State decides to adopt
Right to Education Act

Three years after the land-
mark Right of Children to
Free and Compulsory Edu-
cation (RTE) Act was rolled
out in India, the state of J&K
has decided to extend the
Central law to its territory.
The modalities for the
extension have been
worked out at the level of
the state and the adoption
will happen in the Assem-
bly in the next Budget Ses-
sion. The Minister for
Higher Education for J&K
has informed the HRD
Ministry about the decision
and demanded 90:10 cost-
sharing pattern between the
Centre and the state insofar
as funding under the law is
concerned.
The RTE Act being a
Central law does not apply
to J&K, which enjoys spe-
cial status under Article
370 of the Constitution. Its
the constraint of funding
which has compelled us to
extend the Central law to
the state. The state govern-
ment has made up its mind
and we hope to get the RTE
Act, 2009, passed by the
J&K Assembly in the next
Budget Session. The adop-
tion would help us get
funds and make us account-
able in respect of meeting
school infrastructure-relat-
ed deadlines prescribed in
the Act, J&K Higher Edu-
cation Minister Moham-
mad Akbar Lone told The
Tribune today.
The state has requested the
HRD Ministry to treat it on
a par with northeastern
states while finalising the
funding pattern, which for
the rest of the country is
65:35 (Centre-state share).
For the North-east this pat-
tern is 90:10.
An analysis of the
progress made under the
RTE Act (whose infrastruc-
ture-related deadline
expired on March 31 this
year) reveals that J&K has a
long way to go. Only 21.39
per cent of the schools in the
state (4,789 out of 22,746)
have common toilets and
23.12 per cent (5,175 gov-
ernment schools) have sep-
arate girls toilets. This is
much less than the national
average of 65 per cent
schools with girls toilets.
Even on the other two
infrastructure indicators
drinking water availability
and ramps for the conven-
ience of children with spe-
cial needs J&K fares
poorly. Nationally, 94.26 per
cent of all government
schools have drinking water
facility in place. The per-
centage for J&K however is
just 79.68 (18,123 schools
out of the total 22,746 gov-
ernment schools).
So far as the ramps go, the
state is among the worst
with only 13 per cent of the
schools equipped with
ramps at a time when the
national average of schools
with ramps is 61.63 per cent.
When asked why the state
was lagging behind, Lone
said financial crunch was
hampering improvement
efforts and the adoption of
the Central law would help
the state address critical
gaps in the elementary level
school infrastructure.
The RTE Act (which
promises free and compul-
sory education to children
aged 6 to 14 years) had
prescribed the completion
of school infrastructure-
related targets across India
by March this year. These
targets are yet to be met
and all states have been
given extension.
Likely to pass the Act in the next Budget Session
The RTE Act being a Central law does not apply

RAVITYis sci-fi with
a difference. Its all
about being in outer
space where the earths pull is
nil and bodies keep floating
endlessly in space. Not only
humans but also objects like
tools, spanners etc.
That this phenomenon is
graphically captured is cred-
itable but that feeling of awe,
if one really feels it, does not
last long. After all, the story is
the thing, and the father-son
team of Alfonso and Jonas
Cuaron has a wafer-thin story
centred on biomedical engi-
neer Dr Ryan Stone (Sandra
Bullock) and astronaut Matt
Kowalski (George Clooney)
stranded in space after their
space shuttle Explorer is hit
by debris from a recently
crashed satellite.
I know Im devastatingly
handsome, but dont stare
at me, tries Kowalski brave-
ly. But with only two char-
acters to evince interest is a
clear no-no.
The sounds and FX are per-
fect, but however lucid they
too tend to get repetitive,
even monotonous. So does
the heavy breathing by Dr
Stone and this leaves the
viewer neither here nor there.
Sandra Bullock out of her
space shuttle in vest and
shorts is easier on the eye but
not by much.
After a long-stretched out
middle there is a climax of
sorts. For plus points, Sandra
Bullock (who seems to be
shedding her girl-next-door
persona, earlier she was a cop
in Heat) is expressive as one
mostly sees her face behind
the space suit and the hand-
some but ageing Clooney is
totally wasted.
Only for those looking to be
spaced out.

