The Institution of Governor is a subject of perennial interest in our constitutional system and in its working. Problems of far-reaching import relating to the office of Governor have cropped up from time to time. Differences and controversies have arisen more in recent times specially after the !ourth General "lections in #$%& because of difference in the political comple'ion of the ruling parties at the centre and in a number of states. The part played by some Governors particularly in recommending Presidents rule and in reserving (tate )ills for the consideration of the President has evoked strong resentment. The institution of Governor was in vogue in the system of administration in the Indian polity for a considerable period of time though the nomenclature varied It was a feature of strong centralised Government for effective and better administration of a vast kingdom. )ut the institution of Governor evoked no controversy for the first two decades after independence. In view of the e'istence of political harmony between the centre and the (tate Governors because the Indian political scene was dominated by a single party both in the states as well as in the centre. There were problems in the working of the *entre-(tate relations but not in serious dimensions due to dominating leadership of the *ongress which facilitated smooth management of affairs involving *entre- (tate relations. The !ourth General "lections in #$%& brought about a major change in the power e+uation at the (tate and centre levels. In a number of (tates the party in power was different from that at the centre.
