Questions will be so balanced that actually taking a sta nd itself might become difficult. Once you are not convinced about taking a stan d, your answers will show the confusions in your mind. Obviously, the examiner w ill term this confusion as a defective personality and could penalize. Further, if you take a stand with half-heart , it may very well reflect in your weak argu ments thus terming your personality as...........whatever. Eg. This is the age o f whistle-blowers, be it Manning or Bowden or Assange or Dey. As a Superintenden t of Police/ District Magistrate, you come across a departmental functionary who has leaked 'confidential' documents. As the top most executive of the district, what will be your priority? Penalizing the employee for violating Official Secr ets Act and initiating departmental proceedings is one line of thought. Being a staunch supporter of transparency and accountability in the government functioni ng is another line of thought. Either stand doesn't mean one is right and the ot her is wrong. This issue can be argued in anyway and there can be no clear winne r in the debate. In the process of arguing your case, the examiner might gauge y our ethics and integrity. This is just a random thought and no so-called 'CSE ex pert' teacher can predict what this paper will be like. The adage goes "Lady luc k is a fickle mistress" and so is UPSC.
