Mayors Message
It is my pleasure, on behalf of Uxbridge Township Council and Staff, to present our Spring/Summer 2014 Community Guide. As spring approaches, it brings with it many exciting opportunities to experience all sorts of wonderful recreational activities. Visit our trails and experience the wonder of nature coming alive after a winter sleep. We are very excited about the wide variety of programs that we are presenting to the public. We encourage you to get out and enjoy the activities in the community. It is a wonderful way to become involved in everything that Uxbridge has to offer, as well as meet new people. I would like to thank the many volunteers who, through their tireless efforts and dedication to our community, are a major reason Uxbridge has such a broad array of well-run and progressive programs.

Countryside Preserve
Visit this 140-acre preserve of rolling hills, woods, streams, ponds and meadowlands, where the countryside meets the town at Conc. 6 and Hwy 47. With art pedestals, interpretive ecology displays, and over 6 km of trails, there is something for everyone at the Countryside Preserve.
Trail Etiquette
Please clean up after your pet and keep on leash at all times. Carry out all litter with you. Respect the natural environment and private property by staying on the trail. Please, no motorized vehicles.

Ages: 6-9 years Location: Uxbridge Public School Day: Tuesdays Duration: April 8th- May 27th Time: 7:00 pm - 8:00 pm Price: $25 Children participate in a non-competitive, inclusive environment where they operate at their own level and develop skills at their own pace. Basketball fundamentals, including passing, shooting, and catching, are explored while working in a team-based, fair play environment. Dynamic Dance

What a great way to get into shape while learning very important life skills! With the direction of a professional instructor, participants will learn a variety of grabs, holds, and releases with some fitness training to stay strong and in shape! Teen B-Ball
Ages: Grade 7 & 8s Location: Joseph Gould Public School Day: Wednesdays Time: 7:00 pm - 8:00 pm Duration: April 9th-May 28th Price: $25.00/session or $5.00 drop-in per evening We wanted to create an evening just for Uxbridges Grade 7 and 8s! Come and spend an hour participating in basketball scrimmages and basketball-related gym games while getting fit! Players will focus on bettering their basketball game with passing, coordination, and shooting drills for the first 15 minutes, and scrimmaging for the remainder! Want to bring a friend for an evening? $5 drop in per night. Bring: workout wear, clean indoor running shoes, water bottle.

Babysitting Course
Basic first aid and caregiving skills for youth 1115 years old. Participants learn how to provide care to younger children in a variety of age groups, and how to prevent and respond to emergencies. Course also offers youth the training to promote themselves as a babysitter to prospective parents. Completion Requirements: 100% attendance, skills demonstration, and 75% min. passing grade on written exam Prerequisite: Min. 11 years of age Course Content, Caring for babies, Caring for toddlers, Caring for preschoolers, Caring for school-aged children, Creating safe environments, How to handle emergencies and first aid. Heritage Uxbridge
Heritage Uxbridge is a committee commissioned by the Council of the Township of Uxbridge to act as an advocate for the preservation and conservation of heritage properties in the Township. The committee is made up of dedicated volunteers who carry out a number of on-going responsibilities throughout the year, working with the community and the Township members, assisting with and advising in matters related to heritage and cultural aspects. In past years, the committee has developed and organized guided tours, and published articles and maps that help promote Uxbridges cultural heritage. The committee also produced a Heritage District Sign By-law to help promote a heritage look in the downtown district, and continues to recognize individual homes of heritage or cultural value through the Pride Plaque Program. An award called the Heritage Appreciation Award was established by the committee to recognize those individuals for taking the initiative and action to preserve our past. Three recipients - Strawberry Threads, Rutledge Jewellers and the Tin Mill - have received this award. In 2013, the committee acknowledged and recognized Blackburn Farms, a 6th generation farm in our Township. This year we will continue to award local area Heritage Farms. The Heritage Sign By-law Guidelines are used as a reference to determine award recipients, and the boundaries include the entire Township. Information about how to receive this award, along with
ideas on improving building facades, windows and general landscapes in keeping with a heritage appearance, can be found in the Heritage Uxbridge Sign Guidelines at the Townships office. In 2012, the community of Leaskdale and the Lucy Maud Montgomery Society proudly saw its original Presbyterian church, known mainly for its connection to Lucy Maud, receive a Provincial Heritage designation. Please book groups well in advance with a supervisor to ensure there is adequate staff. Entrance to public swim is on a first come first serve basis; please arrive early to ensure your group gets in together. Admittance policy must be adhered to.

