Elementary School Personal Education Plan (PEP) Timeline

To create a PEP, multiple measures should be considered (Beginning of Grade (BOG), Case 21, and mClass
assessments). A PEP in EASi should be created if a student is at-risk on two or more indicators and not making
sufficient progress. Each PEP in EASi must be reviewed and a decision made based on progress monitoring data.
The report card can serve as the PEP for all other students below benchmark if the comment includes: the specific
intervention, frequency, duration and progress monitoring data.
Example: Adam is receiving strategic instruction in decoding multi-syllable words for 20 minutes, three times a
week in a small group setting. Adam will be progressed monitored at least every 10 days using DIBELS NEXT Oral
Reading Fluency. mCLASS Home Connect letters will be sent home at the benchmark period to report progress.

Students receiving 3rd quarter
possible retention letters should
have a PEP developed on EASI Tier II



Develop a PEP on EASi if: a
student has an overall mark of 1
on his/her report card in Reading
or Math
or the student has an overall mark
of 2 in reading or math and, using
multiple sources of data, NOT
making progress,
or if a student is new to WCPSS
and is more than 1 year behind
(records, universal screening, etc.)
*If a student has an overall mark
of 2 in reading or math and is
making progress, the report card
can serve as PEP when
interventions and benchmark
data are clearly noted in the
comment section


Develop a PEP on EASi if the student:
has an overall mark of 1 on his/her
report card in Reading or Math or if
the student is falling from overall
level 2 to level 1 in reading and/or
math
or has an overall 2 in reading or math
and , using multiple sources of data,
NOT making progress,
or is new to WCPSS and is more than
1 year behind (records, universal
screening, etc.)
*If a student has an overall 2 in
reading or math and is making
progress, the report card can serve as
PEP when interventions and
benchmark data are clearly noted in
the comment section
Develop a PEP in EASi for
students new to WCPSS and are
more than 1 year behind (records,
universal screening, etc.)
Students that have been
promoted with intervention need
appropriate supports and
interventions. Follow Tier I and II
flowcharts to determine the
appropriate level of support.
Review PEPs that were continued
for students promoted with
intervention.



Determine if a student is
promoted, promoted with
intervention or retained
Promoted with intervention is a
student with a combination of
overall 1s and 2s on report card in
Reading and/or Math and or did
not pass the state assessments
If the decision is to retain, develop
a PEP in EASi.
Do not print PEPs created on EASi
