BACKGROUND

 EARLY-WARNING INFORMATION DISEMINATION ON


CALAMITY IS IN PRINCIPLE A RESPONSIBILITY THAT
RESTS ON THE HAND OF COMPETENT INSTITUTIONS
TO CONVEY IMPORTANT INFORMATION TO THE
PEOPLE.
 BY THIS EARLY WARNING INFORMATION, IT IS
EXPECTED THAT ALL RELATED COMPONENTS
CONCERNED, PARTICULARLY MEMBERS OF SOCIETY,
CAN IMMEDIATELY TAKE NECESSARY ACTIONS
PRIOR TO PROSPECTIVE CALAMITY MAY OCCUR.
 BY RECEIVING THE EARLY WARNING INFORMATION,
MATERIAL AND NON-MATERIALS CAN BE AVOIDED
AND MINIMIZED.

ON CALAMITY IN INDONESIA
THE EARLY - WARNING INFORMATION
DISEMINATION IN INDONESIA IS VERY
CRUCIAL TO DO CONSIDERING :

1. MOST INDONESIANS HAVE NO COMPLETE


KNOWLEDGE YET ON HOW AND WHAT NECESSARY
ACTIONS OR STEPS THEY SHOULD TAKE WHEN A
CALAMITY OR DISASTER IS TAKING PLACE.
2. INDONESIA, BEING A RATHER NATURAL DISASTER-
PRONE REGION, DOES NOT HAVE AVAILABLE
SYSTEM OF INFORMATION, AND STANDARDS IN
MANAGING A DISASATER RIGHTLY.
3. MOST INDONESIANS, PARTICULARLY THOSE WHO
LIVE IN TSUNAMI-RIDDEN AREAS, HAD NO
PREVIOUSLY EXPERIENCES OF A TSUNAMI-LIKE
DISASTER.
4. ACCESSIBILITY AND CAPACITY OF THE PEOPLE TO
HAVE RELATED OR EVEN NOTHING.
PROBLEMS TO FACE :

 ACTS GOVERNING ALL ABOUT CALAMITY ARE NOT


AVAILABLE YET;

 MANAGEMENT OF EARLY- WARNING INFORMATION


ON CALAMITY HAS NOT OPTIMALLY BEEN
ADMINISTERED;

 SYSTEM OF EARLY- WARNING INFORMATION


DISEMINATION ON CALAMITY ( TSUNAMI ) HAS
NEVER BEEN APPLIED IN INDONESIA.

 STANDARD OF THE EARLY-WARNING INFORMATION


DISEEMINATION SYSTEM AND PROCEDURE, AND OF
THE EVACUATION PROCEDURE IN HADLING THE
OCCURANCE OF TSUNAMI CALAMITY, ARE NOT
AVAILABLE; AND

 IMPROPER OF MEANS AND INFRASTRUCTURE FOR


DISSEMINATING EARLY-WARNING INFORMATION,
IN COPING WITH THE EXISTING PROBLEMS, AND BY TAKING
CURRENT POTENTIAL OPPORTUNITIES THE COUNTRY HAS
INTO ACCOUNT, EFFORTS TO BE POSSIBLY EXECUTED ARE :

• TO BUILD MORE SOLID, COMPACT AND


INTEGRATED COMMUNICATIONS NETWORKS.
• TO IMPROVE CAPACITY OF INFORMATION AND
COMMUNICATIONS INFRASTRUCTURE.
• TO ESTABLISH HOT-LINE COMMUNICATIONS
BETWEEN BROADCASTING INSTITUTIONS AND
TELECOMMUNICATIONS OPERATORS AND
DISASTER INFORMATION CENTRES
• TO SYNERGIZE ALL BROADCASTING
ORGANIZATIONS TO PREPARE INFORMATION
INSERTS SUCH BRAEKING NEWS, TELEXS, ETC,
WHEN A DISASTER WILL HAPPEN AND IS
HAPPENING.
• TO PROVIDE EDUCATION TO THE PEOPLE IN THE
CONTEXT OF ANTICIPATING DISASTER THROUGH
VARIOUS TRAINING PROGRAMS.
THE CALAMITY MANAGEMENT IN
INDONESIA

• THE CALAMITY MANAGEMENT IS COORDINATED BY


THE COORDINATING AGENCY FOR NATIONAL DISASTER
MANAGEMENT ( BAKORNAS PB ).
• IN CASE OF TSUNAMI DISASTER THAT REQUIRES
EXTRAORDINARY SPEEDY ACTIONS, ITS MANAGERIAL
PROCEDURE AND MECHANISM DO HAVE SPECIAL
DIFFERENT CHARACTERISTICS.
• IT SHOULD APPLY AN EFFICIENT MECHANISM AND
PROSEDURE OF INFORMATION FLOW, WITHOUT
NEGLECTING THE ACCURACY, AND IN TIME AND
SPEEDY DISTRIBUTION OF THE INFORMATION.
NATIONAL EARLY-WARNING
INFORMATION SYSTEM :
( TWO PLANNED EARLY-WARNING INFORMATION
SYSTEM )
• AT NATIONAL LEVEL SYSTEM, INFORMATION MOVES FROM
DISASTER INFORMATION CENTRE OR BMG DIRECTLY TO
VARIOUS BROADCASTING STATIOS ( TELEVISIONS AND RADIO ),
CELLULAR OPERATORS, THE POLICE OFFICE, THE OFFICE OF
LOCAL ADMINISTRATIONS, AND OTHER UNITS WHICH ARE ABLE
TO BE SYNERGIZED ( ORARI – RAPI )

