1 2005, the Tier I family’ shelter system in New York State consisted of approximately 63 facies,
housing 3,700 families. The facilites’ capacities range from 10 to 220 families, with ihe average size

SCOPE
‘The Division of Employment and Transitional Supports (DETS) requested the Bureau of Audit ead
Quality Control (A&QC) review eases inthe NYC Tier I family shelter system with income to determine
whether income is budgeted appropriately, The following outlines findings aseociated with a review of
iousing payments made by New York City Department of Homeless Servies (DHS) and New York Cty
‘iuran Resources Administation (HRA).
A&QC identified 4.841 families resident in th Tier I shelter ystom forthe Fanuary- March 2005 review
peviod. From these 4,841 families, we identified $74 tales with apparent income listed fora case
‘member in an associated Public Assistance (PA) andlor Food Stamp (FS) esse, aud at least one month
without a recurring grant sted on the Welfare Management System (WMS). From these 574 cases, out
taistician identified 120 case sample for our review.
