Art. 1
This act shall be known as the civil code of the phlippines
Art, 2
Laws shall take effect after 15 days following the completion of their publication in the official gazette,
unless it is otherwise provided. This code shall take effect one year after such publication.

-it is not within the ambit of the Sc to rule upon the wisdom of the law. That function belongs to the
legislature. The task of the Sc is merely to interpret the law and apply the law as conceived and
approved by the political departments of the government in accordance with prescribed procedures.
- an ordinary law takes effect:
A) the date provided therein
B) when no date is made, after 15 days upon completion under art.2
- where the law speaks of exact date it shall be honoured, unless not punitive in character
- therefore, the rule says 16
