Forest lands?
The local people cut and burn patch of stateowned forests to make rice fields, only for two yrs. The lands after swidden cultivation will be secondary vegetation, dominated by pioneer scrubs without economical value. The lands claimed by the people as owned lands, without further cultivation. No law enforcement by the government.
Private forest could be saver (does not destroyed by the local people) than state owned forest, because there are owners. Private forests give direct benefit to the local people in contrary state owned forest give direct benefit mainly for the concessioners come from Jakarta and their employees which mainly not local people.
Slope? Available land < 40%, > 40% Soil fertility? Clay content > 20% (not Spodosols), not swampy, lithosols (stone), calcareous? Product marketing opportunities: near, far?
Silvicultural consideration start from natural forest condition. Even lower than 40% slope, plantation forestry can be established only in fertile soil (not lime stone, not spodosols, not entisols/lithosols, etc.) Degraded land should be rehabilitated.