• AT LOCAL LEVEL SYSTEM, INFORMATION MOVES FROM


DISASTER INFORMATION CENTRE OR LOCAL BMG TO LOCAL
BROADCASTING STATIONS, TO COMMUNITY’S CENTRES, LOCAL
OFFICES OF THE POLICE, AND OTHER UNITS THAT CAN BE
SYNERGIZED ( ORARI – RAPI – INFOKOM )

THE DISEMINATION PATTERN BEGINS WHEN A PROCESS OF HIGH


TECHNOLOGY DATA HAD BEEN TRANSFERRED (“THE LAST MILE” ) TO
BE AN OFFICIAL INFORMATION. FROM THIS MOMENT THE
INFORMATION THEN DISEMINATED THROUGH TV AND RADIO STATIONS,
CELLULAR OPERATORS, THE POLICE, OFFICE OF LOCAL
ADMINISTRATIONS, SIRENS, BELLS, LOUDSPEAKERS, DISPLAYS,
GOVERNMENT REGULATION

SECTION 17 PP 50 / 2005 – RELATING TO THE PRIVATE


BROADCASTING
• LPS IS OBLIGED TO DISEMINATE THE EARLY
WARNING INFORMATION of WHICH
POSSIBILITY TO THE HAPPENING OF
DISASTER WHICH MENACE THE SOUL SAFETY
AND DAMAGE OF GOOD AND CHATTEL
OWNED BY THE CITIZEN
• IN THE CASE OF DISASTER, LPS IS OBLIGED
TO DISSEMINATE INFORMATION RELATED TO
DISASTER HANDLING IN PHASE OF
EMERGENCY
PERRATURAN YG ADA
• PASAL 17 PP 50/2005 TTG. PENYELENGGARAAN
PENYIARAN LEMBAGA PENYIARAN SWASTA :
– LPS WAJIB MENYEBARLUASKAN INFORMASI PERINGATAN DINI
TTG KEMUNGKINAN TERJADINYA BENCANA YG DPT MENGANCAM
KESELAMATAN JIWA DAN MENGAKIBATKAN KERUSAKAN HARTA
BENDA MILIK WARGA – AYAT ( 10 )
– DALAM HAL TERJADI BENCANA, LPS WAJIB MENYEBARLUASKAN
INFORMASI BERKAITAN DGN. PENANGANAN BENCANA PADA
FASE TANGGAP DARURAT – AYAT ( 11 ).

PERINGATAN DINI TSUNAMI ATAU BENCANA LAINNYA MELALUI
LEMBAGA PENYIARAN DI SELURUH INDONESIA, MENAGATUR HAL-
HAL SBB :
JASA PENYIARAN RADIO DAN TELEVISI YG DISELENGGARAKAN
OLEH LPP, LPS, LPK DAN LPB DI SELURUH INDONESIA WAJIB
MENYIARKAN INFORMASI POTENSI TERJADINYA BENCANA SBG.
STOP PRESS.
PERTEMUAN KOORDINASI DAN KONSULIDASI
DALAM RANGKA PENYUSUNAN BUKU PANDUAN ( SOP ) DISEMINASI
INFORMASI PERINGATAN DINI BENCANA

THE EXPECTED
CONDITIONS
Viewing that Indonesia is vulnerable to any disaster, and with the existing early-
warning information system it has nowdays, it is expected that the DONOR
COUNTRIES or international fund institutions can provide both technical and
financial assistance, for :
• IMPROVEMENT OF COMMUNICATIONS NETWORKS, AND EARLY-
WARNING INFORMATION DISSEMINATION INSTRUMENTS’ CAPACITY AT
EARTHQUAKE INFORMATION CENTRE IN WHICH THE INFORMATION
CAN BE RECEIVED PROPERLY BY TV AND RADIO STATIONS, MOBILE
TELEPHONE OPERATORS, INTERNET OPERATORS, MOBILE UNIT,
SIRENS, AND OTHER CONVENSIONAL MEANS DOERS.

• IMPROVEMENT OF CAPACITY OF ERALY-WARNING INFORMATION


DISSEMINATION MEANS AND INFRASTRUCTURE, PARTICULARLY FOR
DIASATER-PRONE AREAS (I.E EARLY-WARNING INFORMATION MOBILE
UNITS, EARLY – WARNING RADIO RESEIVERS, SIRENS, AND ATHER
EQUIPMENTS RELATED TO RECEIVING OF EW INFORMATION

• PROMOTION OF HUMAN RESOURCES’ CAPABILITY IN MANAGING EARLY


WARNING INFORMATION DISSEMINATION, OF EITHER HUMAN
RESOURCES AT CENTRAL LEVEL OR PERSONNEL WHO WILL BE
HANDLING THE DISSEMINATION OF INFORMATION AT FRONT LINE.
