Why do you want to be a Councilmember for the City of Stillwater? | would be honored and humbled to serve because living on Main Street | feel a real connection with Downtown and recognize the towering issues looming Just over the horizon, the new parks and the St. Croix Crossing, present a unique opportunity to positively impact Stillwater. | would like to help lead the City through these important and exciting times. 2. What Stillwater semmunity activities are you currently involved or have you been involved? Please include any offices you held. At the present time, | am serving a second term on the Planning Commission. As part of that commitment | was also able to serve on the Master Trail Committee which looked to utilize all of the City’s trails with consideration of the new Browns Creek Trail and the coming St. Croix Crossing Loop Trail. 3. Describe any previous experience you have that is similar to serving on a representative or elected body. My experience serving on an elected body is rater limited to two year terms both in high school council and while in college in the university senate. My experience in representative bodies is somewhat broader in scope; in addition to the honor of serving on the Planning Commission, | have had the following experiences: © The Minnesota Supreme Court appointed me to its Board for Continuing Legal Education. |I served five years, three of which | was Vice-Chair. © was appointed by the Minnesota Bar Association to the Governing Council for the Civil Litigation Section. 2 © I served as a Board Member and Investigator for the 2™ District Ethics Committee for a number of years. © | served seven years as Vice-Chair for the University of Wisconsin- Stout’s Alumni Association and now volunteer time to review and score scholarship applications. 4. What do you think are the two most important issues for the City of Stillwater and why? In random positions, the two most important issues for Stillwater are: Economic Development and Revitalization of Downtown. Economic Development is an important issue not just for Downtown, but our entire City. The City must become a place that attracts new and diverse businesses not just Downtown, but City-wide. The City must find and attract to Stillwater other businesses such as professionals, manufacturing and service industries as well. It is important to develop a diverse business base beyond the tourist and hospitality industries. Economic growth will benefit everyone. It draws new interest in living, working and enjoying life and the amenities offered by our City and the St Croix Valley. ‘In turn the tax base grows to the benefit of the entire community. 5. What do you think are the two most important issues to the residents in Ward 2? The most important issues to the residents of Ward 2 are essentially the same as those of the City, since Ward 2 encompasses most of Downtown. Revitalization and the Economic growth of Downtown are important issue to Ward 2 residents. In recent years Ward 2 has lost amenities such as a pharmacy and a hardware store. These were day to day amenities for the entire City, but in particular missed by the residents of Ward 2 and eroding the sense of a small town. Revitalization of Downtown needs more than additional bars, restaurants and antique shops to add to the resident’s quality of life. There is vacant space and areas for possible redevelopment and expansion of Downtown beyond the east and west sides of Main Street. 6. If appointed to the City Council, what would you like to accomplish for the remainder of the term (2015 and 2016)? The first and foremost goal | would like to accomplish is to be as accessible and responsive as Mayor-Elect Kozlowski has been while representing Ward 2 on the Council. Beyond that | would like to see the City become a year-round destination by brightening Downtown in the depths of our gloomy winters and developing activities and ‘attractions which draw citizens and visitors out from hibernation. | would also like to improve public transportation not only inter-city, but intra-city as well. 7. al any other relevant information you would like the City Council to now. Ihave been an attorney for more than thirty years primarily engaged in Civil Litigation. Each new case presented new and unique problems, issues and challenges to be addressed and resolved. Each case came with a new set persons, character or lack thereof and personalities to deal with or overcome. | believe that given the opportunity, these experiences will aid me to work tirelessly for the betterment of Ward 2 and the City of Stillwater. My past 4 years on the Stillwater City Council, along with being elected Vice Mayor for 3 of those years gave me great experience in city government and all i's inner workings. | have been on 3 City of Stilwater Commissions: Parks, Planning and Parking and can really appreciate what these commissions bring to help with council decisions. As the President ofthe Stillwater Area Chamber for 2 years | worked closely with area businesses and the City of Stillwater to help bring a more vibrate business climate along with providing amenities through some of the fund raising events the ‘Chamber did. 4. What do you think are the two most important issues for the City of Stillwater and why? One issue is the upgrading , planning and changing of the downtown landscape with the closure of the old bridge and the completion of the new bridge. This change will effect a lat ofthe traffic patterns in Ward 1 and Ward 2 which now in neighborhoods gets bottled up with all the cut through traffic trying to avoid the downtown when the bridge lifts. Preparing for a downtown inwhich it becomes a destination for residents and visitors to shop and visit. Also @ downtown which is much more pedestrian friendly. ‘nd issue is working on and maintaining a steady City Budget, while trying to keep taxes flat or slight increases. We ‘cannot tax businesses and residents to where they cannot afford to stay. We need to look for good strong businesses to come to Stillwater and employee people. 