STREET SHOES
Persons wearing street shoes will not be permitted to enter change rooms or the pool deck. It is recommended that you bring a change of shoes to enter the pool area.
PERSONAL BELONGINGS
Patrons using the facilities should not leave ANY valuables in the change rooms. You may bring your own lock for your locker for the duration of your swim.
STROLLERS
Strollers are not permitted in the change rooms or on deck. If you require one, please ask at the office and one will be provided for you (limited number of strollers available).
FAMILY RATE
A family rate is defined as IMMEDIATE FAMILY MEMBERS (mother, father, children, step parents/children) living in the same household.
SENIOR RATE
The senior rate is for people who are 60 years of age or older. Proof of age may be required.

REFUNDS OR TRANSFERS
a. A full refund is available if the program you choose is cancelled. Request for refund will not be accepted after the first lesson unless accompanied by a medical certificate. We regret participants receive no refund if the cancellation affects minimum class numbers or the request is past the fourth lesson. b. Refund/credit requests must be submitted in writing. The effective date will be the date the Parks, Recreation and Culture department receives written notification. Verbal notification will not be accepted. Non-attendance does not constitute notice of withdrawal. An administrative fee of $15 will be deducted regardless of refund or credit issued. All refunds/credits will be prorated whether classes are attended or not. Seven days notice is required. Any classes missed may not be made up at another class time or session. Please allow four weeks for the processing of refunds. Refunds will only be issued to the original registrant. c. Requests for changes and transfers will be accepted prior to the start of the program and are conditional on class and space availability in the program. A $15 administration fee may be applied to transfers and seven days notice is required. Discount will be lost if transferring is done after the discount date. Notice can be forwarded to pool@town.uxbridge.on.ca or camps@town.uxbridge.on.ca
PROGRAM CANCELLATION/REVISIONS
Sometimes excellent programs, with super instructors are cancelled when too many people wait until the last minute to register. Our programs are based upon a cost recovery basis and we need a minimum number of participants registered before a camp/class can go on. A full credit will be provided if the Recreation Department is responsible for program cancellations or changes. The Town of Uxbridge reserves the right to cancel or revise any program in accordance with participant requirements.
RETURNED CHEQUES
We know that mistakes sometimes happen, but it is necessary to administer a $35.00 charge for returned NSF cheques. The Town of Uxbridge reserves the right to cancel the registration or to revoke privileges until full payment is received.
AGE OF PARTICIPANTS
Most of our programs/swimming lessons are designed for a specific age group. All participants must be the required age as outlined in the guide as of the completion date of the program/lesson. Camp programs are based on age of participant in the current calendar year.
MEMBERSHIP EXTENSIONS
Extensions will only be given for illness and extended absence effective September 1, 2013. The member must be ill for a minimum of 2 weeks. A doctors note may be required at the discretion of the Aquatic Coordinator. An extended absence is a minimum of 3 weeks regardless of type of membership. One extended absence extension is permitted per membership.

