cognizant of the direction provided by the Constitution of Kenya which created the national and county governments with the recognition that the two government organs co-operate and work together to deliver services to the citizens for socioeconomic development and improved livelihoods.

L#&/(' #$& G($t%(-($, Counties are e pected to undertake mapping and generate statistics for proper planning and development! without which no meaningful planning and development can be realized. "or this to be achieved County Integrated #evelopment $lans %CI#$& are therefore necessary and this can only be realized with appropriate data and information. Indeed! data and information are crucial in informed decision making and in policy formulation as well as legislation.

Hon Governor, *a)ies an) "en lemen 'he #irectorate of (esource )urveys and (emote )ensing %#()()& in my *inistry is among many in my *inistry. We found it wise immediately I got appointed as a *inister in charge of this ministry that we can utilize such resource to help devolution in this country! the jubilee government is fully committed in a devolved structure as directed by the constitution. We have no choice as a government but to e ecute what the constitution has directed us. 'hat+s why today is a clear testimony that we corporate from the ,ational government and the County government to be able to assist the devolution help the people of Kenya.

the wealth of knowledge and e perience available in the *inistry and the innovative approaches including use of real-time geo-based high resolution technology including )*0(' phone will be employed to deliver to this county the necessary data and maps for its development planning. 1w 2overnor it will be hitech when we finalize this project you don+t have to walk in the 2overnors office or the county offices for any en3uiry it will be via mobile or through a web portal! so that is the technology we want to bring to the county. 'his is a commitment of a digital 2overnment and we want the digital 2overnment to be also trickling down to *wananchi that+s why we are committed to making this project a success.

L#&/(' #$& 0($t%(-($3 *y *inistry values and welcomes the collaboration with your county and in this regard we are grateful to the governor and the government of *ombasa and particularly I want to mention 1w 0pollo who has been very active 42overnor the team you have is competent and they will deliver5. I had a dream when I was the mayor of *ombasa to manage to change things by then I remember we had /..m shillings as our budget and we had employed 67.. staff and we managed though with a lot of difficulties .1w governor I want to encourage you 4you are on the right track5 We want to work with you so that we can be able to commit the process. *ombasa elected you! and now the politics are over now we want the

politics of development. 8eadership is challenging sometimes people are with you sometimes against you but the most important thing is to be focused. 'his town is a touristic town it is to be designed that it works that+s how you going to attract more tourist in this town and particularly #ecember when the whole 2overnment and the whole country comes to your city! we hope when we come here we can be able to see is a clean city! no congestion and we are able to enjoy the beaches that you offer in tourism. )o 1w 2overnor from my *inistry and myself this is the first project and my first official tour as a *inister in the country this was done in *ombasa. 'omorrow we are going to Kwale early ne t year we will go to Kilifi County but also this department %#)()& has done *arsabit County! Kisumu County and it is the process of doing Kajiado County to do other services that we render in terms of land use and environmental issues with those remarks I am honored and privileged to declare the urban land use9cover mapping of *ombasa County officially launched.