HANKFULLY there is
nothing distasteful about
this one. The film starts out
as a Chupke Chupke wannabe but
just cannot sustain conviction to
make the attempt stick.
Nevertheless, Shuja Alis deft han-
dling of his cast and his ability to
keep the narration amiable and suf-
ficiently interesting makes this out-
ing harmless and forgivable.
The film begins with the Chupke
Chupke premise where a love sick
Kabir (Ali Fazal) who is in love with
Rachna (Anisa Butt) decides to con
her uncle Professor Laxmi Nivas
(Gulshan Grover) into taking him on
as a devoted shishya just so that
he (the former) can get him(the
uncle) to agree to the marriage. Of
course the Professors wife (Amrita
Raichand) is more than willing to
take advantage of the Guru-Shishya
parampara to utilize the more than
willing shishyas talents as a house-
keeper cum cook. Thats particular-
ly not something that would sit well
in a reality check.
Though the script doesnt have
much to laugh about, the antics of the
individual characters do appear
smile worthy. Unfortunately its not
all stitched together well enough to
make it sweet.
The songs are peppy though and
the performances quite remarkable
considering that there was precious
little to work on-for the actors. Ali
Fazal and Gulshan Grover pull off
double roles with distinctive flair,
Amrita Raichand appears to be
enjoying herself immensely, Anisa
Butt is just about bearable and
Razzak Khan impresses as the gay
leaning Don. The non-existent
humour, though, dampens the spir-
its quite a bit here!

HEN H G Wells penned
Time Machine towards
the end of the 19th
Century little did he know that
cinema would be flogging his idea
like a long-dead horse with fare
ranging from the good to the ordi-
nary with Robert Zemeckis Back
to the Future and its two sequels
among its first efforts. The latest is
Richard Curtis About Time which
may not be in the same league as
Four Weddings & a Funeral but is
a fairly good romp, nonetheless.
Tim Lake (Domhnall Gleeson) is a
guy who comes from a family accus-
tomed to traveling in time. It all began
with his dad (Bill Nighy). And Tim has
good reason to do so when he misses
the bus as far as cute Mary (Rachel
McAdams) is concerned. Tim is too
shy to kiss Mary on his first date.
So, he goes back in time to correct
the mistake and though it makes a
change in his circumstances it brings
to light some other not-so-pleasant
experiences. Is it a remedy worse
than the disease?
But Tim goes about his task man-
fully. May be 123 minutes is a tad too
long. There are no outstanding per-
formances either. Domhnall Gleeson
is just about average and Mary
McAdams is easy on the eye. Cameo
player Bill Nighy is again effective
and so is Tom Hallander.
All in all. About Time is surely
worth taking a look at.

50 die as boat with
migrants sinks off
Italys coast
VALLETTA, OCTOBER 11
Around 50 migrants, includ-
ing a dozen children, died
today when their boat sank
between Malta and Sicily, a
media report said today.
Italian news agency Ansa
said 150 of the boats passen-
gers were rescued by a Mal-
tese ship and another 50
were saved by the Italian
navy, a week after a similar
incident off the Italian island
of Lampedusa killed more
than 300 refugees.
The operation is in
progress. The navigational
conditions are difficult, with
strong wind, a Maltese navy
spokesman told AFP, saying
rescue boats and helicopters
had been sent to the site
around 110 km south of
Malta and 100 km south of
Lampedusa. Initial reports
suggested the boat sank
between Malta and Sicily.
The migrants alerted the
authorities using a satellite
phone when the boat got into
difficulty in Maltese waters
close to the Italian island of
Lampedusa. The boat capsized
after those aboard attempted to
catch the attention of a military
aircraft surveying it by collect-
ing at one end of the vessel, the
Maltese navy said.
Malta dispatched rescue
ships and helicopters to help
those aboard the stricken
boat, and diverted commer-
cial vessels from the area,
while Italy sent helicopters
and two naval vessels.
This morning, Italian divers
found another body from the
refugee shipwreck last week
off the coast of the island of
Lampedusa, further raising
the death toll in the tragedy
that has cost more than 300
lives. Only 155 survivors
were rescued out of an esti-
mated 500 people, most of
them Eritreans and Somalis,
on the boat which departed
from Libya. AFP