PHOTOGRAPHY/VIDEOTAPING/PHOTO CELLPHONES
Due to the new privacy laws, the use of cameras and video recorders must be arranged with the office supervisor prior to the event. ALL CELL PHONES MUST BE TURNED OFF AND NOT USED IN THE CHANGE ROOMS. Unless parent/guardians indicate otherwise, The Parks & Recreation department will assume permission is given for any pictures taken during any Department program to be used to promote Recreation programs.
CODE OF BEHAVIOUR
The Town of Uxbridge endeavors to provide the highest level of safety and enjoyment to all participants and staff members for the duration of its leisure programs/aquatic lessons. These guidelines have been developed to ensure that all involved are aware of acceptable behavior. Coarse language, bullying, vandalism, physical and aggressive behavior will be recorded, reported and may result in the removal from the leisure program/aquatic lesson or facility.
WEATHER CONDITIONS
Participants are encouraged to dress appropriately and be prepared for diverse weather conditions during the course of the selected program. Severe weather conditions are taken into consideration when planning programs. Programs will be altered if the need arises. Indoor facilities are usually available for all programs unless otherwise specified.
STAFF TRAINING
All Department staff receives training in the Town of Uxbridges Policies, Procedures and relevant legislation prior to beginning work.

This is a course designed to further develop instructional and leadership concepts. Candidates experience, analyze and apply the Red Cross program curriculum. Questions and Information about Building Permits: What is a Building Permit? A building permit is formal approval to construct, add to, or remove a building on your property. When do I need a Building Permit? Typical projects that require a Building Permit are: Construction of any new building over 10 square metres (108 square feet) in area, including a new home, detached garage, playhouse or shed; Addition of a carport, garage, porch or room(s) to an existing home; Construction or finishing of rooms in the basement or attic; Any structural work, including alterations to interior partitions; installation of new skylights, windows or doors requiring enlargement of the existing opening; Decks. Raising a house to provide a full basement. Excavating a crawl space to provide a full basement. Fireplaces and other heating appliances including the replacement of furnaces and ductwork; Basement walkouts; Plumbing and/or drains; Permanent ground or fascia signage. Adding an accessory apartment to a single family dwelling under the Ontario Building Code; Upgrading an accessory apartment under the Ontario Fire Code; Demolishing a building; Building a sunroom on your house; Construction of Farm Buildings/Riding Arenas; A solar collector that is mounted on a building and has a face area greater than 5 metres2; A structure that supports a wind turbine generator having a rated output of more than 3 KW What other permits might I need to obtain? Property Tax Information The property taxes you pay each year to the Township of Uxbridge support the many services provided by the Township and also contribute to the delivery of Regional and Educational Services. As a result, the Township collects taxes not only for its services, but also on behalf of the Region of Durham and the local school boards. Tax Billings and Installment Due Dates The Township issues two tax bills per year. The Interim bill is mailed in January with installments due in February and April. The Interim bill is based on approximately 50% of the previous years tax bill and is shown as a reduction on the final tax bill. The Final tax bill is mailed in May, with the installments due in June and September. In order to satisfy the taxes for your property for the entire year the full amounts of both the Interim bill and the Final bill must be paid. Continued on page 45

The Township of Uxbridge offers two PAP plans: Pre-Authorized Monthly Payment Plan 11 payments are withdrawn on the first business day of the months January through to November (no withdrawal in December); OR Pre-Authorized Installment Payment Plan 4 payments are withdrawn on the prescribed due dates noted on each tax bill. PAP application forms are available at the Municipal Office and our website www.town.uxbridge.on.ca under Departments, Treasury. Uxbridge, Ontario. We accept cash, Interac, cheque, or money order. We do not accept credit cards for payments of property taxes. Utilize our Deposit Box: An after hours drop-off box is provided for your convenience at the Municipal Office located in the front parking lot at 51 Toronto St. S. Cheques only can be dropped in this box. Please do not drop off any cash payments. This box may also be used for Durham Region Water payments.

