These regulations and laws help protect people, they are there to insure that permanent structures are safe for people, and are not harmful to the environment or the surrounding buildings. It prevents designers and contractors from cutting corners to save a few dollars or extra work. the extra hoops to jump through are one of the ways in which local ordinances control development. There are specific areas that an ordinance specifies where things are permitted, and if things are permitted at all. This control on where and what is allowed in a particular area can control what kinds of businesses are created in a city.

Noblesville Indianas building code is based on the IBC 2006 code. According to Noblesville code, a casino technically classifies as a sexually oriented business- which is not permitted in Noblesville. Our casino will however, only support gambling and a bar in the casino area, while the arcade is strictly classic video games, appropriate for all ages. Because of this the City Council has given us permission to build under a commercial zone in Noblesville.
