1021.2 for that occupancy. Where applicable, cumulative occupant loads from adjacent occupancies shall be considered in accordance with the provisions of Section 1004.1. Basements with a single exit shall not be located more than one story below grade plane This building lies on planned business zoning designation. The purpose of zoning designation the purpose of this chapter is to regulate the use and development of land within the jurisdiction of the City of Noblesville. It is designed to protect and promote the public health, safety, and general welfare. The minimum lot size within this designation is 20,000 square feet. The maximum building height according to the Noblesville ordinance is 3 stories, or 35 feet. The regulations within each district shall be minimum regulations and shall apply uniformly. For the purpose of our building, our building is permitted. Landscaping and screening may be required in interior parking lot islands, perimeter parking lot buffers, buffering for non-residential uses abutting residential uses, surrounding outdoor storage and waste disposal areas, and other situations. (Section 159.105 of the Noblesville Code of Ordinance) In conclusion, it is very important to research the building codes and local ordinances before the project is put in design phase because those regulations can cause a project to be halted, and legal problems can arise from disobeying the law. These regulations and laws help protect people, they are there to insure that permanent structures are safe for people, and are not harmful to the environment or the surrounding buildings. It prevents designers and contractors from cutting corners to save a few dollars or extra work. the extra hoops to jump through are one of the ways in which local ordinances control development. There are specific areas that an ordinance specifies where things are permitted, and if things are permitted at all. This control on where and what is allowed in a particular area can control what kinds of businesses are created in a city.

Local Code:
Noblesville Indianas building code is based on the IBC 2006 code. According to Noblesville code, a casino technically classifies as a sexually oriented business- which is not permitted in Noblesville. Our casino will however, only support gambling and a bar in the casino area, while the arcade is strictly classic video games, appropriate for all ages. Because of this the City Council has given us permission to build under a commercial zone in Noblesville.
