I
n the past one-year period
under the global economic
crisis public security deterio-
rated and almost all forms of crime
increased all around the world.
In consideration of the good
working information channels of
IBSSA, and of our Website as well
as our regular publications which
all provide wide report of affairs
now it is unnecessary to give full
account. So I wish to emphasize
only the most important news,
events, results and future plans.
The IBSSA official annual pub-
lication, the Bodyguard and Se-
curity Magazine is published this
year too, which introduce in detail
the current situation and develop-
ment of the IBSSA.
It is evident that with local meth-
ods the fight against the increas-
ing globalization of crime and the
more and more subsequent forms
of crime is totally despairing! Our
Partnership program, which was
announced last year, is still actual
and valid. In this spirit IBSSA has
developed new cooperations with
such international professional
organisations, who undertook the
fight against any of the segments
of crime!
A fortunate coincidence that
the General Secretary of IC3O
the inter-governmental
organisation set up against
internet child pornography
Mr. Tony Schiena is active
Member of IBSSA, so the
close cooperation between
the two organisations de-
veloped self-evidently.
The collaboration be-
tween the civil security or-
ganisations and the official
law enforcement agencies
appreciated worldwide.
In January 2009 IBSSA
made an agreement on
cooperation with the In-
ternational Auxiliary Po-
lice Association (IAPA) in
Florida, USA. Beyond the
international cooperation
between our organisations
IBSSA pushes the collabo-
ration of our national sections in
different countries as well. Further
opportunity is that all members of
IBSSA can participate in the ac-
tivities of civil guards.
The previous good collabora-
tion between the Hungarian Sec-
tions of the International Police
Association (IPA) and the IBSSA
continued strengthening and this
was also extended to other Cen-
tral-European countries: Slovakia,
Serbia, etc., thanks to those very
active IBSSA members, who work
in the leadership of IPA.
In June 2009 in Sarasota, Flor-
ida (USA) the top-level leader-
ship of the International Union
of Police Association (IUPA) wel-
comed the delegation of IBSSA
leaders on an official meeting,
and this time took place in a cer-
emonial atmosphere the signing
of the Agreement on Cooperation
between IUPA and IBSSA. This
agreement is a milestone and a

great recognition for us, because
IUPA created official contact for
the first time with such an organi-
sation, which is not a professional
law enforcement association. The
leadership of IUPA the most
momentous police union of the
American continent was the first
to recognise the significance and
the necessity of the mutual coop-
eration with our association rep-
resenting the civil security sphere.
Remarkable development can
be seen in the IBSSA activities re-
garding education and trainings as
well. Today the Master Teachers
team of IBSSA beyond question
already consists of the bests of
the world. Concerning education
close international cooperations
are more and more typical and the
content of participants is becom-
ing more colourful.
The major result of this activity
is the fact that Romania one of
the EU countries has formally
accredited the thematic profes-
sional training of IBSSA.
The IBSSA Master Teachers
and Instructors participate con-
tinuously in the training of the
professional law enforcement or-
ganisations members in numerous
countries, and the number of rep-
resentatives of such organisations
is also increasing on the IBSSA
advanced training seminars.
Several countries from Asia and
Africa contacted our association
in order to provide them profes-
sional assistance and support in
establishing national training cen-
tres in their own countries.
I am proud to report that within
the framework of our close cooper-
ation with the Sovereign Order of
Saint John of Jerusalem, Knights of
Malta, Federation of the Autono-
mous Priories (KMFAP) the best
professionals and experts of IBSSA
were set up to constitute the law
enforcement services, the Magis-
terial Guard (State Police), as well
as other security units of KMFAP,
and our association organises the
advanced training for these spe-
cialists too. During the last Knight-
hood Ceremony the performance
of the Magisterial Guard was highly
professional and remarkably good.
Quite a big development has
been made in the activities of
IBSSA ISF, especially thanks to
the great work of the President and
the General Secretary of the Inter-
national Sport Federation. About
this development Dr. Rony Kluger
General Secretary of IBSSA will
report separately.
Numerous events took place
throughout the world mostly in the
fields of martial arts and shooting.
In July 2009 also the Horse riding
Department of IBSSA organised a
very high-level and up to par eques-
trian competition in Hungary.
Among the IBSSA members you
can find the leaders of different or-
ganisations. Hereby we would like
to congratulate Sir Marko Nicovic
Vice President of IBSSA, who
was elected again to President of
the World Karate Confederation
(WKC) in June 2009, in Miami
USA during the yearly conference
of WKC.
In the comi ng period the
Safety of Children and Fami-
lies and Urban security are
still of special importance in our
activities. Therefore we strength-
en and broaden our cooperation
with EFUS (European Forum for
Urban Security), and with other
professional organisations.
It is a special pleasure that the
hosts of this years IBSSA Congress
are the members of IBSSA Bel-
gium. We appreciate it very much
that this significant event takes
place the first time in the head-
quarters of the European Union.
The economic crisis of course
affected also the members of
IBSSA, we can feel it as support
has been reduced significantly
and the discipline of inappropriate
payment of the membership fees
deteriorated on.
While the development, and
the growing tasks require more
and more money our revenues
decreased notably, and the exist-
ing budget deficit continued to
increase. Without the support and
offering of some active members
the functioning of IBSSA would
also have been in danger!

IBSSA started to distribute the
SPONSOR Certificate and ID-
card in wide range, and in this
project we count on the great help
of the current membership too!
I do believe that for the success-
ful operation of an international
organisation requires a real team-
work! As President of IBSSA, I am
extremely proud of my team, be-
cause their personalities and work
embody quality. Without them it
would be impossible to carry out
effective and successful activi-
ties around the world. From the
IBSSA leadership of more than
hundred representatives more and
more people work actively and
carry out their voluntary social
work with large responsibility and
expertise!
The IBSSA Board of Directors
is responsible to change all those
people, who do not carry out the
undertaken works, to such people,
who are competent and willing to
complete the tasks.
Hereby I would like to congrat-
ulate to all those IBSSA members,
who will be handed over the well
deserved awards, recognitions
during the Congress, so appreciat-
ing their outstanding professional
work, or other activities!
I wish much success and good
health to all members of IBSSA
and also wish that our associa-
tion continued to develop, and our
undoubted international prestige
strengthened further!
Security is despite of the
global economic crisis perhaps
also nowadays the most important
issue in the world. And in spite of
the scarce financial facilities it can
not be played down, because with-
out security the world will not be
able to operate normally.
With these issues heavy respon-
sibility falls on all members and
leaders of IBSSA and our profes-
sional goals are determined by
this fact too. I firmly believe that
in the future we will also corre-
spond to the growing challenges,
as our previous works and activi-
ties achieved high recognition in
all professional and moral evalu-
ation.

to the congress, I
mean that is the ques-
tion. For some, the an-
swer is simple: to go,
because I am a member
of the organisation, I
benefit from my mem-
bership, and therefore
it is my duty to be there
where my fellow mem-
bers meet every year.
I have to be there, as
the congress is a forum
where not only the past is evaluated, but the future
is also discussed. This is a democratic organisation
in which comments and suggestions can be made di-
rectly, without having to wait for weeks or months
for assessment, and officials respond relatively
quickly to the issues raised and are also prepared
to give green light to good initiatives. Everybody in-
volved in this profession is aware of the issues that
need urgent attention and to be discussed. It may
take place either in the form of a speech, during
informal discussions in the breaks, or during the
evening programmes. It would be pointless to ex-
periment with unknown areas if others have already
collected experience in those fields. It is enough to
raise a question, and they are ready to provide the
answers based on their experience. Or no answer
comes, but than it is good that the issue has come to
light, and we can start to find the answer together.
There are people who only participate at every
4th or 5th conference, indicating that they have not
forgotten the organisation. Many benefit from the
titles and positions they received from the IBSSA
but bring no profit to the organisation. And, un-
fortunately, there are some who do not even bother
with giving account of their annual work! It is ei-
ther because they did nothing, or simply because
they lack respect for those to whom they committed
themselves. It would be great if this years Brussels
congress making use of its central location in Eu-
rope was attended by the officials and representa-
tives of the association, and they would take part in
our work actively. Because it is our common inter-
est.

To go or not to go?
On the occasion of the National Day 20th August, the President
of the Republic of Hungary awarded the famous opera singer
Mr. Jzsef Kovcs with the Golden Cross of Merit of the Republic
of Hungary.
The medal was given at the award ceremony by the Minister
of Culture to Mr. Jzsef Kovcs, Honorary President of the Hun-
garian Section of IBSSA. (On right of the picture.)

n the wake of the 2009 IBSSA

IBSSA Belgium is approach-
ing new horizons. As always, IBSSA
Belgium has been an entity wishing
to progress in the security sector and
broadening horizons.
The theme for this years con-
gress has been chosen accordingly:
teaching for the future , instead of
dwelling in the past, we should look
forward and teach the young gen-
eration what they need to know to
survive in the future, not what made
us survive until now. In this optic,
IBSSA Belgium, and its prime secu-
rity company RAP-Close Protection
have joined forces to build infra-
structures that allow for this. Orga-
nizing specialized training seminars
such as Tactical Combat Casualty
Care, Special weapons skills and
tactics, the entire ASP program such
as baton, restraint devices and the
tactical flashlight training course.
Belgium is the centre of Europe,
however RAP-Close Protection and
IBSSA Belgium have taken this fur-
ther. Gaining contracts with inter-
national contractors in the region of
the Horn of Africa, Democratic Re-
public of Congo and other Middle
Eastern destinations.

hard to make the conference suc-
cessful, to make it an international
event showing the real face of Brus-
sels, capital of Europe, the heart and
soul of European hospitality and

e started the present year with a well or-
ganized official event in January. At our
IBSSA-USA HQ office (Hallandale Beach,
Florida), where IBSSA represented by the board of
IBSSA-USA and our International President Prof. George
Popper, and IAPA (International Auxiliary Police Asso-
ciation), with the delegation of nine persons, signed a mu-
tual agreement between the two organizations. The main
points, what both parties agreed: to work closely together
in crime prevention, and all possible trainings regarding
and connection to our mutual interests.
At the same time, celebrating and welcoming the new
President of the United States of America (President
Barack H. Obama), - as IBSSA-USA in co-operation
with IBSSA International HQ have expressed our con-
gratulations to the new President of the United States of
America and wished him and his administration the best
for the time comes with our full support.
Dear President Barack Obama, in the name of IBSSA (Internati-
onal Bodyguard and Security Services Association) we express our
honor and appreciation on the day of your inauguration as Presi-
dent of the United States. We strongly believe that during Your
Presidency the world will become safer and better. Please count
with full support and solidarity on our International Federation.
To follow up this event, on the first week of February,
- next to some other Martial Art Seminars, like we just
recently had in July in the city of Miami, - there was an
International Martial Arts Seminar organized as one
of our major annual event at IBSSA-ISF, in co-opera-
tion with one of our USA representatives and partners
ABI (American Budokai International). The Interna-
tional event called PAMAI (Professional Association of
Martial Arts Instructors) was organized by Hanshi Dr.
Steven Roensch, who is the Regional Representative of
IBSSA and IBSSA-ISF for North and South Carolina
and the Founder of ABI, where after a successful week-
end training we appointed some of our new members of
IBSSA-ISF, Shihan Rey Perez (Hollywood, Florida) as
Regional Representative of IBSSA-ISF for Florida and
Shihan Pete Pukish (Roswell, Georgia) as Regional Rep-
resentative of IBSSA & IBSSA-ISF for Georgia, who was
also the host of this very popular event. We are honored
and very proud to have Shihan Perez and Shihan Pukish in
our leadership. . *(This three famous masters will work as
Martial Arts Master Teachers of IBSSA as well.)
We, the representatives of the Civil Law Enforcement
Organizations worldwide are aware that the relationship
between official Law Enforcement and Private Security
Agencies is not yet on the required level. Therefore our
main task is to enhance the cooperation both on the in-
ternational and national level as well.
We are pleased to announce that in June 2009 we had a
milestone meeting with one of the largest US based Law
Enforcement Association representing several thousands
of Law Enforcement professionals internationally. On
June 9th of 2009 IUPA (International Union of Police As-
sociations) and IBSSA signed a mutual agreement about
co-operations on the field of International Relations,
Counter-Terrorism, Crime Prevention, Drug Prevention,
Humanitarian Activities, Rescue Operations, Education
and Training. We would like to address our special thanks
to Mr. Richard Roberts - Executive Member and Infor-
mation Officer at IUPA - for his efforts and contributions
to the preparation of this agreement. This is the very first
agreement that IUPA signs with a civil organization.