Slowdown hits sales of PCs;
shipments decline 8.6%

Economic slowdown around
the world has had its effect
on the PC market as well
with the worldwide ship-
ments totaling 80.3 million
units in the third quarter of
2013, an 8.6% decline from
the same period last year.
According to preliminary
results given out by
research firm by Gartner,
this marks the sixth con-
secutive quarter of declin-
ing worldwide shipments.
"The Q3 is often referred to
as the 'back-to-school' quarter
for PC sales in North Ameri-
ca and Europe, and sales this
quarter dropped to their low-
est volume since 2008," said
Mikako Kitagawa, principal
analyst at Gartner.
"Consumers' shift fromPCs
to tablets for daily content
consumption continued to
decrease the installed base of
PCs both in mature and
emerging markets. A greater
availability of inexpensive
Androidtablets attractedfirst-
time consumers in emerging
markets, andas supplementary
devices in mature markets."
Gartner said, in Asia and
Pacific region, PC shipments
wereat 28.1millionunits inthe
thirdquarter of 2013, an11.2%
decline from the third quarter
of 2012. The region was ham-
pered by the currency volatil-
ities, especially in India and
Indonesia, where currencies
plunged to record lows.
HP and Lenovo have been
virtually neck and neck for
the top global position in the
PC market. Lenovo took the
lead, as it did last quarter,
but the upcoming holiday
sales season will be a key
battlefield for both compa-
nies. Lenovo accounted for
17.6% of global PC ship-
ments in the third quarter,
and HP had 17.1% of ship-
ments, according to prelim-
inary results.
RBI eases foreign borrowing
guidelines for banks
MUMBAI, OCTOBER 11
The RBI has further relaxed
foreign borrowing norms for
banks under the recently
opened swap window by
allowing them to raise funds
through their head offices and
correspondents besides over-
seas branches. Until now, the
window was limited to over-
seas branches of banks only.
Authorised dealer catego-
ry-I banks may borrowfunds
in foreign currency from
their head office, overseas
branches and correspondents
or any other entity as permit-
ted by the RBI and avail of
the this windowto raise up to
100 per cent of their unim-
paired tier I capital or $10
million whichever is higher,
the RBI said in a notification,
amending the regulations
issued on September 26.
The central bank said the
move is aimed at providing
greater flexibility to banks in
accessing overseas funds.
So far, according to dealers,
the banks have raised more
than $1 billion through this
window, including $255 mil-
lion raised by Yes Bank.
The RBI has also allowed
banks to attract money from
NRIs through a special swap
window under which the
RBI would compensate them
up to 3.5 per cent of their cost

Telecom Ministry issues LoI for
new licence to Reliance Jio

moved a step closer to
achieving his dream project
of owning a full-fledged tele-
comcompany with the Tele-
com Ministry approving a
new licence for the coun-
trys only pan-India 4Gspec-
trum holder Reliance Jio
Infocomm Limited.
With the Ministry of Tele-
com issuing a Letter of
Intent (LoI) to Reliance Jio
Infocomm for a unified
licence, the company has
been asked to deposit Rs
1,673 crore as entry fee.
Under the NTP 2012, the
unified licence (UL) will
allow Reliance Jio, which
has been an Internet service
provider, to offer voice
services as well.
Reliance Jio had earlier
applied for a licence to pro-
vide voice services over
Internet protocol.
The company will also
have to deposit a perform-
ance bank guarantee of Rs
220 crore and financial bank
guarantee of Rs 44 crore for
procuring the licence.
RIL, through its acquisi-
tion of Infotel Broadband in
2010, holds a pan-India
block of 20 MHz spectrum
in the 2.3 GHz band, popu-
larly known as the 4G band.
The company is currently
testing voice over LTE tech-
nology in this band.

on Friday reduced interest rates

to 0.6% in August after a bet-
ter growth of 2.7% in July.
The data for Index Indus-
trial Production (IIP)
released today points out that
industrial recovery remains
weak mirroring the senti-
ment in the economy.