5. What do you think are the two most important issues to the residents in Ward 2? ‘We need to continue to upgrade the city streets in Ward 2, This is an older Ward with an older infrastruture including the streets. Aiong with these street upgrades we to need to work on ways to assess residents with a fair assessment percentage on the cost. ‘The downtown portion of Ward 2 which includes the northern entrance into the city where the new Zepher trail system begins will be a focal point of concentration for visitors. The trail hub by the former Zepher train with the Citys large parking lot next to itis one spot where visitors will meet. The entire downtown portion of Ward 2 will change with the new bridge and will require a lot of ideas's, thoughts and discussions to implement these changes. 6. If appointed to the City Council, what would you like to accomplish for the remainder of the term (2015 and 2016)? | would like to bring my experience and leadership with the discussions and planning of the "new downtown vision” with the completion of the new bridge. | live downtown and | am in downtown every day. | am excited with what the new Zepher trail will bring to the businesses downtown. Also the businesses along our southern border of HWY 36 will be affected with the new road designs and traffic pattems and | would lke to be able to use my experience to have conversations about there success as well. | will bring a very open communication with residents to discuss there concems within their neighborhoods. | would like to accomplish a lot of trust between the City and the residents with my style of honesty, ethies and passion for the City, 7. Describe any other relevant information you would like the City Council to know. | have been in the Banking field for 25 years and have managed up to 13 banks with many employees. | bring a very team concept style of getting things done and accomplished. | am very fair, honest, and can make the tough decisions. when needed. | have also financed buildings and have approved many business loans for clients and | will bring financial acumen at budget time with Department Heads. | have lived in 3 of the 4 Wards in Stillwater at some point during my lifetime of living in Stillwater. | feel | really know the City and the issues within it, December 15, 2014 Dear Mayor and City Council It is with excitement and enthusiasm that | am expressing my interest in the position of representing the residents of Ward 2 for the remaining term currently held by Ted. What Stillwater community activities are you currently involved or have you been involved? Please include any offices you held. | am currently an officer in the Masonic lodge here in town. From 2007-2008 | was involved with the local VFW. | briefly joined the American Legion during that time. When | was growing up, | was very involved in Boy Scouts and a number of school clubs, including National Honor Society. 3. Describe any previous experience you have that is similar to serving on a representative or elected body. To be completely fir, not a whole lot. | am, however, a very collaborative type of person who focuses on the greater good. ‘As an officer in Masonic lodge we regularly meet to discuss business of the lodge and oversee a small budget and schedule events. Iwas a student journalist that covered the shared governance system at UW River-Falls. | became familiar with the processes and practices of governing bodies and parliamentary procedure from more of an outside perspective. 4, What do you think are the two most important issues for the City of Stillwater and why? 1. Trying to get ahead of the changes to come with the completion of the St. Croix River Crossing is paramount. There will be drastic changes. If we can-anticipate some of the needs and reposition the town to capitalize on amore pedestrian and bicycle friendly environment | think we can really make the town even more special than it already is. Making the town not only better for tourism but much better for the residents. ‘There is a real risk that if we, as a city, do not adapt to these changes we could jepoardize the future prosperity so many people and especially the council have worked for. There is also a real chance to move into the future and embrace changes that are complimentary to the wonderful and charming nature of Stilwater. I hope to help embrace the bright side of this possible future 2, Helping Lake Elmo fight the efforts of the Met Council's consistent attacks on zoning regulations in Lake Elmo, Lake Elmo currently provides a buffer zone that helps preserve the small-town nature and feel of Stillwater. The completion of the St. Croix River Crossing will inevitably lead to economic expansion in Wester Wisconsin thereby increasing the difficulty of preserving the character of our town, 5. What do you think are the two most important issues to the residents in Ward 2? Balancing the needs of the residents with the needs of the downtown business district has been a point of contention for some decades and needs real attention. ‘The businesses have a more organized voice and are generally in a more dominant position, and many of the residents feel pushed aside. Aiding to relieve those tensions would help everyone. ‘That being said, new traffic patterns will lead to many changes in the downtown business district. Keeping the downtown business vital and increasing its appeal to residents and tourists will need a lot of attention in the next few years. focusing on the big changes for downtown will be key. If we are able to simultaneously address some urgent and inexpenive issues for the residents i think we can keep everyone happy. 6. Ifappointed to the City Council, what would you like to accomplish for the remainder of the term (2015 and 2016)? Implementing programs to make the city more pedestrian, and bike friendly for the residents of town. truly believe that if we could implement a small-scale limited-stop transit system similar to a trolley that ran families up and down the hill that we would be able to solve an incredible amount of the parking issues that consistently cause congestion downtown, Much of my life there has been a very us vs. them feeling between downtown and residents. In recent years thas started to swing back closer to where it was in my childhood in large part due to the efforts of the City Council. | would like to keep that trend going. | want to keep making downtown more appealing to the people who live here. Developing a small public transit system within town that would eventually also provide a higher frequency link to the ‘metro transit system either via the upcoming White Bear Lake link or the current structure in place in Mahtomedi | grew up on Lake McKusick, | would like to see if there is a low-cost and possibly volunteer-run solution to the eutrophication issue facing that lake. New technologies are being developed all the time. | would like to revisit the issue. 