Executive Orders
Executive Order #17
WHEREAS, Section 2, Article III of the Freedom Constitution provides that "all elective
and appointive officials under the 1973 Constitution shall continue in office until otherwise
provided by proclamation or executive order upon the designation or appointment and
qualification of their successors, if such appointment is made within the period of one year from
February 25, 1986";
WHEREAS, in order to obviate unnecessary anxiety and demoralization among the deserving
officials and employees, particularly in the career civil service, it is necessary to prescribe the
rules and regulations for implementing the said constitutional provision to protect career civil
servants whose qualifications and performance meet the standards of service demanded by the
New Government, and to ensure that only those found corrupt, inefficient and undeserving are
separated from the government service;

Executive order# 134
:DECLARING AUGUST THEREAFTER AS INTERNATIONAL
HUMANITARIAN LAW DAY
WHEREAS, the Philippines adheres to the principles of human rights and humanitarian laws
enshrined in international human rights treaties and instruments to which it is a State Party;

WHEREAS, human rights laws apply both in times of peace and during armed conflict, while
International Humanitarian Law, or the laws of armed conflict, apply only during times of war or
armed conflict.

Executive order # 263
adopting community-based forest management as the national strategy to ensure the
sustainable development of the country's forest land resources and providing mechanisms
for its implementation.
The purpose of this Executive Order is to entrust the responsibility for forest rehabilitation,
protection, and conservation to the community of stakeholders by adopting community-based
forest management (CBFM) as the national strategy to achieve sustainable forestry. A CBFM
Steering Committee shall be established and shall be in charge of formulating and developing
policy guidelines that will create incentives and conditions necessary to effectively carry out
community-based forest management strategies.







Executive Order # 202

CREATING THE LAND TRANSPORTATION FRANCHISING AND
REGULATORY BOARD
is the executive department of the Philippine government responsible for the maintenance and
expansion of viable, efficient, and dependable transportation and communications systems as
effective instruments for national recovery and economic progress.

The department is responsible for the country's land, air, sea and communications infrastructure.
WHEREAS, the Department of Transportation and Communicatios is
vested with, among others, quasi judicial powers and functions pursuant to
Executive Order No. 125, as amended

Executive Order #14
WHEREAS, Executive Order No. 14 dated May 7, 1986 was issued vesting in the
Sandiganbayan original and exclusive jurisdiction over all criminal and civil suits filed by
the Presidential Commission on Good Government;
WHEREAS, there is a need to further clarify such Executive Order with respect to the scope and
meaning of certain provisions therein;
Education Act
Education act#1940
Known as the Educational Act of 1940, that provides the legal basis of the
present six-year elementary course, the school entrance ages, and national support
of elementary education. The same Act fixed the school entrance age at seven years
and required compulsory attendance in the primary grades for all children enrolling
in grade 1, adoption of the single-session, one class in the morning and another in
the afternoon under one teacher to accommodate more children, and the support of
public elementary education by the national government.

- conferred the status of PERSONS IN AUTHORITY upon teachers (teachers,
professors, and persons charged with the supervision of public or duly recognized
private schools, colleges, and universities, shall be deemed persons in authority.)

Commonwealth Act #586
- Education Act of 1940-compulsory completion of elementary, compulsory
enrollment of children in public school upon reaching 7 years old

Republic act no. 416 - an act for the purpose of converting the present

exercised by the Solicitor General: Provided, That if the person to be appointed in the public service is
outside the jurisdiction of the Department of Justice, such appointment may only be made with the
consent of the Department Head concerned: Provided, further, That after a special counsel who is not in
another government service is appointed or designated to assist the provincial or city fiscal in the
prosecution not of a specified case or cases but of cases in general in connection with the regular
discharge of said provincial or city fiscal's duties, and shall have continuously and efficiently served as
such for at least four years, he shall be deemed to have been permanently appointed, and he may be
removed or separated from the service only for cause as provided in the Civil Service Law, rules and
regulations
Republic Act # 6132

An act to strengthen the regulation and supervision of the practice of

Republic Act # 7877
Also known as the anti-sexual harassment act of 1995. which is
titled an act declaring sexual harassment unlawful in the employment,
education or training environment, and for other purposes. r.a. 7877 is a
consolidation of house bill no. 9425 and senate bill no. 1632, and signed
into law by president Fidel v. Ramos on 14 February 1995. this law
declares all forms of sexual harassment in the employment, education or
training environment as unlawful

Republic Act # 8525
An act establishing an "adopt-a-school program," providing
incentives therefor, and for other purposes
an adopting private entity (APE) must enter into a Memorandum of Agreement
(MOA) with a public school. The MOA must be for at least two years and shall
contain the terms of the adoption. Under such a MOA, the APE may provide
training to a schools faculty or construct or upgrade school facilities. It may also
donate educational materials to public schools, whether elementary, secondary or
tertiary, within the twenty poorest provinces in the country. In return, the law
allows the APE to have its name displayed below the name of the adoptee school
apart from an additional deduction to gross income equivalent to half of the
expenses incurred and representation in the local school board.
