    SEC XII, Sec 12.

    The State shall promote the preferential use of Filipino Labor, Domestic Materials,
    and locally Produced Goods, and Adopt Measures that Help Make them Competitive.
    Stated above is the Constitutional Provision concerning the Filipino First Policy. Originally, the
    policy was meant to cover procuring contracts entered into by the Filipino Government. But as
    the ministerial functions of the government expanded to cover other aspects of human life, the
    application of this patriotic policy extended beyond Filipino-first in government transactions into
    private transactions.
