The City does not have the jurisdiction to regulate activity pertaining to household food security, in this case exemplified by backyard chickens; 2. The City & Canada (as a nation state signatory) are bound by Attorney General of Canada Notice of Constitutional Challenge

the United Nations Declaration of Human Rights/Universal Declaration of Human Rights, Article 25, an international treaty entered into by Canada and of which Article 25 addresses an individual/family Right to Food; 3.
