ADMINISTRATIVE ORDER NUMBERED 07 Series of 2014
ORGANIZING THE BARANGAY ANTI-DRUG ABUSE COUNCIL AND DEFINING ITS FUNCTIONS.
WHEREAS, the Constitution mandates that the government shall promote the quality of life of the people. Towards this end, Section 16 of the Local Government Code of 1991 provide that local government units shall pursue undertakings to improve public morals and maintain peace and order, among other equally significant concerns.;
WHEREAS, the increasing use of illegal drugs has significantly contributed to the incidence of heinous crimes. The problem of illegal drugs has to be addressed much more effectively to help ensure community peace and harmony;
WHEREAS, DILG MC No. 98-227 and MC No. 99-236 dated December 2, 1998 enjoins all barangays to create their Barangay Anti-Drug Abuse Councils, in furtherance of overall government efforts to address the above-mentioned problem;
NOW THEREFORE, I, VAN OLIVER M. DICANG, Punong Barangay of Lower Quirino Hill, Baguio City, by the powers vested in me by law, do hereby declare that this Administrative Order shall read as follows:
SECTION 1. There is hereby created a Barangay Anti-Drug Abuse Council, which shall be composed of the following:
a) Chairperson: VAN OLIVER M. DICANG, Punong Barangay b) Vice Chairperson: KAG. ARMANDO S. QUEVEDO c) Secretary: CRISTETA L. CRUZ
d) Members: DOMINGA K. LIBALIB, Day Care Worker MERCY LISALIS, DCSPG President ANSELMA T. MAYAO, PTA President
SECTION 2. BADAC Functions & Obligations The functions and obligations of the BADAC shall be as follows:
1. Serve as focal point through which various organizations and individuals work together cooperatively in the planning, implementation and evaluation of programs on drug abuse prevention; 2. Provide for an effective mechanism for the coordination of existing services and programs and those which might be developed in the immediate future; 3. Provide for a mechanism to obtain funds, volunteers, facilities and technical expertise; and 4. Perform other related responsibilities as may be assigned by competent authorities.

SECTION 3. All executive issuances and order inconsistent herewith are hereby deemed amended and modified accordingly.
SECTION 4. This order shall take effect immediately upon approval.
