Subject: Creation ofnew charge bands &ensuring proper
depth of analysis in Local exchange
In the post MNP scenario, it has been reported by some of the circles that the rnter circle
mobile calls lrom landline network are maturing without "0" and the billing centre is charging them
as local call resulting into revenue loss. This is due to the reason that exchange in charges in some of
the local exchanges have not carried out at least "4" digit analysis in the local exchanges.
In order to analyzelbar these rype of calls in the local exchanges itself, please
refer to this
office vide letter no. 24-15/2008-PHM (IN)-MNP
dated 23' d July' 10 wherein instruction
were issued
regarding creation of charge bands for handling billing for fixed to mobile calls post implementation
of MNP and maintain proper length of analysis of at least "4" digit at local exchange for routing fbr
intra circle mobile calls.
Implementation
of the above instructions will help proper billing in the cDR system by :
Identifying a call as On-net or Off-net based on the charge band information received from exchanse
and bi l l t he cal l s accordi ngl l .
Filtering /dropping the inter-circle mobile calls dialed by subscribers without "0" at local exchange
itself which otherwise shall be wrongly identified as local call and billed wrongly.
In view of the above it is once again reiterated that exchange in charges must ensure that the
Tlie SSA heads must ensure that the local exchange in charges comply the implementation
of four
digit analysis of all the intra circle mobile calls from Landline network by 7th October 2011 and in
turn the circle should comply the same by l4th october 2011 to this office . Any non-compliance
resulting into the revenue loss would be the responsibility of the concerned field units
