The need to answer the atrocities committed during the conflicts in the Balkans in the 1990s, captured the

eyes of the international humitarian law. Since its establishment in 1993 it has irreversibly changed the landscape and provided victims an opportunity to voice the horrors they witnessed and experienced. At its onset, crimes against humanity, genocide, and war crimes are all over the globe producing fear and terrorism, when victims are deprived of reliefs.
