The Supreme Court shall have the following powers:
1) Exercise original jurisdiction over cases affecting ambassadors and other public officials.
2) Review, revise, reverse or affirm final judgments and orders from lower courts in cases involving constitutional questions, tax cases, cases where the jurisdiction of lower courts is at issue, and criminal cases with severe penalties.
3) Assign temporary judges to other courts as needed and order changes of venue to avoid miscarriages of justice.

") &ll cases involving the legalit% of an% tax! impost! assessment! or toll! or an% penalt% imposed in relation thereto. "c) &ll cases in which the jurisdiction of an% lower court is in issue. "d) &ll criminal cases in which the penalt% imposed is reclusion perpetua or higher. "e) &ll cases in which onl% an error or 'uestion of law is involved. "() &ssign temporaril% judges of lower courts to other stations as pulic interest ma% re'uire. Such temporar% assignment shall not exceed six months without the consent of the judge concerned. ")) *rder a change of venue or place of trial to avoid a miscarriage of justice. "5) +romulgate rules concerning the protection and enforcement of constitutional rights! pleading! practice! and procedure in all courts! the admission to the practice of law! the integrated ar! and legal assistance to the under,privileged. Such rules shall provide a simplified and inexpensive procedure for the speed% disposition of cases! shall e uniform for all courts of the same grade! and shall not diminish! increase! or modif% sustantive rights. $ules of procedure of special courts and 'uasi,judicial odies shall remain effective unless disapproved % the Supreme Court.