The IBSSA USA delegation comprised two more im-
portant personalities: . Capitan Larry Leinhauser - Di-
rector of IBSSA-USA Emergency Respond Unite and
Colonel Gbor Nagy - Director of IBSSA-USA Antiter-
rorist Department.
While writing this report there was a breaking news
on one of the National Television about a horrible crime
in State of Pennsylvania. A man turned off all the lights
of the Gym, creating a pitch dark moment in a room, and
randomly gunned down 15 innocent ladies in the middle
of a work out program, and finally himself. The gunman
was also posting his actions, feelings and plans on the
web by blogging his thoughts to the world. Sorry to say,
but similar cases can happen in any country at any place.
To prevent and fight against such cases we have to unify
our efforts, knowledges and skills. and to start profes-
sional cooperation between Civil and Official Law En-
forcement Organizations all over the world.
Of course, our partnerships did not end with the signa-
tures on the above-mentioned agreements, in fact, they
just started. We keep up our activities and take an active
roll of the existing relationships with our associates and
together, that will take us even closer to our goals.
As a result of these statements in November we will
start a Spacial Bodyguard Training Course Series here in
the USA, which is already successfully proven and much
demanded in other parts of the world. In co-operation
with Folda International and partnering with some fed-
eral and local departments and instructors from IUPA,
there is already a great interest in our programs, even
from Europe.
This is a great prestige for us, that we were approached
by a movie production company (New York City, NY)
who showed interest on our organization . They would like
to film some of our special professional activities as part
of a TV series. It turned out that the production company
shows extra interest on IBSSA and we may even have a
chance to make a separate show only about IBSSA, around
the world. I have to mention a couple of names of experts
whom efforts and cooperation helped at this project: Mr.
Eddie Stone (England), Mr. Tamas Magyar (Cambodia),
Mr. Farhad Lotfi (Qatar), Mr. Martin Schmid (Nether-
lands), Mr. Krisztian Zerkowitz (Belgium), Mr. Frank
Philipoom (Netherlands), Mr. Dennis Massop (Nether-
lands), Dr. Miklos Varga (USA) and many others.
We would like to emphasize again the power of com-
munication. We IBSSA-USA, are looking forward to get
in closer relationship with all IBSSA members from dif-
ferent countries.
As one of our recent statistics in the USA shows that
the applications for gun license has grown in Florida
more than 100% in the past year. from 40,000 to 80,000.
It is one of our serious responsibility to teach those peo-
ple how to handle and use correctly the guns. To make
the world more safe, is our common interest.
On behalf of IBSSA-USA let me wish all of you great
successes in your professional activities. Lets work with
real dedication and professionalism and try put more ef-
forts on the communication and cooperation.
We are looking forward to hearing from you all, at any

laws to allow a number of local Ca-
nadian police associations to affiliate
and N.C.P.A. became known as the
International Conference of Police
Associations. The I.C.P.A. declined
to ally itself with the AFL-CIO, so the
member organizations that wanted
AFL-CIO affiliation created the In-
ternational Union of Police Associa-
tions (I.U.P.A.).
On Febr uar y 20, 1979, t he
I nter nat i onal Uni on of Pol i ce
Associations was granted an AFL-CIO
charter by President George Meany as
the first law enforcement union that al-
lowed the law enforcement community
to have their own independent voice
within organized labor. This partner-
ship was created to enhance the work-
ing and personal lives of law enforce-
ment professionals across the country.
That need has not changed.
Since 1990, I.U.P.A.s membership
growth has been threefold. Included
in this expansion has been the affilia-
tion of 8,000 law enforcement officers
in Puerto Rico as well as officers from
the corrections area of law enforce-
ment. More recently, our membership
growth has been due to organizing
campaigns that have been specifically
designed for law enforcement person-
nel. We now represent officers from
Los Angeles to Boston, Minnesota to
Florida, and across the Mid-West.
Also contributing to our member-
ship growth has been the realization
that ever-changing laws and demands
on the law enforcement community
have created a significant need for
officers to be covered legally while
on the job. In response to this need,
I.U.P.A. created a full service legal
program that was tailored to offer
representation in matters related to
grievance and disciplinary hearings,
collective bargaining, job security
and contract administration and any
other legal ramifications related to
the course and scope of duty.
Since I.U.P.A.s beginning, the or-
ganization has become one of the most
influential voices for law enforcement
in the political arena. We have always
aided in drafting legislation impacting
the lives of not only our membership,
but the law enforcement and labor
community as a whole. Our legislative
initiatives include the National Police
Officers Bill of Rights, Fair Labor
Standards Act (FLSA) for public em-
ployees, educational survivor benefits
and armor vest grants.
The I.U.P.A. played the pivotal
role in the passage of amendments
that made the FLSA one of the most
important labor laws ever passed, ap-
plicable to law enforcement. In 1986,
Congress passed a series of amend-
ments to the Fair Labor Standards
Act, which forever changed American
policing. No longer could law enforce-
ment officers be required to work more
than eight hours a day or 40 hours a
week without compensation; and no
longer did local unions and associa-
tions have to collectively bargain to
ensure that overtime was paid at time
and a half. The passage of the FLSA
amendments demonstrated, clearly
and unequivocally, the great value of
an independent law enforcement and
AFL-CIO-affiliated union. We also
fought alongside the AFL-CIO in
opposition to the rule changes to this
act promulgated by the Department
of Labor. This collaborative effort
resulted in the passage of the Harkin
Amendment through both houses of
Congress on several occasions.

I
t is no secret that countries throughout the
Caribbean are being challenged by escalating
crime and acts of violence. Trinidad and Toba-
go like other Caribbean countries has experienced a
horrific crime wave for which the general public has
lost faith in the public system to implement effective
crime management.

Because of its strategic geographic location, the
Caribbean has become the prime transshipment lo-
cation for the depositing and shipment of drugs to
points in Europe and North America.
The United Nations Report on Crime, Violence
and Development 2007 indicates that drug trade is
the prime driver of crime across the Caribbean.
Drug trade has increased violence tied to traffick-
ing, normalized illegal behaviour, diverted Crimi-
nal Justice from other activities, and has contrib-
uted to the widespread availability of firearms.
This has also fuelled the scourge of kidnappings,
robbery and assault on law abiding citizens.
The Association of Caribbean Heads of Correction
and Prison Services (ACHCPS) acknowledged the
unsustainable growth of crime and prison popula-
tions throughout the Caribbean.
We are faced with calls for belt-tightening as a
result of the recession threat. Although the demand
for the provision of highly efficient and effective
security solutions remains, Governments are faced
with the decision to reduce funding to public sec-
tor programmes and citizens; small and large cor-
porate clients of the security industry who are all
aware of and impacted by the recession, are cutting
costs and minimizing their bodyguard and security
costs.
Despite certain challenges in growth and investment
in the economy, the Caribbean Region has shifted the
focus towards more modern levels of efficiency and
productivity, and enhanced se-
curity and stability.
To date, the Government

Circuit Television (CCTC) System, the establishment
of the Special Anti-Crime Unit of Trinidad & Tobago
(SAUTT), implementation of an air ship and radar
systems.
From inception, Executive Bodyguard Services
Limited (EBSL) adopted this same forward think-
ing approach, with a focus on extensive, mandatory
training for all Agents/ Bodyguards, proper security
assessment and consultancy for clients to ensure a
full security presence including mobile patrols, stra-
tegically located rapid response units, and the con-
tinuous implementation of new technological secu-
rity solutions (e,g GPS Tracking and Location, GPS
Mapping Services, Video Surveillance and Wireless
Internet and Intranet Networks), for a modernized

incorporates military drills, hand to hand combat and
apprehension techniques, which is one of the highest
forms of martial art restraining techniques, and stress
exercises otherwise known as
Hell Week. All precepted

ing in firing live ammunition to
develop and maintain their level
of accuracy and proficiency.
EBSLs Tactical Support Unit
(TSU) trains heavily in firearm
retention, close quarter simu-
lation and advance firearm re-
tention. Our firearm situation
training and stress exercises are designed to simulate
some of the most hostile situations. The key focus
throughout the training program is always to develop
the skills of our Agents to ensure the delivery of our
security services, and complement the effectiveness of
our overall security solutions offered to our clients.
Private Bodyguard and Security Companies
throughout the Caribbean need to adopt the same
proactive forward thinking approach. The Carib-
bean Region is plagued with companies that fail to
recognize the importance of implementing effective
training programmes and because of this, they fail to
deliver quality security services.
Bodyguard and Security Companies in the Ca-
ribbean need to be driven by the greater scheme of
things, and acknowledge that there is great need for
both the public and private sector to deliver and im-
plement proactive measures to give a new peace of
mind by protecting the innocent and deterring crim-
inals. EBSLs policy is to never compromise quality,
and to continuously seek new ways to deliver effec-
tive security solutions. This simple policy needs to be
adopted by companies throughout the Caribbean, so
that the private sector too, can make a valuable con-
tribution to safety and security of their country.

PEOPLE ENGAGED TO WORK FOR THEM. BE-
CAUSE OF THIS MANY PEOPLE BELIEVE THAT
PTS IS, AFTER THE ARMY AND THE POLICE, THE
THIRD ARMED FORCE IN THE COUNTRY.

he private sector is an important factor of
the whole security structure in Serbia. The
companies which deal with physical and
technical protection of people, property and busi-
nesses have a large number of employees, and as such
they are very important for the functioning of the se-
curity sector in the country. However, the agencies
dealing with physical and technical security and their
employees could have problems at work, due to the
unsettled law regulations and the lack of precise reg-
ulations about possibilities and authorizations of the
private security sector. Although they should repre-
sent a strong support in the security sector, the agen-
cies are still not integrated sufficiently into the whole
system precisely because of the absence of the laws.
The absence of the law regulation
The existence of private security agencies in Serbia
was regulated by the Law of social self-protection
until 1992. After that period, this area has remained
unregulated until today. This law included compul-
sory police control and the check of the psychophysi-
cal abilities of the guards. After its cancelling, the new
law was not brought until 1996, while the Law of per-
sonal labour forbids explicitly the founding of compa-
nies which carry out security protection of people and
facilities ( this authorization remains inside the state
sector). Although the number of private agencies has
increased since that period, the law regulation of their
work has not yet been completely solved. More writ-
ten documents must be interpreted in order to execute
the work of physical and technical security success-
fully and correctly. The solution to this problem would
essentially result in arranging relations between the
structures of executive and legislative authorities and
the companies which deal with security problems.
Problems come one after another
Unlike the European countries in which the tests
about knowing the law of physical and technical secu-
rity are bound to be done so that the future security
workers would learn about their activities and autho-
rizations which they get by starting to work for such
organization, in Serbia all that is still based on the
fact that the only thing in the game is money and that
the person who can pay for the scholarship, can also
obtain a vocation of an expert in some segment of se-
curity. Secondly, a large number of workers in private
agencies are the people still active in the services of
MIA and the army, which raises the question of loyal

competition on the market about getting jobs, be-
cause all the agencies compete in having more active
members of enforcement and guarantee them better
connections and the perspective of getting important
jobs which bring large profit.
The problem of inadequate knowledge and train-
ing in the private sector is contributed by different
schools and organizations which are being open late-
ly, putting an emphasis on their knowledge and edu-
cation in the area of private sector of security, which
is again not under state control and does not have
adequate regulations under which someone could be-
come a member of such organization or a professional
personal a lecturer.
The next problem appearing is that cancelling the
Law of social self-protection brought about an impor-
tant increase in the number of registered companies
for physical and technical security which primarily delt
with the jobs of bodyguards and put into their protec-
tion the then people-in-power, politicians, sportspeo-
ple, without any control or insight into the skills of the
employees, their physical preparedness, the knowl-
edge in the area of security or the degree of profes-
sionalism in doing this job. Today, private
agencies protect all important state facili-
ties and institutions, while the army and
the police secures only the part of a facility
with special importance for the country. It
is publicly known that a certain number of
people works in the private security sector
without being trained adequately or having
certain foreknowledge about the job, while
as the main reason are stated bad social cir-
cumstances and unability of finding a job
in ones profession. One of the important
factors which could be taken seriously and
which should be given enough attention is
the training of such personal and their im-
provement.
We should also add that the control and
use of arms represents a great problem. While the
cutting on staff in the army and reorganization inside
the police forces are in progress, the number of pri-
vate agencies in charge of securing people and prop-
erties is getting larger every day. A true small army of
over 50000 employees in 3241 registered companies is
armed with over 57000 barrels of various arms, which
certainly represents a significant segment in the secu-
rity of a society. In the modern countries of the world,
this number is far greater, but the states passed the
law by which they place the private sector of security
under their control.
How to get to solution
The accent is put on the training of people who work
on physical and technical protection and their profes-
sional improvement. An example that the problem
solving is worked on is the Programme for the training
of security workers which has recently been presented
by the private agency for PTS M PROTEKT, in co-
operation with Criminology and police academy. The
programme covered the training of personal on spe-

