    Issue: Can an open face vault be used for a mineral oil transformer located along an exterior wall in the footprint of a building to meet the requirements of the 2005 National Electrical Code with City of Phoenix Amendments (NEC), Section 450.42? Interpretation: Yes, with the following stipulations: 1. The exterior wall of the building in which the open face vault is to be located shall have a fire separation distance greater than five (5) feet in accordance to the 2006 International Building Code with City of Phoenix Amendments (IBC), Table 704.8 The interior walls, floor and roof of the open face vault shall have a minimum fire resistance rating of three (3) hours and shall be of concrete or masonry construction. (NEC, Section 450.42). The exterior walls adjacent to and extending ten (10) feet from the perimeter of the open face of the vault, shall not have any openings, shall have a fire resistance rating of three (3) hours and shall be of concrete or masonry construction. (NEC, Section 450.42 and IBC, Section 1020.4.1) Sprinklers shall not be required in the open face vault. (2006 International Fire Code with City of Phoenix Amendments (IFC), Section 903.3.1.1.1, item 3) Spill control, drainage and containment shall be provided for the mineral oil transformer located in the open face vault. (IBC, Section 414.5.5, NEC, Section 450.43(B) and IFC, Section 2704.2) An approved automatic fire detection system (heat detector) shall be provided and monitored in the open face vault. (IFC, Section 903.3.1.1.1)