7. Describe any other relevant information you would like the City Council to know. | truly do want what's best for the City and residents. | believe quality of lite is far more important than economic expansion. What Stillwater community activities are you currently involved or have you been involved? Please include any offices you held. | am currently the Vice Chair of the Stilwater Planning Commission and have been a Commissioner since 2010, | am an active member of my local church, Rockpoint, volunteering in many capacities, Growing up in Stillwater, | was very involved in many local activities ranging from VAA to Stillwater Choir. 3. Describe any previous experience you have that is similar to serving on a representative or elected body. As stated earlier, | am currently serving on the Stillwater Planning Commission and have been since 2010. |Lwas the President of the Concert Choir at the University of St. Thomas in 2005 and also the President of the Concert Choir at Stilwater High School in 2001 | am currently serving on the Trustee Committee at Rockpoint Church in Lake Elmo. What do you think are the two most important issues for the City of Stillwater and why? We are poised for growth in Stillwater, both in tourism and in population. The bridge project wil clear up congestion in ‘our downtown and hopefully make it easier for people to enjoy its many attractions. However, we need to continually be aware of the benefits and consequences to a decrease in traffic volume. Making sure our downtown not only survives, but thrives is vital to all of us in ths city. Traffic and parking are significant hurdles we must overcome in the coming years in order to continue to be inviting to tourists. We lack direction in how we handle traffic currently, even with our parking ramp and surface lots it seems that people do not know or desire to use them. ‘Traffic will continue to be a concern, especially with the Annexation of parts of Stillwater Township. We will continue to see new homes being built on the West side of town and we must make sure we can handle an increase in traffic from those new developments. We lack North-South traffic corridors in Stillwater and working with the parties involved to make Highway 5 though town safer and easier to navigate is a serious concern. 5. What do you think are the two most important issues to the residents in Ward 2? ‘As mentioned above, one of the major concerns for Ward 2 citizens is the safety and congestion on Highway 5 through Stillwater. We need to allow for traffic to flow smoothly through town while allowing for an increase in pedestrian traffic that we will be seeing in the coming years. Most of our Downtown businesses are located within Ward 2, so handling traffic and parking are large issues. We ‘must also continue to make it attractive for local businesses to be located in our Downtown, as itis really the lifeblood Of our city. Hosting events and Festivals are great ways to do this, but they can come at a cost as our residents sometimes have to sacrifice their peaceful summer nights for a louder, more congested City. As our city grows, we must also continue to improve upon the safety and accessibility of our Downtown as well as the surrounding neighborhoods. 6. [appointed to the City Council, what would you like to accomplish for the remainder of the term (2015 and 2016)? | believe that we are in a position where we must plan ahead to handle the potential for growth, so would like to be thinking several steps ahead for ways to deal with traffic, parking and infrastructure. | would like to see a planned resolution to the Highway 5 safety and congestion issue, working with all necessary parties to accomplish this goal | would also like to continue to build upon the great work that has been done to increase the parks and pedestrian area in downtown. We are making great strides to improve the look and feel of the entire downtown area, which we hope will continue to draw people in. Finally, | would like to see continued improvement upon making our city goverment more accessible to the citizens of Stillwater. It has become apparent that the traditional ways of notifying and informing the people of Stillwater are not doing the job like they used fo. We must continually adapt to the changes in the way information is being shared and processed in order to be able to fully serve the residents of Stillwater. 7. Describe any other relevant information you would like the City Council to know. | am the Vice President and co-owner of Fresh Start Builders, a locally owned and operated remodeling firm doing business in Stilhvater since 2004, | have been married to my wife, Rachel, for seven years and we have a one year old daughter, Amelia, || am looking to serve my community in the best way that I can. | have benefited from living in this great city for most of my life and | do not take that for granted. | want the opportunity now to do my part and give back, and I think now is the right time to do that. Eric Hansen Applicant for City Council Cover Letter Dear Mr. Mayor and Councilmembers, am writing in response to the call for applicants for the appointment to the vacant Ward 2 City Council seat, | grew up in Stillwater and have spent most of my life living in this great city. | have always loved it here and chose to move back once | was married in order to raise my family here. | never thought | would want to get involved in local government until | joined the Planning Commission in 2010. Since then | have developed a much greater understanding and respect for what makes a great city like Stillwater thrive That understanding and respect has brought me to a desire to serve in a greater capacity, namely as the Ward 2 Council Representative. | believe | am qualified for this position for a number of reasons. | am a leader, a man of integrity who has respect for all people. | work well with others, especially in a group setting. 1am creative and enjoy thinking outside of the box to come up with new solutions. | have a thirst for knowledge and am a quick leamer. | am not afraid to make my opinions known, but | take corrections and guidance well ‘Though | lack some experience in serving on an elected body, I do have experience making difficult and important decisions as | am the Vice President and co-owner of a local remodeling firm, Fresh Start Builders.
