P. 115 In this passage, we see examples of the behavior of perpetrators. As Nakri and her family try to escape Cambodia, both Vietnamese and Thai soldiers make their journey difficult. It is possible that the Vietnamese and the Thai soldiers dont know what has or is happening in Cambodia, making them involuntarily perpetrators. Regardless, their actions do not support the rights of Cambodians and in many instances help the Khmer Rouge in their persecution of their own people. Sometimes, being a perpetrator is not intentional, but that doesnt excuse the behavior.
