This proposal, along with the drafts of related documents, will be used by the
management to determine whether or not to approve work on this project. A clear and
precise project plans helps set expectations that will be used later to evaluate the
success of the project.

Background and Motivation

Universities and Colleges have their own way of evaluating their teachers. City
College of Calamba (CCC), a new established school conducts also their own
Teachers Evaluation which aims to improve the way of school’s instructions and
teacher’s performances.

The researchers are motivated in finding ways to improve and transform the
existing set-up of the Teachers Evaluation process of the school and manage the
information appropriately because of the benefits it will bring to the students,
professors, staff and CCC itself.

CCC’s Teachers Evaluation is done manually. It is conducted every end of the
semester and Academic Affairs staff have to go to each room to distribute the
Evaluation papers. This will take a maximum of one hour for the students to answer it
using their pen. After that, staff will compile all the gathered information and get the
results. Evaluation results have two parts: the quantitative part which is the numeric
results of the evaluation that the staffs tally it using the tallying machine and the
qualitative part which is the comments and suggestions of the students. Only the staff
and the Vice President know the student’s answer for it is confidential. The Evaluation
results will be released for two-to-three months.

Teachers Evaluation in CCC has following criteria and the students have a big
part on it because they have the power to terminate their teachers. The fifty percent of
the Evaluation comes from the students, twenty-five percent from the Peer Evaluation
and the remaining twenty-five percent comes from the Superior Evaluation. This was
according to the Academic Affairs staff and the Vice President of the school.

In order to evaluate a teacher, a student must answer the evaluation form


manually thus the school produce a mass photocopied evaluation form. Also the
checking of papers appears to be manually done making the time consume goes
longer for the result to appear.

Teacher’s performance is one vital way to improve college instructions and


students learning. It could also increase or decrease students’ performances in class.
Creating an Automated Teachers Evaluation would speed up the processing of the
Evaluation results, lessens the works of the staffs, and managed the information it will
get from the end-user because the system will automatically generate the report to the
administrator and gives recommendations and suggestions on how the teachers will
improve their performances. The system will also give its own suggestion whether to

promote or dismissed the teacher through the information it gathered and by
comparing it to the previous evaluation.

We eliminated some redundant questions and make it more organize and user-
friendly. Our system will help the students to evaluate all their professors in just one
sitting. They don’t need to answers multiple copies of evaluation papers one-by-one.
The staff and teachers will get the results faster than the manual evaluation process.
The information is secured because only the administrator can access the result of
evaluation. The results of evaluation on the previous semester will still be intact on
the database of the system because it will be used by the system in giving its own
suggestions and recommendations.

Goal

This proposed project aims to design an Automated Teachers Evaluation by


providing a network-based system that will reduce time, paper works, manage
information properly and improve better performances and processes which will lead
to an efficient, instructive and effective Evaluation system.

• Automated Teacher’s Evaluation has the capability of calculating


answers and checking of the forms in a lesser time and aside from that it
can generate a printable record of the gathered data from the students
and give its own recommendation through proper handling of
information.

• The designs are made for the students to answer the evaluation form in a
much faster and easier way as follows:
a. First, the student must log in to the system providing his/her section
and student number.
b. The system will automatically generates the names of the teachers
base on their section.
c. The students selects a grade on a dropdown list (e.g. 1, 2, 3, 4, 5)
which is located below the names of the teachers and beside the
question.
d. For the student’s comments and suggestions are place in the textbox
provide for.
e. A submit button is located on the middle lower part of system
interface, clicking it will finish the evaluation then exit.
• The system can only be access by the administrator to edit, delete some
questions and see the result of the evaluation by requiring a username
and password. Thus, having the information secured.

Scope

The scope of the study focused on transforming the manual process of Teachers
Evaluation in CCC to an Automated Teachers Evaluation System and in handling and
securing of the gathered information. It enables to develop the current set-up that was

practice now on evaluating full-time and part-time teachers. In view of these, the
study was limited only on Student Evaluation and not on the Peer and Superior
Evaluation. Teachers can set their objectives from the beginning of the semester and
use the result of the evaluation to know if he/she achieved his/her objectives.

Risk and Rewards

Privacy Issue- It is necessary to protect student’s identity in answering the


evaluation.
Ethical Issue- Some system create advantages for certain individuals at the
expense of others.
Implementation- It should include the goals, budget, timetables, contingency
plans and ethical issues during the implementation.

If we accomplish this System, CCC Teachers Evaluation will be automated.


This will come up to a faster Evaluation results, secured information, less work for the

staff, and less errors. The reliability of this System and the proper handling of its
information will make the user overcome the problems in evaluating and the
administrator in securing information. It will generate its own suggestions and
recommendations to the teachers which will help to improve their performance in
school and it minimized or save time.

According to the Vice President for the Academic Affairs, they are willing to
implement the system but as of now, there’s no alloted budget for it.
