BOS Votes NO Confidence


It should come as no surprise to The OUTLOOK readers that the Lake County Board of Supervisors unanimously passed a vote of No Confidence in Sheriff Frank Rivero. But, the question in many community members minds is WHY? People Ive talked to dont understand how a case from 2008, when Rivero was a Deputy Sheriff, is just now being brought up -- nearly five years after the facts. Those facts are still in dispute according to many community members; with District Attorney Anderson claiming Rivero lied and Rivero rejecting the claim. Is Riveros alleged lie the reason there is a petition drive to Recall Rivero? If its not because he lied; then what is the reason for the vote and subsequent petition? Community members are confused and quite frankly, embarrassed, by this process. Are Lake Countys community leaders allowing or actively encouraging the parade of events that surround this issue? What are the people to think? Sheriff Rivero has had a variety of charges brought against him and in June of 2011, his actions and those of the District Attorneys office were investigated by California Judicial Investigations, Bureau of Security & Investigative Services No. 24115. The findings in this fifty-nine page report indicated that Rivero acted appropriately in all matters. The report was concluded as follows:
Based on the appearance of conflicts of interest between the Lake County District Attorney, the Lake County District Attorney Investigators, the Lake County Sheriff, Lake County Deputy Sheriffs and the Lake County Deputy Sheriffs Association, the agencies should consider a referral to the California Attorney Generals Office or a neighboring district attorney and law enforce ment agency that can investigate and review these matters... . Because of the contentious relationships that exist between Sheriff Rivero, the Lake County Deputy Sheriffs Association, and other police agencies within Lake County, it was determined that a comprehensive review and investigation of the incidents would provide guidance to the County and the various agencies as they attempt to resolve these matters and improve their relationship.

Good day, Readers and welcome to the April edition of The OUTLOOK! Spring has definitely sprung as is evident in the multitude rainbow-colored blossoms appearing all around our beautiful county. Lake County is such a picturesque area -- we are truly blessed with natures splendor. Now that the weather is warming up and the sun is shining not only are the plants showing their colors, but so too are Lake County community members. There are scores of activities happening around the Lake -- a little bit of something for everyone and their animal family members, as well. A number of readers have submitted articles again this month getting their opinions on paper and out in the public eye. These submissions offer you readers an opportunity to answer back or take up a discussion on other issues that matter to you. We all have our own perspectives -- feel free to share yours! Much of this edition is dedicated to sustainability. Numerous groups and individuals are cooperating to make Lake County better. There is work to be done and the people of Lake County are coming together to discuss options, draw up plans, and begin implementation in working toward a richer, more rewarding living experience for all community members. When we work together -- togetherness works for us! Spring is a time of rebirth, rejuvenation and a time for reinventing ourselves. In the pages of this edition, you will find numerous opportunities to join in and be a part of something. Now is a good time to begin again -- start that project youve been meaning to get to -- go outside and enjoy our clean, fresh air -- listen to the songs of the birds and smell the flowers!!! Change is in the air -- can you hear it -- can you smell it -- can you see it? Change can be rather ominous, but it can also be exhilarating and enjoyable. Dont let your doubts keep you from getting up and trying something new -- its never too late! Id like to take this space to extend my heartfelt gratitude to my loyal advertisers; without whose support I would be unable to continue to publish The OUTLOOK at no cost to YOU, my reading audience. Sustaining our little community necessarily includes supporting local businesses -- they cant make it without you and we cant make it without them. Think Locally, Buy Locally, Act Locally and contribute to being the change you want to see in Lake County! Its up to ALL of us to make things work!

Many would argue that the televised BOS meeting regarding this matter was meant to allow people to air their grievances, and that the vote would appease those discontents. They would argue that Sheriff Rivero showed how incompetent he is and that a recall effort is necessary. But, there are still many others, including those viewers outside of Lake County, who see this whole process as a grudge campaign that has put even more of a tarnish on Lake Countys image. In the meantime, many members of the community are expressing No Confidence in community leaders.