cialized courses, which consisted of various segments,
both practical and theoretical. The themes were vari-
ous: work in the agencies for physical and technical
protection, regulations about work on physical and
technical protection, terrorism and organized crime
as one of the factors of jeopardizing security, applied
criminology, operative skills, first aid, fire protection,
the use of fire arms and the tactics of security. These
are the areas which are very important for training
people to work on jobs of vital significance for nor-
mal functioning of the private security sector. There
were also constant consultations with experts in these
areas, who would give course frequenters certain tu-
torials or pieces of advice about how to act in certain
unforeseen situations, injuries at work, lets say, etc.
The necessity of knowing regulations during fire pro-
tection is pointed out because, for example, individu-
als are employed in such places where, in reality, there
is a great risk of fire and they are not familiar with the
methods of protecting facilities from them and how
to use fire-extinguishers.
The use of fire arms is certainly taken into con-
sideration, since the employees working on the jobs
of security use arms, in other words they have them
in their personal equipment. A great deal of people
start working on those jobs, without having met fire
arms before, so that a great accent is given on getting
particular information about situations when they
may use fire arms and on the training for their cor-
rect use.
As for the practical part, various situations were
being presented, for example, about what should be
done and how to behave if an incident occurs (assault,
burglary, etc.) inside the facility under PT protec-
tion system, what the actions of immediate guards of
those facilities are in cooperation with police forces
in charge and the investigative authorities and others.
The training programme for PTS workers also cov-
ers the summerized course about terrorism and orga-
nized crime, because nowadays the fight against ter-
rorism and organized crime is number one problem
in the world. Accordingly, steps are made towards
getting acquainted with that problem too, because it
might happen that the future security workers also
come across those forms of endangering security in
their work.
The frequenters, having passed their final exam,
get internationally acknowledged certificates for
bodyguards. The aim is to inform them, as much it is
possible for relatively short time, about all problems
they could encounter during their work in these agen-
cies.
WHO HAS THE RIGHT
TO SECURITY TODAY?
During Yugoslavias existance, the president of the
state was secured by federal MIA, while members
of Department of state security of MIA of Serbia
and the Army of Yugoslavia (Cobras) sometimes
took part in that job. Namely, it was regulated by
the federal law that the state and other federal
officials, while doing their work, are secured by
members of federal MIA.
After forming the union of Serbia and Monte-
negro, securing of the highest state officials was
transferred to the level of republic, since the joint
country did not have federal MIA. Only the minis-
ter of defence was secured by the army, so as the
president of the Republic.
Today the securing of state officials is regulated
by the Law of ministries. According to that law, the
president of the Republic of Serbia, the prime min-
ister, the president of the Assembly and the min-
isters of justice and internal affairs have the right
to security. The Government of Serbia can also
make a decision to provide security to any present
or former official or bearers of some other func-
tion, or ordinary citizens if they ask for it, and if the
Government assesses that security is necessary for
them.

The perspective of private
security sector in Serbia
Giving greater authorities in the jobs of security to the
non-police units is possible and necessary, naturally
with clearly specified distinguishing lines between
state and private security sectors. By doing so a great
change would be done in creating confidence and im-
portant cooperation between the state security struc-
tures and companies for physical and technical protec-
tion. This could be useful especially during gathering
information from the field, which are of great impor-
tance for solving many security issues, because we
should not underestimate the fact that over 40000
people, who could be at disposal of the state too, work
on the jobs of private security. Solving this problem
would greatly lead to arranging relations between the
structures of executive and legislative authorities with
companies dealing with these security problems.
There are clues to associate all the firms and com-
panies dealing with physical and technical protection
into a unique, coordinated system, through which
their work would be controlled and at the same time
guiding towards achieving better results would be
done. Such associations would function at the Cham-
ber of Economy of Serbia and would fulfill its obliga-
tions and give demands over the Chamber.
As far as the firms control inside the private sector
is concerned, there is an idea that it is to be done by
an association organizing its own inspection service
inside itself. Such services would have primary func-
tions of control and observation of work of private
agencies for physical and technical security, by which
an insight into the number of founded agencies would
be realized, together with the results of all companies
individually. The inspectors would come and control
the work of the people on the field and with such re-
ports, sending them to their superiors, they would
decide whether that company can function and work
in such a way. For all other irregularities they would
notice during these companies work and the work of
the people employed, the sanctions according to the
law would follow.
The most important of all is to create a two-way
communication between the state authorities dealing
with the problems of security and the private compa-
nies dealing with physical and technical protection.
Then the state security services could rely on the great
number of information and data the private compa-
nies are able to deliver them. That would certainly be
the two-way benefit, since the state security services,
would in turn, enable private companies to do their
jobs without being disturbed, and would also give them
specific information important for their further work.
All in all, it is necessary in Serbia that the private
and state sectors are related to each other, whether it
is about money transport, securing individuals, prop-
erty or businesses, securing public gatherings or de-
tective activities. It is impossible to realize any kind
of positive results in the domain of security without
cooperation and mutual communication.
To conclude
At this moment, the interest of Serbia as a state is to
raise its credibility firstly by law regulations, then by
working by its directions, as it should be, without re-
gard to unrealistic resistance of the present authori-
ties on the matter of regulating previously brought
up problem, while the greatest support in solving
the problem of private security sector will probably
be given by European Union which will set deadlines
which will have to be respected so that our country
could get certain other favours. That is the essence
and it is reality. Unless the conditions are set as soon
as possible, it will take 20 years to correct what was set
wrong. Because of this it is important to set the rules
now. That is why it is important that all the spheres
of human life in Serbia are regulated by the law from
which all rights and obligations must result correctly.

We primarily dealt with IT secu-
rity in the second half of last year,
recalls the president, then gun
presentations took place again in
January. The protection of infor-
mation has always received high
priority. The development of the
IT sector has brought about a con-
stant present of threats, for which
we had to get prepared through
keeping pace with highly trained
and skilled white-collar crimi-
nals. Guns are part of the basic
equipment in each security areas,
and we are wishing to provide our
members with up-to-date infor-
mation in this field. We invited
sales representatives from Steyr,
Sig Sauer, Glock and Benelli, who
presented the newest technologi-
cal innovations and, of course,
new guns to those attending the
club events. In the second half of
2009 we focused on security sys-
tems and their development. This
topic also includes camera systems
as well as intelligence and surveil-
lance methods.
Are private security organisa-
tions allowed to use such methods?
Yes, but only to a very limited
extent. Their use is strictly con-
trolled by regulations. In this re-
gard, the Hungarian regulations
are a great deal more stringent
than those in effect in the Western
European countries. For example,
a premium quality dictaphone is
considered intelligence equip-
ment in Hungary. Listening de-
vices installed in pens and watches
appeared on the official and the
black market, which was naturally
accompanied by the development
of tracking devices. It should be
noted that such equipment is not
allowed to use without an official
permit, as such activities are clas-
sified as military operations. Due
to their rather high price and the
permit requirement, only a few
companies are involved in such ac-
tivities in Hungary. However, such
tools and others with similar func-
tionality are available on the black
market.

ecurity is the problem that
people always think about
it and desire to live with
good security and safety, both stay-
ing and travelling. Today, Cambodia
Government is reinforcing society
security for tourism glorification.
As a result, in that case the traveler
growing everyday. Continuously
with raise of Cambodia economic,
the private security companies were
established to personal safety and
property prevention.
Private Security Companies at-
tached safeguard among people,
both in Cambodia and around the
world, even though in the country
have good security, the private secu-
rity companies are still available for
prevention advantages of peoples.
In Cambodia today, there are a lot
of security equipments that used to
made personal safety such as, con-
trol system by television, phone ring-
ing system when the door closed...,
but with protection by people are
still important. Our new century
needs and will be shaped by extraor-
dinary. Meeting the challenges and
opportunities of an interdependent
world will require versatile intel-
lectual competence and uncompro-
mising commitment. Contiguously
with raise of Cambodia economic,
the private security companies were
established to personal safety and
property prevention.
Most companies especially in
Cambodia dont understand what
security is; dont hire a professional
security manager or dont outsource
companies to assist. The result, se-
curity decisions are left to Human
Resource Managers with no securi-
ty background or skills or worse Fi-
nancial Controllers who only want
to reduce costs.
Most local and foreign business
companies simply dont place a high
priority on security in their budget
plans. Multinational companies
normally place security expertise at
key regional cities such as Singapore
or Hong Kong and these individu-

The section has always put great
emphasis on continuous training.
We established excellent re-
lationship with IOSA, a company
where Israeli and Hungarian ex-
perts train learners. They train
bodyguards and security guards
in Israel and Hungary as well.
Of course, we participated in the
international training program
called SEC-tember where, along
with foreign experts, the best in-
structors of the Hungarian Section
of the IBSSA are also present each
year. A new feature of this years
programme is that participants
also practice with scatter-gun.
What is the reason behind ex-
tending the range of weapons?
Bodyguards are increasingly
frequently expected to be able to
handle various weapons, and there-
fore it is important for them to gain
experience with this kind of guns as
well. They have to get familiar with
a wide range of weapons from hand-
guns to scatter-guns and shotguns.
Automatic weapons are also includ-
ed in the training programme.
Someone said once that the aver-
age number of guns per person at a
bodyguard ball is 1.2. If this is true,
why are the events secured by the
members of the section?
On the one hand, this figure is
a huge exaggeration. On the other
hand, it is one of our duties to se-
cure our own events and those we
hold in cooperation with other or-

als in turn cover other countries in
the region. I dont feel this coverage
is sufficient because very important
the daily and physically contacts and
controls with the staffs and the local
management too.
I have found that most foreign
companies end up hiring the low-
est cost security provider. These
are generally local companies op-
erated by provincial police. These
companies traditionally dont pay
fair wages to their employees and
dont conduct adequate training,
inspection, management and poorly
equip their security guards. Before
selecting a security services pro-
vider I urge senior management to
get involved and conduct proper
due diligence on the finalist before
a contract is approved. Note, inter-
national standard security compa-
nies are normally about 10% higher
in cost than these local companies
but if a fire, safety or security event
occurs that could destroy your com-
pany, its reputation, etc., the extra
10% is well worth the money.
Foreign companies operati ng
in Cambodia spend little thought
or budget on security as they see
the country as a peaceful, politi-
cally safe place to do business. In
my opinion they operate on a false
sense of security here.
Cambodia faces the same drug,
human, arms trafficking and general
crime problems as Thailand or Ma-
laysia, but surprisingly the govern-
ment has been stable since 1994 and
is expected to remain so in the years
ahead. The economy is booming, and
the police have been very successful
in reducing hard crime, kidnapping,
extortion and corruption. However,
the disparity between the rich and
poor creates high petty crime in the
major cities and opportunistic crime
dictates a high priority being placed
on security. Almost all factories and
foreign residences require security
guards.
In both counties (Cambodia and
Thailand), their borders are porous
and illegal drugs; immigrants and
arms continue to be a problem to
control. Further, police and govern-
ment forces in both counties are no-
tably corrupt. Judicial system in both
countries can easily be leveraged.
For these reasons foreign companies
need to hire the best expertise they
can afford to protect themselves. Re-
lying on the local police and local
security companies to protect them
is foolish. I have always said the best
security solution is one based on
electronic security systems with well
trained, well paid security respond-
ers.
Senior management must also get
involved in developing security pro-
grams. Dont just leave these deci-
sions to non-skilled local staff.

