5 $%&' $/$(O)SC* T!is convention #rovides for t!e establis!ment of
enter#rise4level occu#ational !ealt! services w!ic!
are entrusted wit! essentiall+ #reventive functions
and w!ic! are res#onsible for advising t!e
em#lo+er, t!e wor,ers and t!eir re#resentatives in
t!e enter#rise on maintaining a safe and !ealt!+
wor,ing environment.

9ramewor,
T!is Convention aims at #romoting a #reventative
safet+ and !ealt! culture and #rogressivel+
ac!ieving a safe and !ealt!+ wor,ing environment.
It re-uires ratif+ing States to develo#, in
consultation wit! t!e most re#resentative
organi:ations of em#lo+ers and wor,ers, a national
#olic+, national s+stem, and national #rogramme
on occu#ational safet+ and !ealt!. T!e national
#olic+ s!all be develo#ed in accordance wit! t!e
#rinci#les of ;rticle 0 of t!e Occu#ational Safet+
and )ealt! Convention, $%&$ (No. $''*, and t!e
national s+stems and #rogrammes s!all be
develo#ed ta,ing into account t!e #rinci#les set
out in relevant ILO instruments. ; list of relevant
instruments is contained in t!e ;nne3 to t!e
Promotional 9ramewor, for Occu#ational Safet+
and )ealt! Recommendation, .77/ (No. $%8*.
National s+stems s!all #rovide t!e infrastructure
for im#lementing national #olic+ and #rogrammes
on occu#ational safet+ and !ealt!, suc! as laws
and regulations, aut!orities or bodies, com#liance
mec!anisms including s+stems of ins#ection, and
arrangements at t!e level of t!e underta,ing.
National #rogrammes s!all include time4bound
measures to #romote occu#ational safet+ and
!ealt!, enabling a measuring of #rogress.
' $%/0 $.7()C*Commerce
and Offices
T!is instrument !as t!e ob<ective of #reserving t!e
!ealt! and welfare of wor,ers em#lo+ed in trading
establis!ments, and establis!ments, institutions
and administrative services in w!ic! wor,ers are
mainl+ engaged in office wor, and ot!er related
services t!roug! elementar+ !+giene measures
res#onding to t!e re-uirements of welfare at t!e
wor,#lace.
/ $%8% $'.(OS)C* "oc, =or, Onl+ for "oc, =or,
8 $%&& $/8(S)C*Construction T!e convention #rovides for detailed tec!nical
#reventive and #rotective measures !aving due
regard for t!e s#ecific re-uirements of t!is sector.
T!ese measures relate to safet+ of wor,#laces,
mac!ines and e-ui#ment used, wor, at !eig!ts and
wor, e3ecuted in com#ressed air.
& $%%' $8/(S)C*>ines T!is instrument regulates t!e various as#ects of
safet+ and !ealt! c!aracteristic for wor, in mines,
including ins#ection, s#ecial wor,ing devices, and
s#ecial #rotective e-ui#ment of wor,ers. It also
#rescribes re-uirements relating to mine rescue.
$7 .77$ $&0(S)C* ;griculture T!e convention !as t!e ob<ective of #reventing
accidents and in<ur+ to !ealt! arising out of, lin,ed
wit!, or occurring in t!e course of agricultural and
forestr+ wor,. To t!is end, t!e Convention includes
measures relating to mac!iner+ safet+ and
ergonomics, !andling and trans#ort of materials,
sound management of c!emicals, animal !andling,
#rotection against biological ris,s, and welfare and
accommodation facilities.
$$ $%/7 $$'(RPC* Radiation
Protection
T!e ob<ective of t!e Convention is to set out basic
re-uirements wit! a view to #rotect wor,ers
against t!e ris,s associated wit! e3#osure to
ionising radiations. Protective measures to be
ta,en include t!e limitation of wor,ers? e3#osure
to ionising radiations to t!e lowest #racticable
level following t!e tec!nical ,nowledge available
at t!e time, avoiding an+ unnecessar+ e3#osure, as
well as t!e monitoring of t!e wor,#lace and of t!e
wor,ers? !ealt!. T!e Convention furt!er refers to
re-uirements wit! regard to emergenc+ situations
t!at ma+ arise.
$. $%80 $5%(OCC*Cancer T!is instrument aims at t!e establis!ment of a
mec!anism for t!e creation of a #olic+ to #revent
t!e ris,s of occu#ational cancer caused b+
e3#osure, generall+ over a #rolonged #eriod, to
c!emical and #!+sical agents of various t+#es
#resent in t!e wor,#lace. 9or t!is #ur#ose, states
are obliged to determine #eriodicall+ carcinogenic
substances and agents to w!ic! occu#ational
e3#osure s!all be #ro!ibited or regulated, to ma,e
ever+ effort to re#lace t!ese substances and
agents b+ non4 or less carcinogenic ones, to
#rescribe #rotective and su#ervisor+ measures as
well as to #rescribe t!e necessar+ medical
e3aminations of wor,ers e3#osed.

T!e convention #rovides t!at, as far as #ossible,
t!e wor,ing environment s!all be ,e#t free from
an+ !a:ards due to air #ollution, noise or vibration.
To ac!ieve t!is, tec!nical measures s!all be
a##lied to enter#rises or #rocesses, and w!ere t!is
is not #ossible, su##lementar+ measures regarding
t!e organi:ation of wor, s!all be ta,en instead.
$0 $%&/ $/.(;C*;sbestos ;ims at #reventing t!e !armful effects of e3#osure
to asbestos on t!e !ealt! of wor,ers b+ indicating
reasonable and #racticable met!ods and
tec!ni-ues of reducing occu#ational e3#osure to
asbestos to a minimum. =it! a view to ac!ieving
t!is ob<ective, t!e convention enumerates various
detailed measures, w!ic! are based essentiall+ on
t!e #revention and control of !ealt! !a:ards due
to occu#ational e3#osure to asbestos, and t!e
#rotection of wor,ers against t!ese !a:ards.
$' $%%7 $87(CC*C!emicals T!e Convention #rovides for t!e ado#tion and
im#lementation of a co!erent #olic+ on safet+ in
t!e use of c!emicals at wor,, w!ic! includes t!e
#roduction, t!e !andling, t!e storage, and t!e
trans#ort of c!emicals as well as t!e dis#osal and
treatment of waste c!emicals, t!e release of
c!emicals resulting from wor, activities, and t!e
maintenance, re#air and cleaning of e-ui#ment
and containers of c!emicals. In addition, it
allocates s#ecific res#onsibilities to su##liers and
e3#orting states.

t!e incidence and #revalence of diseases and ot!er
!ealt! #roblems.
It is used to classif+ diseases and ot!er !ealt!
#roblems recorded on man+ t+#es of !ealt! and
vital records including deat! certificates and
!ealt! records. In addition to enabling t!e storage
and retrieval of diagnostic information for clinical,
e#idemiological and -ualit+ #ur#oses, t!ese
records also #rovide t!e basis for t!e com#ilation
of national mortalit+ and morbidit+ statistics b+
=)O >ember States. It is used for reimbursement
and resource allocation decision4ma,ing b+
countries.
