ADMINISTRATIVE ORDER NUMBERED 02 Series of 2014
GRANTING THE SENIOR CITIZENS OF LOWER QUIRINO HILL BARANGAY EXEMPTION FROM PAYING FEES AND CHARGES IN SECURING THEIR BARANGAY CLEARANCE AND OTHER CERTIFICATIONS. WHEREAS, Pursuant to the provisions of the Article XV, Section4 of the Constitution, it is the duty of the family to take care of its elderly members while the State may design programs of social security for them. In addition to this, Section 10 in the Declaration of Principles and State Policies provides: "The State shall provide social justice in all phases of national development." Further, ArticleXIII, Section 11 provides: "The State shall adopt an integrated and comprehensive approach to health development which shall endeavor to make essential goods, health and other social services available to all the people at affordable cost. There shall be priority for the needs of the underprivileged, sick, elderly, disabled, women and children." WHEREAS, it is an established policy of this barangay to pay respect to elders, recognize their contribution to the community and provide them the necessary social services that they need; NOW THEREFORE, I, VAN OLIVER M. DICANG, Punong Barangay of Lower Quirino Hill Barangay, by virtue of the Power vested in me by law, do hereby order: Section 1. All registered members of Senior Citizens of Lower Quirino Hill Barangay shall be exempt from paying fees and charges in securing their barangay clearance and other certifications. Section 2. Exemption shall not cover Business Clearance. Section 3. This administrative order shall take effect immediately upon posting in two (2) conspicuous places in the barangay. Done this 3rd day of February 2014 at Lower Quirino Hill, Baguio City, Philippines.