Cambodia has a bad reputation
and many tourists and businesses
see it as an insecure place to live and
work. I committed to apply with take
care on safety and protection of cus-
tomer properties for ability improve-
ment and security guard knowledge.
We consider the all round develop-
ment of each security guard and
encourage curiosity, reflection, and
questioning. We foster an under-
standing of human values, confi-
dence, and responsibility to society.
We aim for security guard quality,
with understanding that if they are
developed and nurtured, will enable
them to become effectively protec-
tion and prevention force. We con-
sider our valuable security guards to
be assets in our Group.
Cambodias image has been badly
damaged in the past from years of
warfare and subsequent crime as
the economy has struggled to over-
come these challenges. I do not feel
the past characterization of Cambo-
dia is fair. The stable government
established during UNTAC in 93
has made great strides in improv-
ing the general economy and reduc-
ing crime. I have been surprised at
the rapid growth of a country so
recently at war. Vietnam took years
to recover. More and more foreign
investors are looking at Cambodia
today than surrounding countries
for these reasons: the government is
stable, the economy is booming, the
currency is tied directly to the USD.
Today, we are witnessing the first
four skyscrapers (27, 35, 42, 52 floors)
going up in downtown Phnom Penh
with luxury style and very high tech
facilities, including security. Foreign
banks and ATM machines are pro-
liferating daily to accommodate this
growth. I strongly recommend my
foreign business contacts to look at
investing in Cambodia now and be-
lieve it has a bright future.

The shareholders of PPKL consist
of Cambodian and Malaysian inves-
tors. They are inclusive as the Coun-
try Representative of IBSSA for
Cambodia (Ratha Mey), Country

laysia (Tan Kim Kuan), Regional
Representative of IBSSA for South-

We plan more expansion domes-
tically here in Cambodia, Malaysia
and this region too. The main prob-
lem that, today in Cambodia there
are now more than 70 registered
security companies but only about
3 are recognized as being profes-
sional and meeting international
standards. In terms of numbers of
security officers here, we estimate
nearly 50,000. The security business
both in manpower and electronic
systems is expanding faster than
any other business. Given regional
conflicts, economics and financial
problem and the rise in crime, the
security industry will continue to
experience raid growth. Cambo-
dia has a high crime rate, includ-
ing street crime. Military weapons
and explosives are readily available
to criminals despite authorities ef-
forts to collect and destroy such
weapons. Armed robberies occur
frequently in Phnom Penh. Foreign
residents and visitors are among the
victims. Victims of armed robber-
ies are reminded not to resist their
attackers and to surrender their
valuables, since any perceived resis-
tance may be met with physical vio-
lence, including lethal force. Local
police rarely investigate reports of
crime against tourists, and travelers
should not expect to recover stolen
items. Opportunistic crime is com-
mon in Cambodia and the frequen-
cy of incidents is increasing. Thieves
frequently snatch foreigners bags
and pick-pocketing is a problem in
Phnom Penh, Sihanoukville and
Siem Reap. Several foreigners have
been injured in the course of these
incidents, in particular when bags
are pulled from passengers on mov-
ing motorbike taxis. Bag-snatching,
other robberies and assaults often
occur during daylight hours. There
have been reports of assaults and
armed robberies against foreign-
ers, especially in areas frequented
by tourists and expatriate residents,
including the Riverfront in Phnom
Penh and Sihanoukville (particular-
ly at isolated beaches). Foreigners

have been the target of sexual as-
sault in Cambodia. Due to the high
prevalence of HIV/AIDS, victims
of violent crime, especially rape,
are strongly encouraged to seek im-
mediate medical assistance. Levels
of firearm ownership in Cambodia
are high and guns are sometimes
used to resolve disputes. There have
been reports of traffic disputes re-
sulting in violence involving weap-
ons. Bystanders can get caught up
in these disputes. Foreigners have
been threatened with handguns for
perceived slights to local patrons in
popular Phnom Penh nightclubs and
elsewhere. Banditry and extortion,
including by military and police
personnel, continue in some rural
areas, particularly at night in areas
between Snoul, Kratie and Stung
Treng in the northeastern prov-
inces. Piracy occurs in the coastal
areas of Cambodia. Armed gangs
have robbed boats in recent times.
Landmi nes remai n a danger i n
many parts of Cambodia, especial-
ly along the border with Thailand.
Large areas of rural Cambodia are
still contaminated with unexploded
ordnance.
The Cambodian National Police
want to control every security com-
panys activities in the future. The
Government side already decided
about this case. In September 2009
our PPKL Capital group will sign
the cooperation agreement with
Cambodian and Malaysian Govern-
ment and other law enforcement or-
ganization for set an international
standard in the security industry.
I feel expanding beyond that fig-
ure in the Cambodian market would
create control problems and reduce
the quality of our focused services. I
know it is a challenge to find clients
that truly value security but they are
here. Besides guarding and close
protection services, our executives
have many other security related
skills and backgrounds that can pro-
vide our clients more than just secu-
rity officers.
I have been in this industry nearly
20 years and high level security has
always been my passion. I continue
to study as much as I have time on
this highly skilled, demanding and
sometimes dangerous work. I always
spend a lot of time with our clients
initially during the interview to en-
sure we design the best security pro-
gram at minimal cost. Unlike what
you see in the movies, close protec-
tion services require more brain
then brawn. All of our senior secu-
rity management has many years
of experience in Asia, Europe and
US and I believe this is the true key
to our success. We know local cus-
toms, laws as well and work closely
together with government, defense
and police emergency services. We
have a very hard connection with
the Government side on every level
at all Ministries.
The term bodyguard conjures up
negative meanings to the public. To-
day, we normally refer to these ser-
vices as close protection, VIP or
executive protection services. Se-
curity agents handling these as-
signments have what I define as
extreme responsibility in planning
and protecting our clients. There
is no greater challenge in the secu-
rity industry than working as a close
protection security agent. Their job
is to ensure their principle moves
safely and AVOIDS danger wher-
ever they travel. A security agent
has to be highly trained, skilled and
avoid conflict at all times. One mis-
take in front of international media
and our companys image could
easily be destroyed. There are six
basic bodyguard skill sets neces-
sary to keep our clients out of harms
way. In some ways, we also function
as local tour guides and help them
to assimilate into the local culture,
avoid eating the wrong food and
visiting the wrong places. These ser-
vices demand advanced planning,
consultation about any health is-
sues, having escape routes, backup
plans, etc. Given that most celebri-
ties dont have the budget of say the
President of the United States for
their security; it demands the high-
est performance from our security
agents.
Our group provides both armed
and unarmed close protection
services. We prefer not to carry arms
unless it is absolutely necessary. We
of course obey laws covering the
carrying of concealed weapons in
countries we operate.
Ibssa.org reported about the visit of
Prof. George POPPER President
of IBSSA to the Headquarters of
IBSSA-USA in Hallandale Beach,
Florida during January 2009, who
had numerous meetings with the
American members of IBSSA in
that period. During one of these
meetings, on the 19th January
2009, a delegation of 9 people from
International Auxiliary Police As-
sociation (IAPA) arrived to the
IBSSA-USA Headquarters with
the aim of signing an agreement on
cooperation with IBSSA.
The fields of collaboration in the
Agreement on Cooperation were:

Security
Crime prevention
Drug prevention
Counter-terrorism
Education and training
Humanitarian activities res-
cue operations in case of catas-
trophes
The agreement was signed by
the highest leaders of both parties:

The current goal of IAPA /In-
ternational Auxiliary Police Asso-
ciation/ is to foster strong coopera-
tion among Auxiliary Police forces
worldwide. We not only aim at es-
tablishing exchange programs but
also at creating possibilities for net-
working based on mutual interest
and sympathy. Let us inform one
another about our day-to-day lives!
We are convinced that what lies
at the heart of each and every aux-
iliary service is to do something for
the safety of society voluntarily.

Since its establishment, the federa-
tion has comprised 27 regional or-
ganisations. Yet, paradoxically, the
Russian law does not recognise the
term bodyguard. No acts refer to this
word, starts the president introduc-
ing the federation. So there is no
legal framework controlling the work
of bodyguards, but bodyguards are
present, of course. Our philosophy
is based on the tradition of Division
9 of the KGB, which we consider the
best approach in this profession. This
is what our operations are based on,
and they function pretty well.
Based on our previous conversation
it has become clear to me that the Rus-
sian federation functions in a complete-
ly different way compared to its Western
European counterparts.
It is true. For instance, we have no
membership fee, as we do not involve
business in our activities.
Then how do you finance your ac-
tivities?
From internal resources. All
members of the association who
commit themselves to our cause are
encouraged to contribute to our op-
erational expenses. It is not only a
question of money. Time, energy, the
spirit and actions are more important
to us. We do not ask our members
for money. We only expect them to
follow certain principles. First of all,
the principle of volunteering. No one
should force anybody to do anything.
Second, the principle of decentrali-
sation. Our operations are not based
on central direction, but rather on a
set of shared principles which we fol-
low in our activities. Namely, if you
think of yourself as a bodyguard, you
have to train yourself on a permanent
basis, and you have to prove yourself
though your actions. We have de-
veloped the practice of persona non
grata. It applies to those whose ac-
tivities are harmful to the federation.
This list is available for the public. We
have discussed this practice with the
leaders of the IBSSA, who said that
it is not viable at international level,
as the rules are against it. However,
it functions well for us. I got to know
how the international organisation
handles this issue, and it was very im-
pressive.
How do you make bodyguards in-
terested in participating in training pro-
grammes?
Those willing to become profes-
sional bodyguards need to prove their
skills 5 times in 10 years at profession-
al tests. They have to pass both theory
and practical tests. We also operate
an academy that includes different
departments, which deal with various
areas of bodyguard activities. Recent-
ly, for instance, the issues related to
non-traditional intelligence methods
have come to the foreground.
Why is it good for someone to be-
come a member of the NAST?
First of all, it is the philosophy.
Professional bodyguards are prod-
ucts of the 21st century. They have
the opportunity to deal with a wide

of life. If you are a reliable individual,
we are prepared to provide you with
opportunities to grow. We provide
you with a job, with advice, or space
to live up to your potential. And we
do not ask for anything in return. All
we expect from you is integrity and
professional preparedness.
How large is your organisation?
We have about 100 administra-
tors, 200 bodyguards, and many of
the founders have their own security
companies involving a total of 2,000
individuals. We also have a bodyguard
club, which is a unique feature.
Isnt your organisation too small
compared to the size of your country?
We are not willing to attract just
anybody into our organisation. We
need the elite, and this is exactly what
we highlighted at the Arad congress
in relation to the general criteria of
becomi ng a bodyguard.
In my personal opinion, it
is better to have only 300
elite bodyguards perfectly
meeting all the professional
expectations, who will work
for the best security com-
panies.
What do you expect from
your cooperation with the
IBSSA?
I think that the IBSSA
is a well-structured organi-
sation with a world-wide network.
Their performance meets the high-
est international standards, and this
is what we are willing to adapt to. I
carefully studied their educational
standards, which may also provide
valuable guidelines to us. In particu-
lar, I learned a lot from my meetings
with Dr. Mikki Varga and Dr. Rony
Kluger. We also publish the docu-
ments of the IBSSA congress in Rus-
sia. As our people are only getting
acquainted with the organisation,
we can learn a lot from the countries
where the IBSSA has been present
for a long time. I believe that we are
not rivals, and therefore they will be
happy to share their experience with
us.

