SUMMARY FOR THE CHIEF MINISTER

Subject: - REVIVAL OF THE OFFICE OF THE DIVISIONAL

COMMISSIONERS.

This is a summary for entrusting certain important

functions performed by this department to the respective Divisional
Commissioners in the province.

2. Since the recent revival of the offices of the

commissioners, the provincial government has been afforded with an
intermediary supervisory tier that was felt missing since the
enforcement of devolution plan. Consequently, there was a vacuum felt
and contrary to the spirit of the devolution; there was concentration of
powers/functions at the provincial level compromising the efficiency
due to overburden/oversight.

3. Therefore, this department proposes that as the

commissioner offices have been revived, the provincial government
should decentralize some of its function for effective supervision,
monitoring of development activities and allow activities having a
direct bearing on the efficiency of the government and services to the
people. Besides, it will also help including the communities into the
governance. The functions required to be entrusted to the office of the
commissioners are given as under:

 Commissioners to be the Chairman of divisional intelligence

committees.
 DCOs to forward the compensation cases through the office
of the commissioners.
 Commissioners to recommend placement of persons on 4th
schedule and their exclusion.
 Commissioners to ensure implementation of security
arrangements for special events including Muharram.
 Commissioners to be the focal persons regarding provision of
security to oil and gas exploration companies.
 Commissioners to be the focal persons for NHA projects.
 Commissioners to monitor the supply and stocks of wheat.
 Commissioners to monitor the prices of the essential
commodities.

4. Approval of the Hon’ble Chief Minister is solicited to the

proposal contained in the Para supra.
