The articles of the scientific collection present the reports of the First methodological-theoretic
seminar with international participants Archetypics and Public Administration held on July 13-14,
2010 in Feodosiya (ARC, Ukraine). The contents of reports have the interdisciplinary character and
clarify the problems of states formation which arise in the sphere of public administration and social
policy. From the positions of archetypics, some theoretical, methodological, and scientific-practical
aspects of the theory and the history of public administration, local self-government, formation and
functioning of mechanisms of public administration, and service in states bodies and local selfgovernment bodies are considered.

Annotation: the aim of

the present study is to
trace how a political
transformation,
especially
transformations
connected with the homo
sovieticus, has influenced
changes in the health
situation in European
post-communist countries
(in the period of 19902003). Applying the
canonical correlation
analysis method, factors
distinguishing a health
situation were singled out
within a mathematical
model. The method was
applied twice: for 1990
and for 2003. Two groups
of behavioral factors are
studied: they are related,
respectively, to the theory
of cultural heritage
and to the intensity of
affecting the society by
destructive communist
propaganda.

by a certain symbol.
Id est it is possible to
assert that the state
symbolics is a figurative
presentation of the idea
of its development. If the
accepted idea coincides
with a destination of
the people living in the
state, then it will be
successful in progress
and the spiritual growth.
The symbol TRIDENT
accepted as a state
symbol of independent
Ukraine aroused and
continues to arouse
disputes and suppositions
relative to its origin
and the endowed sense.
The conducted research
of circumstances of its
origin, the periodic
oblivion and its
revival allow us to
unambiguously assert
that our small coat of
arms is a monogram of a
special sense, because it
is constructed from signs
of the letter of ancient
slavs.