egions play an ever-
increasing role not
only in global poli-
tics and economy, but in inter-
national organisations as well.
Before states developed, regions
played an unquestionably useful
integrating function between the
nations. Today, as borders have
begun to disappear and turn into
a more spiritual category, the
concept of regions is re-emerging
once again, and we are re-discov-
ering the significance of regional
contacts and cooperation.
Ever since the establishment of
the IBSSA, regions have played
an important part in the function-
ing of its extensive international
network. The association has also
created its own regional organisa-
tions, to the benefit of all stake-
holders. The association includes
regions that cover geographical
units within a country, and oth-
ers that includes territories from
neighbouring states as well.
The idea to establish the Balkan
Region came up several years ago.
The extremely fast and extensive
geographical re-organisation, also
including the re-drawing of bor-
ders, that took place in the region
gave an impetus to the process. A
right person was needed to man-
age the whole regional project,
preferably enjoying the full sup-
port of the members. This person
was Mr. Bogdan Vukosavljevic
from Slovenia, owner of Savoy
Security, country representative,
member of the Board of Direc-
tors of the IBSSA, president of
the Executive Committee. During
the numerous years he has spent
in the IBSSA, he proved his skills,
talent, creativity and dynamism
many times. He is familiar with
the Balkan region, and speaks sev-
eral local languages, which highly
facilitates communication. He
laid the foundations of his profes-
sional career and prestige, among
other things, by writing a book on
terrorism entitled Global Terror-
ism, which was also translated
into English.
Five years ago he was appointed
as coordinator of the Balkan Re-
gion, but it took some time before
the first meeting took place.
The Balkan Peninsula, where
people with different cultures,
traditions and religions live to-
gether, has played a decisive part
in global history many times. It is
characterised by strong connec-
tions and, at the same time, huge
differences. Even today, it is not
clear which countries belong to the
region, so it may be useful to pro-
vide a list of these states. Such a
list is also practical from the point
of view of the complete disintegra-
tion of Yugoslavia, established fol-
lowing World War I.
The Balkan region includes
the following countries: Serbia,
Romania, Bulgaria, Croatia, Slo-
venia, Macedonia, Montenegro,
Bosnia and Herzegovina, the Re-
public of Serbia, Albania, Kosovo,
Greece and Turkey partly.
The leaders and members of the
IBSSA are pleased to see that the
countries in the region are very
active. It should be noted that
the member organisations in the
region have already organised 3
IBSSA congresses in Bucharest,
Belgrade and Arad , all meeting
the highest level of professional

expectations. The importance
of the region is also reflected by
the fact that the IBSSAs Board
of Directors includes three mem-
bers from the region: Mr. Marko
Nicovic, Mr. Constantin Buzatu
and Mr. Bogdan Vukosavljevic.
The region often hosts shooting
and martial art competitions with
strong international attendance.
The member organisations in the
region also play a leading role
in holding professional training
programmes. Further, special
editions of the IBSSA Magazine
have been published in Serbian
language several times. Well, it is
a great honour to coordinate such
an active, dynamic region with a
huge number of members.
This serious and positive atti-
tude was also reflected during the
first Balkan Conference held on
25 October 2008 in Banja Luka (a
town belonging to the Republic of
Serbia but enclaved in the area of
Bosnia and Herzegovina).
As a result of careful prepa-
rations, a large number of com-
panies and representatives of
member organisation as well as
influential personalities appeared
at the event.
The participants, who seemed
to know each other well, gath-
ered in a nicely decorated meet-
ing room, holding the logo of the
event. It was good to see that de-
spite being rivals in a professional
sense, they maintained good per-
sonal relationship with one an-
other. The primary purpose of
the conference was to officially
start the activities of the Balkan
Region, which is expected to sup-
port the operations of the IBSSA
to a significant extent. The event
was also attended by Prof. Gyrgy
Popper, president of the IBSSA,
who opened the conference with
his speech.
He was followed by Mr. Bogdan
Vukosavljevic on the stand, who
greeted the participants shortly
listing the attendants. He talked in
detail about the very professional
Training and Education System
developed and presented by a Slo-
venian-Romanian cooperation,
which has already been accredited
in Romania, owing to the great
contribution of Mr. Constantin
Buzatu. The highly successful
event was attended by a large num-
ber of participants , as well as VIPs
and individual members.

IBSSA and the Region in particu-
lar were discussed with great in-
terest and attention.
At the end of the conference a
decision was made to hold a Bal-
kan Region Conference on a year-
ly basis in the future, each year in
Banja Luka, in this friendly and
nice town with a fantastic infra-
structure, within driving distance
from practically all concerned
countries.
Just to give an impression of the
Balkan in terms of its people, cul-
ture, traditions and history, let me
provide some details of the din-
ner that took place in the evening
preceding the conference, which
presented all who were there with

an unforgettable experience. The
Serbian restaurant was located in
the Bosnian area; the local band
played Croatian, Romanian, Ser-
bian and even Yugoslavian music.
Delicious local, typical Balkan
dishes were served with Bulgarian
salad and wine from Montenegro.
It was amazing to see how this
multinational group could have
fun together. They enjoyed the
night, praised each others cuisine
and were familiar with other na-
tions songs. They understood each
others languages and spirit of per-
sonality. This event was one of the
occasions when the common roots
hidden deeply in people became
visible even for outsiders. It is even
more remarkable given that during
the centuries history rudely dis-
turbed the harmony between the
nations living in the region several
times.

ony Schiena, the world-
famous American movie
star is an excellent and
very talented artist who is ex-
tremely concerned for human, so-
cial and environmental issues of
our time. These problems and its
possible solutions play an impor-
tant role in his life. It was a great
pleasure to have his agreement
about the requested interview.
Then Tony began to speak quite
willingly about his interesting ar-
tistic carrier and life.
- In former times all started with
karate. I vanquished hundreds
of competitions, won more world
champion titles, and improved my
karate skills in Tokyo - Japan, the
country of karate. I fought in a rath-
er combative style on the tatami, so
the Karates Bad Boy name stuck
for me. However due to a serious in-
jury I quit my successful competitive
sport carrier, and turned toward the
security profession, as well as the
film industry.
The handsome and perfectly-
built actor who inherited all the
favorable characteristics of his
Italian Dutch parents with his
attractive, slightly macho appear-
ance has been played in 12 movies
yet in the company of big stars.
In 2004, he became popu-
lar by the side of Jean Claude
Van Damme in the action movie
Wake of Death showing his
amazing karate skills and theat-
rical talent. (Tony is mentioned
unofficially in the film society as
the successor of Van Damme!) In
the very same year his so far most
famous movie was shown, the
Merchant of Venice, in which he
played gorgeously a completely
different role by the side of Al
Pacino and Jeremy Irons: the
great renaissance historical figure
of the Shakespeares work , Leon-
ardo da Vinci.
- In which movies will you show
up next?
- I have recently finished shooting
some films. This year, in the autumn
film premieres I play in The Bleed-
ing and the Salomaybe movies.
The screenwriter, director and main
character of the latter is the genius
Al Pacino, who filmed Salome, the
most controversial work of Oscar
Wilde. It was a great joy playing with
him again.
- You already mentioned beside
the film industry your attention
and interest to the security field.
- I had the issue of security al-
ways on my mind, so I established
a successful private security com-
pany in London, and in this way I
got into contact with IBSSA (Inter-
national Bodyguard and Security
Services Association), and became
its Honorary Member a few years
ago. Recently I have been appointed

to Chairman of the IBSSA Child Se-
curity Department.
The oriental martial arts and
karate play an important part of
Tonys life what he does on a very
high-level. So it is understandable
that upon request of the govern-
ments of numerous countries and
different law enforcement or-
ganisations. He often held train-
ings for the members of the New
York Police and for the staff of the
South African Police. After all
nor is it surprising that Tony Schi-
ena became the Deputy Sheriff
of Bedford County in the State of
Virginia.More recently Tony trav-
elled to Iraq on behalf of the US
Government, where the martial
arts lectures and security trainings
of the American soldiers were en-
trusted to him.
- My stay and work in Baghdad
was very exciting, but after returning
home allegorically speaking an-
other window opened for me, where
I saw astonishing things evoked
the event Tony in Poland, in the
city of Lodz, where he arrived
as member of the International
Knightly Order of Saint George
to participate at the inauguration
ceremony of the new Grand Mas-
ter and his own appointment, be-
coming the American Grand Prior
of the Order. (The new Grand
Master of the Knight Order is
His Excellency Tadeusz Kaczor,
Honorary Consul of the Republic
of Hungary in Lodz, Member of
IBSSA as well.)
Since we started the interview,
it was the first time I felt emo-
tions in Tonys voice and his eyes
flashed from egregious determina-
tion known well from his movies,
when he talked about the most re-
cent activities of his busy life. Tony
spoke about his monumental hu-
manitarian organisation with high
passion, which was established in
favour of unsuspecting, vulnerable
children against Internet Child
Pornography.

- Returning home from Iraq one
of my good friends, Sheriff Brown,
who is also committed himself to the
fight against Internet crime, showed
me huge amount of photos, films
and videos, which were obtained in
secret by the U.S. law enforcement
services. In these materials children
appeared of different ages and na-
tionalities, often in bizarre, more-
over unmistakable poses, positions.
These images are circulated and dis-
tributed secretly all over the world by
occasionally high-ranking peo-
ple among each other, who are in-
volved in the spreading internation-
al network of child pornography. I,
the tough man, was shocked by the
sight! This threw me much, seeing
all those little kids and the perver-
sive adults fornicating with them. I
could not believe my eyes, there were
even babies among the children...
By this time I decided that this was
the crime, child pornography, sexu-
al abuse of children, against which
I would fight with all my power and
using all the opportunities in the fu-
ture. I latched on actively to the work
and management of ICAC (Internet
Crime Against Children), which
deals with the detection of crimi-
nals on the Internet; and then I es-
tablished a specialised organisation
called: IC3O, Intergovernmental
Child Cyber Control Organisation.
Since crime is international there-
fore all actions against it should be
international as well. Moreover the
fight against crime is the duty of
governments everywhere. Hence I
urge the official contacts with prime
ministers, ministers and senior gov-
ernment leaders. The experts have
found that momentous part of the
pictures, recordings were made in
the developing and former Eastern-
European countries and the sexual
abuse of children is also more fre-
quent there. It would be extremely
important to create official coopera-
tion with governments of different
countries, international organisa-
tions, civil associations. With this
intention I travel now to Ukraine as
the General Secretary of IC3O. The
Internet is a huge asset, its benefits
are well-known, but there are also
disadvantages. Our goal is to draw
the attention of all concerned people
to the dangers, risks of the Inter-
net, to the sophisticated methods of
abuse especially in regard of chil-
dren and to the possibilities of pro-
tection against them. This is a pro-
fessional, moral and conscientious
question. Our motto, which I would
like if all adults engraved upon their
heart and memory: A Childs In-
nocence Can Never Be Replaced -
Tony argues with passion.
And even before Tony had
started to discuss the details of
cooperation with IBSSA (Note:
since then it has been signed by
both parties), he mentioned one
more important activity:
- I am very much interested in the
issue of renewable energy sources,
which is a real global matter, be-
cause it affects everyone. And there-
fore I participate actively in the work
of IREO (Intergovernmental Renew-
able Energy Organization) as senior
advisor. On the 12
th
of June the in-
ternational conference of IREO took
place at the United Nations, where I
spoke on the subject.
- Tony, I listen with amazement,
how extensive and diverse your in-
terests and activities are.
- I am dealing with a lot of things,
matters of public interest, because
this makes my life complete. I feel it
my moral and human duty using
my acquaintance to draw the at-
tention to certain problems of our
era, and I try to contribute as effec-
tively as possible to their solutions.
But everyone is needed in this great
work, because the world is develop-
ing, changing and problems are
multiplying, new ones arising and
becoming more and more global.
This is also part of globalisation.
We will only be successful if we
join forces: governments, communi-
ties, organisations, decision makers,
well-known personalities and aver-
age people everyone who feels the
responsibility for our future.
- Shortly I travel to Budapest
upon invitation of the IBSSA Presi-
dent, and that time I will be glad to
report what has been achieved so far
in our plans said Tony.

