out separate tactic operations for investigating violations of copyright and adjacent rights in the field of audio- and video products trafficking.

under construction on the partner beginnings of coexistence of a society and the state, their harmonious interaction on a legal basis. In article the role of representative institutes of a civil society in achievement of a legal consensus with the state, a legislative basis, organizational forms, methods and ways of achievement of

Annotation. The article analyses of the current situation

in the sphere of housing and communal services and
real estate market. The author places high emphasis on
circumstances provoking commission of crime and
shows highly latent character of the offences and specific characteristics of the victims.
Types of crime in the real estate market are identified
and the most common mechanisms of fraudulent actions are shown. A list of documents used by criminals
is also provided.
Basing on practical experience of special subdivisions
of Economic Crime Control Department for dealing
with real estate related crime the author shows some
weaknesses in the activity of working groups and gives
some recommendations on its effectiveness increase.

Annotation. Considering the role of apartment dwelling
management agreement from the point of view of its
place in the classification of civil law contracts, the author can indicate the following: apartment building
management agreement is an independent contract
which possesses certain characteristics; It is a consensual, causal, time limiting, reciprocate, performance
paying agreement. The authors defines the concept of
apartment dwelling agreement. According to the apartment dwelling agreement one party (managing company) on the bases of the other partys instruction
(owners of dwelling in an apartment building) during a
certain time limit for payment must exercise common
property management of apartment dwelling, by performing legal and formal acts related to this apartment
dwelling building in the interests of its owners.

Annotation. Problems of realization of the state guarantees on social and a legal protection of the persons assisting bodies, carrying out rime detection activity are
considered in the article. Author analyzes standard legal certificates regulating questions of social and legal
protection, gives reasonable offers on improving the
norms containing in them. We come to conclusion that
full-scale studying of the given aspect of crime detection activity by representatives of different branches of
the right on the basis of generalization of the domestic
and foreign experience is necessary.

Annotation. The article deals with syntactical peculiarities of language in normative-legal acts. These legal
documents consist of the same elements, as standard
literary language, thus they are subject to the same
lexical and grammatical norms and standards in text
formation.
However, due to legal context, sentences in legal texts
acquire further structural and semantic development,
becoming a separate unit legal sentence. It gives us
the right to discuss such a notion as legal syntax.
In the article the necessity of introducing the linguistic
notion of syntax into law is proved, which is an objective requirement of modern legal environment.

Annotation. In the article the circumstances promoting

commitment of plunders in the sphere of the turnover
of bank cards are analyzed. According to the Procedural criminal code of the Russian Federation the inspector is engaged in their investigation. The offered
measures on elimination of the revealed circumstances
can find the place in the instructions of the inspector to
the bank.

Annotation. In the article the author investigates the experiment of the leading world states in the field of outputting and transportation of oil which is the main resource of
nature pollution. The author pays great attention to negative influence of oil activities to surroundings in these
countries. In this work the author evaluated the usage of
such experiment in the realization of the project for developing resources of West-Kamchatsky shelf of the Sea of
Okhotsk. The opportunity of catastrophic damage of ecology was pointed out by the author.

Annotation. The article is devoted to problems of investigation of features of historic development of military
construction units. It analyses legislation of social and
legal protection of military men in construction units.
The article characterises features of social and legal protection of servicemen in Spetsstroy of Russia. The features have become apparent during development of construction units and their separation from the minister of
Defense of the USSR. History of origin and establishment of military construction units is closely connected
with development of the armed Ferces in Russia and the
history dates back to the ancient centuries. The state always took care of servicemen and members of their
families. For a long time legislation regulating problems
of social and legal protection of servicemen was a single
whole. After the Great Partiotic War, reforming of military construction units took place, they were separated
from the armed Forces and independent units of special
construction were organized. As a result of it normative
acts of sectoral purposes have appeared.

Annotation. This article deals with vocational technical

training in correctional facilities of Germany and the
USA. The author shows the significance of vocational
technical training for inmates future social adaptation.
Foreign countries as well as Russia use a wide range of
resources and methods of management in penal institutions. Here belongs convict labour which is of great
importance for inmates resocialization. Its necessary
to note that foreign experience should be introduced
with a glance to economic, political and cultural peculiarities of the state, its traditions and citizens mentality.