cially in the festive season,

India Post rolls out international
money transfer service

India Post, Department of
Posts, has signed an agree-
ment with Wall Street
Exchange (a company of the
Emirates Post Group of the
UAE) for launching an Inter-
national Electronic Money
Transfer service through
Instant Cash product of the
Emirates Post Group.
The service was launched
here earlier this week by P.
Gopinath, Secretary, Depart-
ment of Posts, by receiving the
first payment from the UAE at
a function organised here.
The service will be rolled
out nationally in a phased
manner and will be made
available at approximately
17,500 post offices across
the country by next month.
The service will be provid-
ed through the International
Financial System (IFS) of
Universal Postal Union.
This tie-up offers the Indian
diaspora worldwide - espe-
cially in the Gulf region - a
safe, secure and reliable
money transfer service for
their families back home. The
service has its own signifi-
cance going by the fact that
globally, India is the largest
recipient of remittances with
over $70 billion annually, half
of which come from the Gulf.
Instant Cash is a wholly
owned subsidiary of the Emi-
rates Post Group, and its serv-
ices are available in 59 coun-
tries through more than 60,000
locations. They provide instant
money transfer service so that
the money is available to the
customers within minutes of
completing the transaction.
As per the salient features of
the service, the recipients will
be able to receive their pay-
ment at any of the identified
17,500 post offices by pro-
ducing the unique transaction
number along with their iden-
tity and KYC documents and
the money will be available
for payment immediately.
India Post is the largest
postal network in the world
and has completed 158 years
of existence. It boasts of a
network of 1.55 lakh post
offices in the country, of
which more than 1.39 lakh
are in the rural area.
Besides mail, it also pro-
vides various financial serv-
ices like small savings instru-
ments under Post Office Sav-
ings Bank and Money
Remittance, both domestic
and international.

Infosys Q2 profit up marginally

Infosys today reported
lower-than-expected 1.6%
rise in September quarter net
profit, but raised the low-
end of its sales forecast for
the full fiscal.
Consolidated net profit
rose 1.6% to Rs 2,407 crore
in July-September this fis-
cal from Rs 2,396 crore a
year ago on a charge relat-
ed to visa use in the US,
Infosys said.
The company has declared
a whopping 400% interim
dividend to its investors.
The company raised the
lower-end of its revenue
forecast for the 2013-14 fis-
cal to 9-10% from previous-
ly projected 6-10%. It also
revised its rupee revenue
guidance upwards to 21-
22% from 13-17% earlier
for the same period.
Shares of Infosys jumped
7.54% to Rs 3,360, its 52-
week high on the BSE.
Infosys CEO SD Shibulal
said: The growth in second
quarter was broad-based and
the net client additions (37)
was among the highest in the
company's history, which
included five of the Fortune
500 companies."
In dollar terms, however,
the NYSE-listed firm's prof-
its fell 11.1% to $383 million
in September quarter of this
fiscal from $431 million in
the year-ago period. Its rev-
enues rose by 15% to $2.07
billion from $1.80 billion
during the review period.

Its a coincidence that was
much-needed on a momen-
tous Thursday the day
Sachin Tendulkar announced
his impending retirement.
Even though it didnt come
exactly like a bolt from the
blue everyone knew it was
somewhere around the corner
it actually hit like one,
maybe even harder. Just to
soften up this numbing blow,
the cricket fans needed some
cushion, something cheerful
to lift the gloom.
The much-needed balm
flowed from the willow of
Yuvraj Singh. Besides, the
astonishing knock also script-
ed a personal triumph for
him, signaling that hes well
and truly back from the
wilderness his illness had
threatened to push him into.
So, in a way, India found
Yuvraj back the day it lost
Sachin Tendulkar. The once
crown prince of the Indian
cricket announced his second
coming the day the king
decided to abdicate the throne
that has been his for the last
24 years. Could we have
asked for a better coinci-
dence? And the man himself
seemed aware of the irony
while talking about his knock
and Tendulkar. Well I don't
know if I am happy or sad.
Happy about how I hit the
ball and sad because Sachin is
retiring. But really happy
how Ive played since India A
and WI Aseries," he said.
To be fair, its not that we
have found another
Tendulkar, or his replace-
ment. It was after all just one
T20 game where reputations
are made and ruined with
every game, where its tough,
if not impossible, to mea-
sures ones real worth.
Yet, even after making nec-
essary allowances for the
easy-to-ride T20 beast,
Yuvrajs knock and his form,
dedication and hard work
leading up to it, promises
much more than dime-a-
dozen such T20 knocks do.
For starters, he looked like
Yuvraj of old, the man who
won India the World Cup.
The strokes he played had all
class and elegance written
over it, there was nothing
cheeky about it. Such was the
elegance that the man about
to retire would have been
proud to play them. One
could, therefore, stick is neck
out and say hes here to stay
for a while now.
That he managed to get the
anxiety and pressure of mak-
ing a successful comeback
out of the way before the start
of the ODI series makes it
even better. Free from the
pressure of proving a point or
earning his place in the side,
the relaxed left-hander could
be even more potent in the
ODI series, starting from
October 13 in Pune.
Besides bringing his explo-
sive batting, wily bowling
and fielding to the table, his
return also gives India one of
its deadliest combinations in
the middle Yuvraj and MS
Dhoni. As seen in the last
game, no total could be out of
reach for India with these
two, arguably the best hitters
of the cricket ball, working in
tandem. And thats reason
good enough to smile, even
as Tendulkar prepares for his
final hurrah.