Our plane High-powered plans
have been drawn up to reduce
violent crimes against tourists
and to support and respect those
holidaymakers who do become
victims. The strategy to address
the challenge of tourism safety
and security, envisages a Victim
Support Program. It will involve
national, provincial and local
governments, with municipalities
being called on to make their en-
vironments safer for tourists by
ensuring good signage, that light-
ing and safety precautions are
maintained and that hotspot
areas are identified to reduce the
possibility of crime. The idea is
to be pro-active and to perform
a risk analysis to include vulner-
able areas such as airports, busi-
ness centers, big events, key tour-
ist sites, routes and activities. We
are planning for tourism safety
and security with policy, media
relations, legal, regulatory, and
juridical framework. The pre-
vention of the street crimes with
special intervention groups, and
health protections, fire preven-
tion, first aid, emergency and
ambulance services with special
cars, intervention groups and
telephone Hotlines. Consumer
protection and tourist complaint
service.

control the full operations of this
project by the Minister. In 2008
according to the official tourism
statistical report from Ministry

The Asian Professional Security Training Academy
APSTA complex will organizes training in shooting,
self-protection, special driving skills and preparation for
providing high-quality security services.

tation in the terrain, etc. The participants in our popular
camps have a possibility to verify the limits of their per-
sonal possibilities and enjoy the atmosphere of the US
rangers training under management of experts respon-
sible for training of special units.

dence for fulfillment of demanding, personal and profes-
sional aims. The Armed officers in Cambodia need spe-
cial training of instruction in order to be certified by the
Cambodian National Police of professional regulation to
carry a firearm in the line of duty.

firing range practice and final qualification control by

usually included to attract candidates with promises of
excitement and realistic experiences similar to that of
the life of a Special Forces Solider or Specialist Police
Officer. We would advise that there are no short cuts
into such professions and that these activities are of little
value to an aspiring or experienced international Body-
guard, VIP Protection, and Close Protection Officer. All
courses are taught by instructors who are recognized ex-
perts in their respective fields in Kingdom of Cambodia
and also worldwide. Attendees who complete a course
are required to take a written and / or practical examina-
tion prior to completion

Who protects shopping and amusement centres? Or park-
ing garages and office buildings? Who ensures the secu-
rity of schools and banks, underground lines and railway
stations? Private security organisations. Law enforcement
agencies do not have enough financial or personnel ca-
pacity to perform such duties, which actually do not even
belong to their scope of responsibilities. But such facilities
are exposed to a growing level of threat (not to mention
issues like terrorism or drug usage), while crime fighting is
the duty of professionals. The solution is simple: Dr. George
Popper, president of the International Bodyguard and Se-
curity Services Association (IBSSA), has been promoting
cooperation between law enforcement organisations and
private security companies, and Csaba Kertsz, the current
president of the Hungarian section also supports this idea.
We are convinced that global crime cannot be efficiently
handled only by local means.
We have already taken the first steps. We have estab-
lished relationship with the IPA, IAPA, IUPA and INEOA,
just to mention the largest international professional or-
ganisations. However, this alone would not be enough. Ef-
fective results can only be achieved if governmental and
private organisations start to work together in every country
in order to realise our shared goal: to prevent crime. We in
Hungary are already aware of this. As a result, recognised
trainers of both sectors are involved in the other sectors
training programmes as well. In September 2009, for in-
stance, a training programme will be held for learners with
the involvement of expert trainers from the US, the UK,
Israel and Hungary. Unfortunately, the current regulatory
framework represents an obstacle to effective cooperation.
Law-makers should realise their responsibility when they fail
to establish a framework for cooperation, and fail to define
the duties and responsibilities of the parties. (Just an ex-
ample: if police would share information on stolen vehicles
with security companies protecting parking garages, sto-
len cars could not be harboured in garages, i.e. the thieves
could not park the vehicles there without consequences.)
Every first Thursday of the month the representatives of
the profession meet up at Hotel Griff to discuss the current
challenges and to find the appropriate responses to them.
Nevertheless, our shortcomings regarding regulations
do not explain everything, as we have failed to overcome
a much simpler problem: we fail to show respect for each
others work and achievements. There are good examples,
but they are the rare exceptions. We are convinced that a
cooperation based on mutual trust could multiply the ef-
ficiency of the work aiming at crime prevention. This is what
the IBSSA, which was established in 1994, being present
in 110 countries and cooperating with various international
organisations, including the UN, is working for.

his/her time, and effort anticipating potential prob-
lems being proactive not reactive. A PPA manages
to keep the individual to be protectedwhether a
President or the lead singer in a rock bandout of
harms way by preparing for every possible scenario.
The time spent on working out at the gym, on the
range, at the track is of no value, if a PPA doesnt
understand the importance of these important skills

would be working the DNC followed by a meeting
in our Denver office where the statement was made
by the SPS Agent we know who you are but we have
never worked with you and wanted to meet face to
face for discussion. Later meeting and calls with
local law enforcement and the Denver office of the
Federal Bureau of Investigation.
We then did a site visit and evaluation, this was
done three (03) weeks in advance and required two
(02) visits;
Exterior access points, areas of advantage, adja-
cent buildings, line of sight buildings, traffic cross-
ing, crowd movement and embedded agents in the
crowd were outlined for placement and range of
drifting.
Cross channel and cooperation between private,
state and federal security agencies having advance
and elevated experience worked in harmony and all
movements were virtually undetectable.
With hundreds of government employees, Gover-
nors, Senators and Representatives and their staffs
and other lobbyist groups petitioning for favor the
fact that not one single incident of aggression upon
any political member was an issue or even recog-
nized by on lookers was a testament to the synchro-
nization.
Many times throughout the activities of the DNC
and our assignments running into a Federal or State
Detail Officer/Agent where we know, had worked
with or even have been in the same training classes
seemed more frequent than not.

tics, of all different varieties, on the 1500 proposed
fundraisers at the DNC. Organizations participat-

following framework to maximize our impact as we
disrupt the DNC.
Unconventional Actions strategy at the Demo-
cratic National Convention was to hold the Demo-
cratic Party accountable for promoting unjust poli-
cies: environmental degradation, the enforcement of
arbitrary borders, attacks on the poor, complacency
in war, and racist policing. We will expose to the na-
tion that the Democrats and Republicans are two
sides of the same coin, both parties funded by the
same corporations and upholding the same unjust
political system which fails to meet the needs of the
vast majority of people. Anarchists and Anti-Au-
thoritarians are urged to engage in a broad variety
of tactics to disrupt fundraising events and prevent
Democratic delegates from voting for no-choice
candidates. Unconventional Action will honor and
support autonomous actions while coordinating a
highly publicized assault on the pageantry, violence,
and abuses of the Democrats and the two-party
capitalist system.
Unconventional Action stated that in addition to

action for the DNC. While rough, our outline was
used as a guide to schedule and develop actions. Our
calendar was a flexible work-in-progress and would
shift as needed. Denver organizers had designated
certain themes for particular days. We outlined the
indicated themes for each day for considered coor-
dination.

The group Recreate 68 led by Mr. Spagnuolo stat-
ed, in the Rocky Mountain News on May 19, 2008,
that Denver could face a dangerous situation. To
this point, there had been threats of violence and
destruction during the DNC. They had also stated
that they will be acting to disrupt the vote by what-
ever means necessary to get their point across.

Known threats against the front runner were
many and considered viable. All threats and or
concerns to any other attendees were shared only
between relative operational units and once any

Segregated details worked in tune eliminating any
opportunities at ground zero events.
Advance work and intelligence gathering and
sharing of knowledge is what makes the private and
public sectors so strong. When a government agen-
cy comes to the point that it is they only they are the
best and only ones able to handle information, know
how to handle and utilized it properly there will be
if not immediately then over time a total breakdown
in the proper utilization of assets.
There must be a total integration and a same
team trust relationship then as with the DNC a
(complete) seamless operation moving without no-
tice.

ould you trust someone who saved hos-
tages held captive by gunmen, who is
called back by secret services after re-
tirement, who, in his active years, trained special forc-
es or soldiers of foreign armies how to neutralise the
enemy with their bare hands? Of course you would.
Such professionals could also provide valuable ad-
vice regarding shooting or martial arts as well. And
how about an instructor who trained the bodyguards
of prime ministers and presidents, or created a new
school of martial arts, and wrote a book about it,
which was published in a number of countries? I have
already written about it once, and now I ask again,
without expecting an answer: We can
accept suggestions and guidelines from
a bomb expert who spent decades in
the field without a failure, cannot we?
Well, experts like those I have just
written about in the above section come
to Budapest to train the participants of
the IBSSA International Special Train-
er and Instructor Training between 8-
12 September. The central topic of the
programme: Training bodyguards to
protect VIPs. At the time of the cre-
ation of this article, bodyguards and se-
curity professionals from 14 countries
indicated their intention to attend the

AU National Karate Program is the larg-
est federal karate organisation of the
USA under the leadership of President
Joe B. Mirza (He is the IBSSA - ISF President for
Pan America as well).
The National Championships bringing together
over 6000 participants from all over USA, for the
largest, elitistic Karate Championships of USA. The
first two days are dedicated for education of all and
specially for the coaches of this organisation. The
next 5 days there was a championship on 20 tatamis.
During the games we had several important meet-
ings of IBSSA - ISF Presidium with the participation
of Prof. George Popper, President of IBSSA, Mr.
Mirza, Mr. Marko Nicovic, Prof Rony Kluger and
a big team of local sport leaders (Kotaka, Demura,
Mikami, Saito, Dalky Senseis).
It was agreed that President Mirza will visit Karate
Do Internationals official training camp in Budapest

Erika Macsri, Chief of Organising Committee,
informed me that media communication will be a
separate subject this year. The reason for this is that
handling the representatives of the media in the right
way can be an important security factor, especially
when it comes to protecting VIPs. The subject will
also include training on how to deal with paparazzi.

Representative of IBSSA for Neth-
erlands) our section is reaching the
milestone of a day to day program.
From and in our headquarters and
training centre. We give information
and organize workshops for children
at schools, help victims from domes-
tic or other violence, train and edu-
cate security workers, policemen
and customs officers and accompany
teachers/trainers in different martial
arts and social behaviour training.
We organize meetings/workshops
with various security companies all
over the country. This year we went
International, thanks to IBSSA-
USA, Mr. Tams TRK, Master
Teacher Dr. Mikls VARGA from
FOLDA International and Mr. Karl
DELAGUERRA from Special As-
signments Group.
IBSSA International Sport
Federation (ISF) organized special
training and Instructors course in
close cooperation with the Interna-
tional Budo Academy (IBA) in the
Netherlands. IBSSA ISF Presi-
dent, Prof. Dr. Rony KLUGER and
IBSSA ISF General Secretary Dr.
Frank PHILIPOOM ran a serial of
courses and the highlight was the
Grand Finale of the official Instruc-
tors Course to the happy finalists.
The course was organized through a
2-years program under the watchful
eyes of Prof. Kluger, Dr. Philipoom
and Dr. Cees de Jongh.
During the IBSSA ISF Presi-
dents visit several important pro-
fessional meetings took place with
numerous sport leaders and Security
companies in order to advance the
activities within the Netherlands.
The various professional activities
dealt this time with: Security profes-
sionals specific needs under the legal
limitations of physical self-defense,
development of training programs to
the ever changing Security industry,
very special and well attended train-
ing section with children, Aiki Jutsu
Instructors promotional clinic and
of course some theory lectures for
the Instructors Course finalists. The
program was very well organized
with the active participation of many
people.
During the visit Prof. Kluger an-
nounced that Dr. Cees de Jongh have
been recognized by the Internation-
al Budo Academy (IBA) and IBSSA
International Sport Federation as
the Head of the Aiki Jutsu Depart-
ment. Hearty congratulations to Dr.

Every month a self-defense work-
shop was held for the youth. A
workshop organized by the Founda-
tion for Violence Aid Care Services
in cooperation with FEMERAID
International Branch The Nether-
lands, Foundation Maxxecure and
others.
Although these workshops have
already been successfully orga-
nized for a longer period, this was
a special one. It was also the end
of the School Sport License from
Sport service Kennemerland, with
participation from primary schools
from the city of Heemskerk.
Many defense trainings and Self
defense are aimed primary at psy-
chical exercises to hurt or eliminate
the opponent. Although psychical
skills can be a very important part
in the safety feelings from the par-
ticipants, the impact must not be
overestimated. After a few train-
ings you cannot deliver a fighting
machine, who can free themselves
quickly and safe from several
threatening situations. Moreover
the term proportionality and act-
ing according the law has an im-
portant part. When you hit some-
body, who only grabs your arm, you
are the one in offence and you will
be seen as the aggressor.
The first part of the program
contains practices in paying atten-
tion, look on, listening and avoid-
ing each others aggression. A high-
ly noticeable practice was to tone
down from calling someone names.
The children were challenged to
make each other out for several
types of fruit. This degenerate in
a hilarious practice, at which the
massage by as well as the children
and the parents was well received,
calling someone names is rubbish.
Ignoring is the best answer to chil-
dren, who wants to hurt others.
The defense trainings, orga-
nized by the Foundation for Vio-
lence Aid Care Services, believes
in three matters of dealing with
violence: avoiding violence, handle
violence and solving violence. Es-
pecially the first two matters are
really important. Avoiding violence
and handling of violence require
insight in the arise of violence and
the possible escalation of violence.
In the meantime it is clear that the
behaviour component of the train-
ing is much more important then
the psychical training. That is why
the avoiding violence is practiced
as well as mental as psychical.
Solving violence was also prac-
ticed, but mostly to teach the chil-
dren that you dont always have to
be the victim when things get out of
hand. Unique in the trainings given
by the foundation Foundation for
Social Defense Netherlands, is
the use of the so called Red Man
training gear. The Red Man is a
volunteer from the foundation in
special safety gear that harasses
the children. The children have the
opportunity to hit the nuisance as
much as they want. This way they
learn that kneeing someone in
the groin isnt as easy in reality as
it seems, just like actually defend-
ing yourselves. It is better to keep
a good eye on the situation and
when necessary, keep a save dis-
tance. The training ended with the
marvelous arrest of the annoying
Red Man. With the support of the
children, the police handcuffed the
Red Man and took him away.
Not just the parents showed in-
terest in the training. The politi-
cians were also represented. City
councilor for youth policy and
sports, Odd Wagner, came to keep
abreast of the activities and was

he Romanian Chamber of the International Budo Academys spe-
cial Project concluded. The first ever full immersion governmental
Instructors course came to its final stage. Prof. Rony KLUGER,
IBSSA General Secretary and IBAs Rector arrived in Tirgu Mures to teach,
exercise and mentor the new Budo Instructors. Participants came mainly
from the area of Transylvania but also a special guest arrived from England,
Liverpool, Mr. Karl Fitzsimon a well-known Senior Teacher of Ju Jutsu.
Head of the Romania IBA Chamber, Renshi Zoltn Veres CIOANTA
hosted the event with grace and excellent protocol. The course was a great
success! During the event Prof. Kluger, President of IBSSA ISF awarded
Renshi Zoltan Veres Cioanta as Official Representative of the ISF in Roma-
nia. The short but intense visit was an excellent opportunity to visit a local
special Kindergarten, where the students of the course volunteered to teach
the underprivileged children.
Mr. Zoltn Veres Cioanta and his charming wife Medi are running an elite
classical Budo Centre in the city of Tirgu Mures.

