F O R E W O R D

T h e A l b a n i a n C o m m u n i s t P a r t y (now the P a r t y o f L a b o u r ) was f o r m e d November 8, 1941, according to the principles of M a r x i s m - L e n i n i s m a n d on the example of the t r i u m p h a n t mother-party, the B o l s h e v i k p a r t y . It w a s constituted by the union of communist groups w h i c h h a d previously given the impulse f o r the w o r k i n g class movement in A l b a n i a . T h i s event h a d great significance in the h i s t o r y of the A l b a n i a n people, because here f o r the f i r s t time a popular political leadership w a s f o r m e d w h i c h w o u l d be able to r a l l y the entire people in the r a n k s of the national liberation f r o n t a n d to mobilize them in the heroic struggle against n a z i a n d f a s c i s t occupation forces and against the internal t r a i t o r cliques up to f u l l liberation of the country. In the course of its entire h i s t o r y , the A l b a n i a n people f o u g h t heroically f o r freedom and national independence a n d never submitted to the foreign y o k e , even the most severe a n d cruel. F i v e centuries ago the A l b a n i a n people, led by the national hero G j e r g j K a s t r i o t i (Skenderbeu) f r u s t r a t e d one after the other all i n v a d i n g hordes of the T u r k i s h Sultans w h i c h attempted to enslave the country. These t r a d i tions were later inherited by the fighters f o r liberation such as T h e m i s t o k l i G r m n j i , M i h a l G r a m e n o , e r i s T o p u l l i a n d others who f o u g h t b r a v e l y against the invader and against the danger f r o m abroad. These traditions a n d this unquenched desire f o r freedom and independence again aroused the A l b a n i a n people against the fascist invasion in 1939. The A l b a n i a n people met the Italian a n d G e r m a n invaders w i t h sharp struggle and did not cease u n t i l A l b a n i a w a s w h o l l y liberated. T h e blood shed b y A l b a n i a n patriots M u j o U l q i n a k u , Q e m a l S t a f a , V a s i l Shanto, V o j o K u s h i , M i s t o M a m e and others became a battle c r y f o r all the A l b a n i a n people who w e r e able under the leadership of the P a r t y not only to liberate themselves f r o m f o r e i g n slavery but also f r o m internal oppression and exploitation. U n d e r the leadership of the C e n t r a l Committee of the P a r t y headed by C o m r a d e E n v e r H o x h a , the A l b a n i a n people created its people's a r m y as a m i g h t y weapon f o r liberation and defense of the c o u n t r y a n d organized the new people's power as a means f o r building S o c i a l i s m and f o r the welfare of the country. The f o r m e r fascist governmental and feudal-bourgeois apparatus w a s destroyed and in its place was erected the power of the w o r k i n g people, the people's democracy. Ten years of existence of the A l b a n i a n P a r t y of L a b o u r is the most brilliant and most revolutionary period in the h i s t o r y of the A l b a n i a n people. W i t h i n ten years, t h a n k s to the leadership of our P a r t y headed by its general secretary C o m r a d e E n v e r H o x h a , the aspect of A l b a n i a changed.

