Soft Power is a descriptive, rather than a normative, concept.

Descriptive vs Normative

Descriptive theory Related to facts and provides explanation for observed phenomena.

Normative theory The explanation of reality in order to evaluate and even change it.

Soft Power: From descriptive to normative


Almost impossible to have tangible results.

Soft Power cannot be the main characteristic of a great power.

Avoidance of collision with the traditional normative theories of IR. Secures that Soft Power can be seen as universal form of power that can co-exist with hard power.

China and Soft Power


China uses the normative version of the Soft Power concept.
In order to utilize it for its own advantage. By setting its own rules and norms.

Limitations
Because of its nature Soft Power is incompatible with strict norms and rules. The deliberate effort to create Soft Power may lead to undesirable effects.