thing. It was an inspiration
in some level, Dravid said.
The next generation of
players will miss him, not
having SRT in the dressing
room. He has been an inspi-
ration for long to so many
young kids. It`s been a big
loss. He might not be pres-
ent there in the dressing
room but his legacy would
be there for a long time to
come. It would be carried
by next generation of play-
ers, he said.
Dravid, one of India`s
greatest batsmen himself,
said Tendulkar, as a team-
mate, was always approach-
able and remained ground-
ed despite being a superstar.
He is a superstar, no
doubt about it. The way he
presented himself shows
that Indian cricket could
achieve a lot, grow around
him. He helped Indian
cricket have a successful
period for the last decade
and a half or so, he added.
You knew that it was
going to happen sooner
rather than later. There were
indications that he would
finish it but he would finish
that with the West Indies
tour, I did not get that
inkling, said Dravid.
Dravid said Tendulkar
chose the perfect time to bid
adieu. It`s been a great
career, a great opportunity
for him and for the whole of
India...These two matches
to recognise what he has
done. I think it`s a great
time for him to go, in a
sense the 200th Test match.
It`s a great occasion for him
playing in his 200th Test,
probably in Mumbai and in
front of his home crowd.
It`s fantastic for him,

archers deplete team

In a major setback to the
Indian archery squad, two
Arunachal Pradesh women
archers were not allowed to
board a China Southern
Airlines flight in New Delhi
on Thursday night as they had
been issued visas stapled on
their passports by the
embassy of China.
The Indian squad was trav-
elling to Wuxi, China, to
compete in the World
Archery Youth
Championship, which begins
on October 13.
Compound archers Yumi
Sorang and Mihu Maselo,
who hail from Arunachal
Pradesh, were the only ones
among the 24 members of the
Indian team who were given
stapled visas issued on sepa-
rate papers. There had also
been an assurance that this
would cause no problems.
However, the archers were
prevented from boarding the
flight by the immigration offi-
cials, who said they would
not be allowed to enter China
without an affixed visa on
their passport.
Archery Association of
Indian (AAI) assistant sec-
retary Gunjan Abrol told
the Tribune that they were
shocked when the airline
authorities told them that
the immigration department
in China would not allow
the two archers to enter
their country. While the
other archers left for the
competition, the two girls
had no option but to stay
back, he said. We are
continuously in touch with
the Chinese embassy on
this matter but even after
almost a day, there is no
response from their end.
This spoils Indias
prospects in the event as
now the womens (cadet)
compound team would not
be able to participate in the
team event with just one
player, in case the two dont
reach there before official
practice on October 13.
Expressing discontent over
this, Indian senior compound
squad coach Jiwanjot Singh
Teja said singling out players
on the basis of their state is
totally unjustified. With just
one day left for the tourna-
ment to begin, this incident
had left India with no option
but to send the incomplete
squad, he added. The
Sports Ministry should inter-
vene and ensure that these
players get the visa in time for
the tournament.
AAI president Vijay Kumar
Malhotra has denounced
China for giving stapled visas
to the two archers, terming it
as an affront to Indias sov-
ereignty and integrity.
Sometimes they issue
proper visas to the Indians
from these states but when
they want to force an issue or
raise a dispute, they indulge
in stapled visa tactics. It may
be symbolic but it is very dan-
gerous because this way they
challenge the integrity of our
country, Abrol said.