Pay Electronically: Most financial institutions offer telephone or internet banking mechanisms which facilitate easy and reliable bill payments, including your property taxes. Check with your financial institution for more details. You will require your property assessment roll number noted on your tax bill to set up the facility the first time you use it. Pay by Mail: To facilitate payment and avoid penalties for late payment, the Township will accept cheques post-dated to the installment dates. Cheques must be received in our office before the due date, in order to avoid penalty charges. Township of Uxbridge Clerks Department The Clerks Department is responsible for administering all legislative requirements under the Ontario Municipal Act, and other statutes that impact municipalities. The Department prepares Council and Committee agendas and minutes, acts as secretariat to Council and its Committees, and organizes and manages the municipal records. It administers the Freedom of Information and Protection of Privacy Acts and ensures that all eligible records are available for public viewing. The department is also responsible for issuing various licences including marriage licences, business licences, taxi licences, and various forms of lottery licences. All vital statistics, such as the birth and death registries, are maintained by the Clerks Department. The Clerks Department also oversees and administers a Municipal Election every four years. The Clerk can also perform Civil Marriages. Continued on next page

Extra Blue Boxes may be purchased at the Township Office. Materials accepted in your Blue Box include: Papers: newspapers, junk mail & envelopes, catalogues, magazines, paperback books, office paper and computer paper. Containers: All plastic bottles with a twist off top, plastic tubs and lids, metal food and beverage containers, glass bottles, jars, paper milk and juice cartons, empty aerosol and empty paint cans with lids removed. Cardboard and boxboard: Bundle and flatten your cardboard boxes (including pizza boxes) and boxboard (cereal, Kleenex, cracker boxes ect.) separately in bundles no larger than the size of the Blue Box. Kitchen Food Waste Composting: Weekly green bin collection Place kitchen food wastes inside kitchen container. Use compostable bags or paper bags as liners for the kitchen container. Never use regular plastic bags, such as grocery bags, to line your indoor container. Once full, remove compostable bag liner, tie closed, and place it into the Curbside Green Bin. Inside kitchen containers and curbside greenbins can be purchased at the Township office. If you can, place organics directly into containers without a liner bag. Be sure to latch and lock the Curbside Green Bin with the metal Bar. Place the Curbside Green Bin at the Curb for collection weekly on your garbage day. Yard Waste Composting: Seasonal see scheduled collection days in Uxbridge Use Kraft paper bags or rigid open-top containers. No plastic bags. Christmas Tree collection. Check schedule for collection dates. Garbage Disposal: Bi-weekly garbage collection. Three bag limit per week. Four bag limit, biweekly. Residents placing more than four bags at curb must use garbage tags. Garbage bag tags may be purchased at the Township Office. Bulky Items & White Goods: Residents will be provided with a call-in service for items such as fridges, stoves, dishwashers, furniture, desks, tables, and chairs. What is Road Watch? A new community initiative designed to improve road safety by creating greater awareness and giving residents an opportunity to participate in identifying and reporting dangerous and aggressive driving in the Township of Uxbridge. Why have Road Watch? To help reduce Motor Vehicle Collisions and potential injuries and fatalities in the Township of Uxbridge. What is Aggressive Driving? Aggressive driving is defined as excessive speeding, tail- gating, failure to stop and any other unsafe driving that puts others at high risk for collision or injury. How does Road Watch work? Citizen Report Forms may be used any time you observe an act of aggressive driving. Record as much information as you can about the particular aggressive driving incident that you witnessed. This information will help the police in monitoring high risk areas in our community. To complete the report, include the license number, the make and colour of the vehicle, the location (as exact as possible) and the nature of the incident. When you send in the report, it is important that you sign it. This helps safeguard the system against abuse. Be assured that your personal information is for statistical use only and is held in the strictest of confidence. Drivers reported will receive a letter from the police, describing the unsafe or aggressive driving incident that was witnessed. If a driver is reported more than once, the police will make personal contact with that individual regarding the reported problems in person or by telephone. Subsequent offenses may result in enforcement action by the police depending on the severity of the incident. Remember, this is your opportunity to make our roads safer the same roads you use everyday.