Maarten Duijn to fight the delin-
quency in and around shops, once
again revealed the loss of more then
one billion Euro in the Netherlands
by delinquents. He also made the
nuisance, aggression, intimidation,
shoplifting, destruction and raids,
clear to the participants and what
it meant for the employers and cus-
tomers. Psychologist and trainer
Ron Meerdijk praised the partici-
pants for their devotion, sincerity
and their will to take on unwanted
behavior and bullying. After these
words everyone received a nice
certificate from the International
Sports Federation.

ince the establishment of the Accademia Itali-
ana Israeli system of military self defense
Krav Maga in 2003 the Academy has been
developed to a unique educational institute, which
serves governmental security forces as well as military
units. The institute is based on a flourishing coopera-
tion between Prof. Rony KLUGER and Maestro Remo
GRASSETTI.
During the past five years the Academy became an in-
tegral part of the educational system of the governmental
section and also the military security forces.
On this occasion Maestro GRASSETTI organised a
gala evening to celebrate the first 5 years of success of
the Academy. Many high-ranking personalities, VIP ce-
lebrities, government officials, senior officers of various
military special units as well as Police and Carabinieri
officers were present at this significant event.
Prof. Kluger and Maestro Grassetti were officially
awarded some high decorations by the represented spe-
cial units. In return Prof. Rony Kluger awarded honor-
ary diplomas in the name of IBSSA to some of the VIP
military leaders.
We are all very proud of the success and the serious
work of the Academy, and expecting many more years of
professional success!

he Slovakian members of IBSSA Patrol & Guard
Ltd. organised a weekend training seminar,
which was focused mainly on combat driving, tac-
tical actions, verification, realistic self-defence, basics of the
Israeli selective shooting and finally a shooting competition
(according to IPSC rules). Participants came mainly from
the region and from Patrol & Guard Ltd., but also numerous
guests IBSSA members arrived from Hungary. The semi-
nar was a great success and the competition had a friendly
atmosphere with cheerful attendants and wonderful sunny
weather! The short but intense seminar was an excellent op-
portunity to meet our members abroad in order to change
ideas and a great experience learning from each other.
We are looking forward to the next seminar!

okatoror more formally, Labokatao [3], is a
Cambodian Martial Art that includes close
hand-to-hand combat, ground techniques
and weapons. Bokator is one of the earliest Cam-
bodian martial art and only younger than the Mon-
Khmer martial art of yuthakun khom. Oral tradition
indicates that bokator or an early form thereof was
the close quarter combat system used by the armies
of Angkor 1000 years ago. The term bokator trans-
lates as pounding a lion from the words Bok mean-
ing to pound and tor (pronounced tau) meaning
lion. A common misunderstanding is that bokator re-
fers to all Khmer martial arts while in reality it only
represents one particular style. This refers to a story
alleged to have happened 2000 years ago. According
to the legend, a lion was attacking a village when a
warrior, armed with only a knife, defeated the ani-
mal bare-handed. Lions have never roamed South-
east Asia, although Asiatic lions are found in western
India. Indian culture and philosophy were the major
influences in Angkor culture. Religious life was dom-
inated by Brahmins who in India also practiced sword
fighting and empty-hand techniques. The concept of
the lion and bokators animal-based techniques most
likely emerged during the reign of the Angkorean
kings and the concurrent influence of Indian martial
arts. The influence of the Brahmins diminished with
the rise of Buddhism almost a thousand years ago.
Bas-reliefs at the base of the entrance pillars to the
Bayon, Jayavarman VIIs state temple, depict various
techniques of bokator. One relief shows two men ap-
pearing to grapple, another shows two fighters using
their elbows. Both are standard techniques in modern
Kun Khmer, or Pradal Serey. A third depicts a man
facing off against a rising cobra and a fourth shows a
man fighting a large animal. Cambodias long martial
heritage may have been a factor in enabling a succes-
sion of Angkor kings to dominate Southeast Asia for
more than 600 years beginning in 800 AD.
Unlike kickboxing, which is a combat sport, bo-
kator was designed to be used on the battlefield. It
uses a diverse array of elbow and knee strikes, shin
kicks, submissions and ground fighting. Practitioners
are trained to strike with knees, hands, elbows, feet,
shins, and head. Even the shoulders, hip, jaw, and fin-
gers can be used to fight an opponent to submission
or death. Weapons are also used, primarily the bam-
boo staff and short sticks.
When fighting, bokator exponents still wear the
uniforms of ancient Khmer armies. A krama (scarf) is
folded around their waist and blue and red silk cords
called sangvar day are tied around the combatants
head and biceps. In the past it is said that the cords
were enchanted to increase strength, although now
they are just ceremonial.
The art contains 341 sets which, like many other
Asian martial arts, are based on the study of life in
nature. For example there are horse, bird, naga (ser-
pent), eagle, and crane styles each containing several
techniques. Because of its visual similarity, bokator is
often wrongly described as a variant of modern kick-
boxing. Many forms are based on traditional animal
styles as well as straight practical fighting techniques.

which uses a few of the basic (white krama) punching,
elbow, kicking and kneeing techniques and is free of
animal styles.
The krama shows the fighters level of expertise.
The first grade is white, followed by green, blue, red,
brown, and finally black, which has 10 degrees. After
completing their initial training, fighters wear a black
krama for at least another ten years. To attain the gold
krama one must be a true master and must have done
something great for bokator. This is most certainly a
time-consuming and possibly life-long endeavor: in
the unarmed portion of the art alone there are be-
tween 8000 and 10000 different techniques, only 1000
of which must be learned to attain the black krama.
At the time of the Pol Pot regime (1975-1979) those
who practiced traditional arts were systematically ex-
terminated by the Khmer Rouge, fled as refugees or
stopped teaching and hid. After the Khmer Rouge re-
gime, the Vietnamese occupation of Cambodia began
and native martial arts were completely outlawed. San
Kim Sean (or Sean Kim San according to the Eng-
lish name order) is often referred to as the father of
modern bokator and is largely credited with reviving
the art. During the Pol Pot era, San Kim Sean had to
flee Cambodia under accusations by the Vietnamese
of teaching hapkido and bokator (which he was) and
starting to form an army, an accusation of which he
was innocent. Once in America he started teaching
hapkido at a local YMCA in Houston, Texas and later
moved to Long Beach, California. After living in the
United States and teaching and promoting hapkido
for a while, he found that no one had ever heard of bo-
kator. He left the United States in 1992 and returned
home to Cambodia to give bokator back to his people
and to do his best to make it known to the world.
In 2001 he moved back to Phnom Penh and after
getting permission from the new king began teaching
bokator to local youth. That same year in the hopes of
bringing all of the remaining living masters together
he began traveling the country seeking out bokator
lakru, or instructors, who had survived the regime.
The few men he found were old, ranging from sixty to
ninety years of age and weary of 30 years of oppres-
sion; many were afraid to teach the art openly. After
much persuasion and with government approval, the
former masters relented and Sean effectively reintro-
duced bokator to the Cambodian people. Contrary to
popular belief, Sean is not the only suriving labokatao
master. Others include Meas Sok, Meas Sarann, Ros
Serey, Sorm Van Kin and Mao Khann.
The first ever national Bokator competition was
held in Phnom Penh at the Olympic Stadium, from
September 26-29, 2006. The competition involved 20
lakrus leading teams from 9 provinces.
San Kim Sean Grand Master of Khmer Bokator
began training in Bokator Khmer when he was just
thirteen years old. According to him, even at that
time the art was not very common. Only a few old
men knew the art. It was still practiced in some of
the provinces, but was unknown in the capital.
His uncle, a friend of his father, taught him to fight
with his hands. Another uncle taught him to use the
long staff. And yet another, taught him to use the two
traditional Khmer long swords, called dao.

San Kim Sean was always interested in martial arts,
so he practiced Khmer boxing for three years. Later,
he earned belts in Judo, Karate, and became only one
of three Khmers to earn a black belt in Hapkido. I
was third dan.
Unfortunately for him, 1975, the year he became an
instructor of Hop Kido, was also the year that Phnom
Penh fell to the Khmer Rouge, under the leadership
of Pol Pot. The city was ordered to evacuate, and the
entire country was collectivized, forced to do back-
breaking physical labor, with only a few hours of sleep
per day, and very little food.
I dont have to tell you the Pol Pot time was bad.
Everyone knows. He shook his head sadly. My group
began with 10,000-13,000 people. Two years later,
only five hundred were still alive. They were either
murdered or died of hunger. Two of San Kim Seans
children died at the hands of the Khmer Rouge.
Although everyone suffered, and anyone, includ-
ing Khmer Rouge soldiers and cadre were potential
victims of execution, certain groups were singled out
for extreme persecution and extermination. Among
them were the Cham, Cambodian Muslims, Chinese,
Vietnamese, educated people, people with classes,
anyone with knowledge of English or French, the lit-
erate, artisans, and skilled workers. Pol Pot had de-
clared a Year Zero, as a symbol of his desire to break
with the past. To this end, he hunted down and killed
masters of traditional Khmer arts including singing,
dancing, and martial arts.
All of my students and training bothers died. He
told me. And, I was the only Hapkido instructor who
survived.
In 1979, The Khmer Rouge regime fell to an in-
vasion by the Vietcong. San Kim Sean came back to
Phnom Penh, and began teaching Hop Kido.
The Vietnamese regime, which, arguably, was only
slightly better than the Khmer Rouge, prohibited
the Cambodians from practicing martial arts. I was
teaching in secret. But some Khmer person, who was
jealous of me, turned me into the Vietnamese author-
ities. The Vietnamese said that San Kim Sean was
trying to build an army or had some other subversive
goal in mind. He would have been jailed, but he and
his wife escaped to a refuge camp in Thailand. They
spent one year in Nokor Siclium camp, where his wife
gave birth to a daughter, named Bopa. Eventually, in
1980, their paperwork came through, and the family
was allowed to relocate to the USA, settling first in
Houston, Texas, where San Kim Sean found a good
job at the airport. He also taught Hop Kido to the
Khmer children at the YMCA. Life was good for San
Kim Sean and his family, but he missed his culture.
On a vacation to the Khmer community in Long
Beach, California, he was amazed at the Khmerness
of the place.
Bokator Khmer is an ancient art, predating even
the 1000 year-old carvings at Angkor Wat. King Jaya-
varaman VII, the creator of Angkor Wat is depicted
in a stance, with the Khmer short sword, the dao. Do
you know why he was such a good king and why he
kept Cambodia safe? It was because he was a martial
artist. He knew Bokator Khmer.At that time, there
were no rockets, no guns, only fighting swords and
hands and feet. And the Khmers could win because
our soldiers were trained in Bokator.
The number of masters remaining was very small.
And of that number, none were teaching. After being
repressed under both the Khmer Rouge and the Viet-
namese regime, the men were afraid to start teaching.
The Bokator Federation needs financial support,
as well as equipment. San Kim Sean has prepared
what is probably the first ever Bokator textbook, writ-
ten by a Khmer, in Cambodia. We want to produce
ten thousand books, and give them to school children
but we have not enough money yet for publishing.