T h e w o r k i n g class, by t a k i n g power into its o w n hands, gained f u l l political, economic a n d social r i g h t s , abolished exploitation of the masses a n d thus assured the r i g h t to organize, the r i g h t to w o r k , to free medical care and education, the r i g h t to old age insurance and paid vacations, the eight h o u r day a n d p a y f o r overtime w o r k , etc. W o m e n gained equal r i g h t s w i t h men, while the peasantry became the owners of the l a n d as t h e y h a d dreamed f o r centuries. T h e f o r m e r capitalist and feudal possessions stock, forests, water, r a w materials and large-scale means of prod u c t i o n were nationalized a n d became the shared w e a l t h of all the A l b a n i a n people. Industry, mines, f o r e i g n trade a n d internal wholesale trade were nationalized and all concessions a n d privileges w h i c h the Italian fascists and A n g l o - A m e r i c a n imperialists h a d received f r o m the oppressive m o n a r c h i s t Z o g regime were abolished. W i t h the abolition of feudal a n d capitalist ownership a n d w i t h the creation of state and co-operative possessions the economy w a s enabled to enter the r o a d of p l a n n i n g and to do a w a y w i t h the crises a n d unemployment w h i c h f o r long centuries h a d i m poverished the w o r k i n g people. B a c k w a r d agriculture w a s set on the p a t h of modernization while the agriculture co-operatives a n d State F a r m s are s h o w i n g the f a r m e r s the w a y to a h a p p y future. T r a c t o r s and a g r i c u l t u r a l machines given by the Soviet U n i o n are g r a d u a l l y replacing the p r i m i t i v e tools and the old w o r k methods. D r a i n a g e and i r r i g a t i o n canals, chemi c a l fertilizers, machines, selected seeds, breed cattle, a g r i c u l t u r a l loans and the application of modern agrotechnics these are the m a r k s of progress in our a g r i culture. In i n d u s t r y factories a n d combines l i k e the textile combine " S t a l i n " , the h y d r o electric plant " L e n i n " , the s u g a r m a n u f a c t u r i n g combine i n M a l i q i and s o f o r t h are being built. T h e output of oil, asphalt, c h r o m i u m , coal, etc., is being constantly i n creased in the interests of the w o r k i n g people. In a space of s i x or seven y e a r s since liberation, the A l b a n i a n people repaired all the immense w a r damage, f o r instance to i n d u s t r y , mines, bridges, residential buildings and so f o r t h . T h e people constructed r a i l w a y s , roads, machine shops and other b u i l d i n g sites, canals, residences f o r w o r k e r s , schools and hospitals, creches and clubs, houses of culture a n d p a r k s . W i t h the nationalization of foreign trade and i n t e r n a l wholesale trade, state and co-operative trade w a s extended, d o i n g a w a y in this m a n n e r w i t h the speculating merchant as a m i d d l e m a n between the producer a n d consumer. W i t h the policy of accumulation a n d increase of i n d u s t r i a l and a g r i c u l t u r a l production, by the l o w e r i n g of prices a n d improvement in quality, the state became the largest and best supplier and a d m i n i s t r a t o r of the internal m a r k e t . In the people's democracy education a n d culture became a weapon of the people f o r the b u i l d i n g of S o c i a l i s m , whereas in the f o r m e r regimes the ignorance and backwardness were a weapon f o r the rulers to oppress the people. The number of schools a n d pupils has increased, i l l i t e r a c y is being intensively f o u g h t and elementary schooling is compulsory a n d free of charge. On the example of the Soviet w o r k e r s , socialist emulation is increasing and the

shock w o r k e r movement is becoming a m a s s movement. L a b o u r has become an honour and a duty and the c u l t u r a l a n d economic level of the people has risen v e r y m u c h in comparison w i t h the past. The A n g l o - A m e r i c a n imperialists t r i e d t o sabotage the N a t i o n a l L i b e r a t i o n W a r , attempted to overturn the people's power, to destroy the peaceful building up of the c o u n t r y and to deny the incontestable r i g h t s of our c o u n t r y . B u t a l l their attempts failed because of the correct policy of the P a r t y a n d the u n s w e r v i n g s t a n d of our people. T h e y tried to take the castle f r o m inside by the a i d of t h e i r T i t o i t e agents but these slave-dealer attempts to colonize A l b a n i a also failed. N o w t h e y are continuing, as before, to instigate t h e i r satellites of B e l g r a d e , A t h e n s a n d R o m e to m a k e provocations against A l b a n i a , w i t h the intention of preventing the peaceful building up of t h a t c o u n t r y a n d to begin a new w a r . B u t there is no doubt t h a t these attempts w i l l f a i l as all others have. The A l b a n i a n people, due to the correct policy of the P a r t y , has assured itself a merited place in the great a n d s t r o n g camp of S o c i a l i s m a n d has put all its forces in the tremendous movement of p a r t i s a n s of peace, becoming in this w a y a resolute fighter f o r democracy, liberty, peace and proletarian internationalism. The A l b a n i a n P a r t y of L a b o u r , under the leadership of the C e n t r a l C o m m i t t e e , headed by C o m r a d e E n v e r H o x h a , w a s able to achieve all these victories because it i s led and guided b y the teachings o f M a r x , E n g e l s , L e n i n a n d S t a l i n . T h e P a r t y was inspired b y the glorious mother P a r t y , the A l l - U n i o n C o m m u n i s t P a r t y (Bolshev i k s ) , oriented the people t o w a r d s t h e i r liberator, defender a n d u n s t i n t i n g helper the Soviet U n i o n and t o w a r d the dearest a n d most beloved f r i e n d of our people the great S t a l i n . A l l the victories of our P a r t y a n d of our people w o u l d not have been possible w i t h o u t the aid and support of the Soviet U n i o n . T h e noble and valuable aid of the Soviet peoples, the care a n d love of S t a l i n a n d the B o l s h e v i k p a r t y f o r the A l b a n i a n people have saved our people f r o m the clutches of the A n g l o - A m e r i c a n imperialists a n d the Titoite B e l g r a d e clique. T h e invaluable a i d of the Soviet U n i o n and the People's Democracies represent a f u l l guarantee a n d a decisive element in the building of Socialism. T h e A l b a n i a n people w i l l r e m a i n ever g r a t e f u l to the B o l s h e v i k P a r t y a n d the great S t a l i n and w i l l be a l w a y s f a i t h f u l to the Soviet peoples throughout generations to come.