he large number of members attending the
May club day of the Hungarian Section of
the IBSSA welcomed a group of prominent
guests. First, Prince Jos Cosmelli, the honorary pres-
ident of the IBSSA who rarely visits our events, was
ushered into the room by President Gyrgy Popper.
Not much later a tall and very handsome young
man arrived, immediately catching the audiences
attention. Many of those present immediately recog-
nised him, whispering his name to each other: he was
Adrian Paul, the Highlander.
Knowing the personality of the great actor, he cer-
tainly does not take it as an offence when people iden-
tify him with the role he played through 117 episodes
with world-wide success. The reason for his presence
was also revealed soon: In the framework of a formal
ceremony, the president of the IBSSA presented the
actor with a certificate and a credential, the docu-
ments that represent Mr. Pauls honorary membership
in the association. After receiving congratulations,
Adrian Paul was happy to answer our questions.
How did you get in contact with the IBSSA?
I owe thanks to film making for this relationship.
I was shooting the movie The Breed in Budapest in
2000 when I met with Hungarian film makers who were
in contact with the association. A couple of years later
I met with the president of the IBSSA, who offered me
honorary membership, which I accepted with gratitude.
I highly appreciate the activities of the organisation re-
lated to professional security services, which they have
performed successfully for many years throughout the
world. The professional objectives and ethical prin-
ciples of the organisation are close to me. During my
career as an actor, I have often encountered situations
and roles where profound professional preparedness
and security-related knowledge were required. I have
been involved in oriental martial arts, especially Kung
Fu, for a long time, which represent a philosophy, a way
of life, rather than simply being a sport. They give me
balance and integrity. I train every day outdoors. It is an
essential part of both my private and professional life.
A few years ago I started to learn Shaolin Kung fu.
Have you ever been involved in other sports as well?
Back then, I wanted to be a football player. I even
played in a professional team. I also tried rugby. I was
born in London, but spent my summers in Italy, at my
relatives place. Maybe this explains why I was attract-
ed to football. There is another thing that has had a
great impact on me throughout my life: my sensitivity
to beauty.
As a child, I spent lots of time in wonderful Italian
towns and in the beautiful Italian countryside, which
deeply influenced me.
You became a famous movie star. Was it easy for you
to get into the world of film making?
I was 19 when I started to work as a model. Later I
became interested in dancing, and I really had all the
skills it needed. Soon I started to create my own chore-
ographies. I gave numerous performances around Eu-
rope, I even danced in the world-famous Lido in Paris.
But it was acting that really attracted me. This is how I
got to the US. I started to learn acting in Los Angeles.
Brad Pitt and Helen Hunt were among my classmates.
I was soon selected to play in a 22-episode TV series,

The Colbys, which is a less known production. It was
about the life of a Russian ballet artist, Nikolai Ros-
tov, whose character I played. This is how dancing led
me to the world of movies. In the meantime, I pursued
studies in acting, choreography, dance, kick box, fenc-
ing, everything. I got roles in new TV series and then
in feature films.
Is the character of the Highlander your most famous
role?
Yes. The 117-episode series was aired in 80 coun-
tries, and gave birth to two movies. The making of the
series also involved a lot of travelling.
You indeed have been everywhere around the
world!
I travelled a lot in Europe back then, but it was film
making that open up the world for me. I shot mostly
in the US, but we filmed the Highlander in Canada,
France, Latvia, Romania and Scotland, too. I trav-
elled to places like Mexico, the Philippine Islands,
Thailand, Bulgaria, Russia, South-Africa, Italy, Hun-
gary, Tunisia and so on.
I heard that you speak several languages.
Yes. In addition to English, I also speak French,
Italian and Spanish.
Your French is excellent, and your pronounciation is
like that of a native speaker! (The interview was made
in French.)
Thank you!
Then came big roles in big movies with world-fa-
mous stars.
I played leading role in many films along with ex-
cellent actors and actresses like Sandra Bullock, Nas-
tassja Kinski, Christopher Lambert or Michael York,
just to mention a few of the greatests. We made 5
movies in 2007, including Captain Drake, a historical
film.
You have the amazing skill to play a wide variety of
characters in different genres from romantic movies to
thrillers, science fictions or action movies. The People
magazine in the US dubbed you as the most sexy action
star in 1999.
Yes, it is true. I love playing different roles. There
was a Broadway play in which I played 13 characters in
a single night. I like and seek variety in my roles, my
work and my other activities as well. For some time, I
also direct. Besides film making, I am also interested
in producing. I have been the producer of several mov-
ies so far. It is a great challenge to take care of a film
from the birth of the idea to the movie screens. And
there is a new love in my life: screenwriting. I believe
that this is the most creative part of film making and
theatre work. I also completed studies in this field. In
2002 I was entrusted with a new and intriguing task:
to write a screenplay to a TV series about the life Ca-
sanova. In order to write a really good screenplay, I
read twice the 12-volume autobiography that Casano-
va wrote in France. It was an extremely exciting work.
I would like to write more screenplays in the future.
It is well-known that you are involved in charity ac-
tivities.
In 1997 I established a charity organisation, The
PEACE-Fund (www.thepeacefund.org), which sup-
ports children living in hardship. The name, besides
referring to peace, is an acronym for Protect, Educate,
Aid Children Everywhere. These are our objectives,
this is our mission. We work with a large number of
volunteers, so we function like a movement. We pro-

vided help to the child victims of the 2004 tsunami in
Thailand.
Adrian Paul likes to travel. He has travelled around
the world. Now he is in Budapest, where he has spent
much time recently.
We were shooting a movie in Hungary in 2000,
and in 2008 the Nine Miles Down, a film with a super-
natural theme was also made here in part.
In 2007 I was invited to Budapest. I stayed in the
beautiful New York Boscolo Hotel, where the World
Top Model Competition was held, in which I chaired
the celebrity jury. It was there that I met Alexandra, a
half-Philippine, very attractive girl, whose exotic beau-
ty completely charmed me. When I saw her walking
along the catwalk representing a far-away country, she
was the most beautiful to me. We have been together
ever since. We both believe that nothing happens by
chance. And we know that we knew each other in a
previous life.
That sounds like an excellent story for a romantic
movie.
I also owe thanks to film making for meeting Alex-
andra. However, there are professional reasons as well
behind my staying here. I have co-production plans as
a director, a producer and screenwriter. This latter is
one of my favourite activities nowadays.
And where do you go home?
I consider myself a true cosmopolitan. I can feel
myself at home anywhere around the world. I am al-
ways welcome and I make new friends everywhere I
go. It does not matter whether I am an Englishman,
an American, Italian or French. What matters is what
kind of a man I am, what I create through my work,
and what I accomplish through my charity activities. I
like to work, I find joy in my activities, wherever I deal
with them. The world is huge and full of things to ex-
plore. I would like to discover as much as I can, to see
new things, make new friends, collect experience and
learn as much as possible.

ichael Jackson was a
world star and idol in
the classic sense of the
word. But this represented a major
challenge to those who got in per-
sonal or working relationship with
him. The life of the world-famous
pop singer was full of extraordinary
events and persons. A number of
IBSSA members had been part of
his security teams throughout the
many years of his artistic career.
Only highly experienced and well-
prepared security professionals were
able to cope with the challenges of
working with the artist both around
the stage and in his private life.
Michael Jackson pursued a wide
range of activities. He was interest-
ed in a number of things, and fought
for noble causes he believed in with
great enthusiasm. This diverse in-
terest, which was one of his most
distinctive features, represented the
greatest task to his escort teams. He
lived extremely fast pace, and ex-
pected the same from those around
him. He worked with enormous pas-
sion, obsessed with perfection. He
created something very new in the
world of the music where few could
ever reach the heights he achieved.
He was a fixed star in the sky
of pop music even after he slowed
down a bit.
Michael Jackson seriously pre-
pared for his come-back, but was
defeated by the greatest power. All
music fans in the world and all he
helped with his generous charity
work have lost someone who cannot
be replaced.
He did not let many people close
to him, but gave pleasure and joy
to many around the world with his
music.
What he created is unique and
inimitable. His legend will live for
ever. It will even enlarge his fantas-
tic achievement to exceed the fame
and prestige he achieved during his
short life.
The world will never forget him.

o take part in the celebra-
tion of the 65th anniver-
sary of the Normandy
invasion, a Hungarian delegation
led by Istvn Berta, president of the
Honvd Armour Foundation, trav-
elled to Carental, France. 6 June
1944, the day when one of the most
decisive offensives of WWII started
is remembered every year at major
locations of the Normandy inva-
sion. Olivr Rzsa L. was among the
Hungarian delegates, representing
the IBSSA. The Hungarian team
also presented at the venue Istvn
Bertas old-timer Jeep, which landed
in Europe during the Normandy in-
vasion, and was later transferred to
Hungary where it was fully restored.
The vehicle is fully operational, so
that the members of the Hungarian
team used it for local transportation.
A recognition was given to Hun-
garian traditionalists who attended
the programmes wearing WWII
US uniforms. To mark the event,
the Hungarian delegates handed
a memorial tablet written in three
languages over to the mayor of the
town. We also present photographs

Malta, sent an invitation to
the President of IBSSA
Prof. George Popper and his
colleagues to attend Sir Joeys
Mega concert in Germany
this year. The event took place
in the lovely area of Loreley
on the 18th July. Lady Erika
Macsri, Sir Ferenc Kertsz
and his wife Krisztina accept-
ed this invitation and travelled
to Germany in order to par-
ticipate this breathtaking festival.
We travelled 2500 kilometers
by car and it was worth it Sir
Ferenc said. The concert was
fantastic and Sir Joeys attention
for us was amazing! He is an ex-
cellent host and a great friend! -
added Lady Erika. We know very
well the large amount of energy it
takes in preparing for a concert
like this, but at the same time our
dear brother in Saint John
made sure that we, the rep-
resentatives of IBSSA as well
as of KMFAP received the
highest amount of attention.
Even with the strictest securi-
ty measures possible, we were
given the pleasure of being
within the security perimeter
to watch the show from the
closest vantage point. Even
the opening bands that partic-
ipated in the concert did not
have this privilege.
Another interesting obser-
vation we made was looking
at the fans that came from all
over the World, while holding up
their Nations flags they also had
the Maltese Cross hanging around
the grand-stands. This was done
because Sir Joey has a special

section on his website dedicated
to the Knights of Malta and the
things he does within the Organi-
zation and the fans are very proud
of this.
Manowar is an American heavy
metal band. The band was formed
in 1980 and is known for its imagi-
native lyrics with mythological
topics. More than 9 million al-
bums have been sold worldwide.
Dr. Joey DeMaio worked as bass
technician and pyro technician
for Black Sabbath when he met
Roos, The Boss, a guitarist, who
invited him to play in the Shakin
Street band, which was the back-
ground band for Black Sabbath.
Donny Hamzik, drummer and
Eric Adams, singer, joined them
later to form the Manowar Band
which is an extraordinary epic
band. In 1982 Manowar recorded
the album called Battle Hymns
which includes the slow epic song
Dark Avenger, in which Orson
Welles participated in. The band
performed the Nessun Dorma aria
from Puccinis Turandot opera.
Manowars present band mem-
bers are: Eric Adams Singer,
Joey DeMaio - Lead Guitar, Bass,
Keyboard and Acoustic Guitar,
Karl Logan - Guitar, Keyboard,
Acoustic Guitar (since 1994), and
Scott Columbus Drums and
percussion Instruments (between
1983-1991 and again since 1995).
The Band generally performs in
Europe, South America (in partic-
ularly Argentina and Brazil) and
makes an appearance in Japan.

express our most sincere thanks

kind invitation and also our ap-
preciation for his excellent hospi-

- In the Artilery Museum equipment and clothing of the Hungarian
artilerymen are exhibited.
- In the Model House miniature copies of hundreds of different
tactical equipment can be visited.
- The most spectacular part of the Museum is the Open-air
Exhibition situated on more than three hectares and the Statue.

here. The Equipment include T-34 tank, armored vehicles, rocket
launching pads, radar, transportation facilities (KRAZ, ZIL, URAL,
GAZ), airplanes (MIG-15, MIG-17, MIG-19, MIG-21, MIG-23, SZU-22,
L-39), helicopters.
