Constitution of the Red and Blue Crew

Modified October 29th, 2014


Article I. Name
The name of this organization shall be the Red and Blue Crew.
Article II. Purpose
The purpose of this organization shall be to unify individuals and disparate groups in the
University community behind the shared goal of school spirit and pride by supporting athletic
teams at the University of Pennsylvania. The Red and Blue Crew shall be the University of
Pennsylvanias official student section at intercollegiate athletic contests. The Red and Blue
Crew shall serve the greater Penn community by promoting student attendance, energy, and
enthusiasm for Quaker athletics. The Red and Blue Crew, in conjunction with other campus
organizations, commits to representing the interests of the greater student body to University
administrators, including those in the Division of Recreation and Intercollegiate Athletics (Penn
Athletics) and the Office of Student Affairs, as well as to undergraduate leaders in Penn Student
Government (PSG) and other organizations, to promote spirited student support for athletics.
Article III. General Membership
General Membership in the Red and Blue Crew is open to any current student of the University
of Pennsylvania and is not subject to purchase of student tickets or attendance at athletic
contests. Any student may at any time join the Red and Blue Crew by contacting the Chair or
Vice Chair for Recruitment (see Article V). All General Members shall be encouraged to help
Officers plan and execute their tasks and voice opinions and interests to the Leadership Board.
Article IV. The Leadership Board
Article IV.1. Organization
The Leadership Board will organize, plan, and advance the general interests of the Red and Blue
Crew. Those on the Leadership Board shall be the voting members of the Red and Blue Crew.
The Leadership Board shall meet in private session before the beginning of Final Exams each
semester to consider membership on the Leadership Board as well as the election of the Officers.
There shall be no cap on the Membership of the Leadership Board. Leadership Board
Membership shall be maintained throughout ones time as a student at the University.
Article IV.2. Addition to The Leadership Board
Prior to the beginning of Reading Days each semester, a General Member may seek Leadership
Board Membership by notifying the Chair. The selection process will be as follows: The
Leadership Board shall convene and the Chair shall note the number of Leadership Board
members present. Given quorum, the Leadership Board shall consider applicants individually.
Following deliberations, Leadership Board Members will either vote to approve or deny an
application, or may abstain from voting. A simple majority is needed to elevate a General
Member to the Leadership Board. Votes not received shall be counted as an abstention. If the
General Members request is approved, they shall immediately be added to the Leadership
Board. If the General Members request is denied, they may request to join the Leadership Board
according to the regular process the following semester.

Article IV.3. Removal from The Leadership Board


A Member may be removed from the Leadership Board if, at the biannual Leadership Board
Membership meeting, a motion is made to remove a Member and seventy-five percent of the
Leadership Board Members vote to remove a member from the Leadership Board. The voting
procedure shall be the same as in Article IV.2, with the exception of the supermajority needed to
remove the Member. If removal from the Leadership Board is approved, the individual shall be
removed immediately from the Leadership Board but will retain their position as a General
Member. An individual considered for removal during the regular Leadership Board
Membership meeting may be considered again for removal no less than one month following the
initial consideration of removal.
Article V. Officers
Article V.1. Organization
Regular planning and operations of the Red and Blue Crew shall be conducted in meetings of the
Leadership Board. Vice Chairs shall be responsible for tasks delegated to them by the Leadership
Board and by Article V of this Constitution, as well as for delegating tasks to fellow Leadership
Board Members, with their consent, and to General Members.
Article V.2. Positions
Article V.2.a. Vice Chair for Penn Athletics
The Penn Athletics Vice Chair of the Red and Blue Crew shall be responsible for the general
oversight, organization, and coordination of the Red and Blue Crew with the Division of
Recreation and Intercollegiate Athletics. The Penn Athletics Chair will be the main point of
contact between the Red and Blue Crew and Penn administrators.
Article V.2.b. Vice Chair for Student Groups
The Student Groups Vice Chair of the Red and Blue Crew shall be responsible for the general
oversight, organization, and coordination of the Red and Blue Crew with students and student
groups, including Penn Student Government leaders.
Article V.2.c. Vice Chair for Communications
The Communications Vice Chair of the Red and Blue Crew shall be responsible for taking
minutes during Leadership Board Meetings, General Body Meetings, and meetings with
administrators and students, as necessary. The Communications Vice Chair shall be responsible
for the maintenance of all RBC websites, social media accounts, email accounts and listservs.
The Communications Vice Chair shall be responsible for the creation and distribution of fliers,
emails, minutes, and agendas for the Red and Blue Crew.
Article V.2.d. Vice Chairs for Game Day Operations
There shall be two Vice Chairs for Game Day Operations. One of these Vice Chairs will oversee
operations for Fall and Spring athletic contests. The other shall oversee operations for Winter
athletics contests. The Game Day Vice Chairs shall be responsible for establishing an energetic
and sportsmanlike student section during home games. The Game Day Vice Chairs shall oversee

creating and showcasing rollouts, distributing stat sheets during games, leading chants and
cheers, working with Penn Athletics Game Day Operations and Security Personnel, and tracking
large banners and signage. The Game Day Vice Chairs shall be the point person for all in-game
activities during home games in the respective season.
Article V.2.e. Vice Chair for The Line
The Line Vice Chair shall be responsible for organizing, planning, and running The Line. The
Line Vice Chair shall also establish and chair The Line Committee and work with campus
resources to maximize participation in The Line.
Article V.2.f. Vice Chair for Special Events
The Special Events Vice Chair shall be responsible for organizing Red and Blue Crews
activities and operations with respect to athletic contests not held on campus. When applicable
the Special Events Vice Chair shall organize transportation, purchasing and distribution of
tickets, and other regular game day operations. When RBC does not travel to an away game, the
Special Events Vice Chair shall select a venue for viewing the game and manage all operations
during the game. The Special Events Vice Chair shall also oversee Special Events throughout the
year, including but not limited to Homecoming, Family Weekend, and Skimmer.
Article V.2.g. Vice Chair for Recruitment
The Recruitment Vice Chair shall be responsible for the recruitment of individuals to General
Membership of the Red and Blue Crew. The Recruitment Vice Chair shall supervise the
Recruitment Committee and shall oversee RBC presence at activity fairs, NSO events, and game
day events.
Article V.2.h Chair
The Chair of the Red and Blue Crew shall be responsible for receiving external communications
and contact. The Chair shall hold accountable all Vice Chairs and assist them in carrying out
their duties when requested and as necessary. The Chair shall be elected under the procedures
outlined in Article V.3.
Article V.3. Election of Officers
Article V.3.a Election of Vice Chairs
Before final exams in the Spring semester, the Leadership Board shall meet privately to elect
Vice Chairs for the upcoming academic year. Two Leadership Board Members may run together
as Co-Vice Chairs. The incumbent Chair of the Red and Blue Crew shall run these elections
unless he or she is running for a Vice Chair position. In that case the Leadership Board shall
elect an individual to chair the meeting for a time. Voting shall be conducted by secret ballot.
Candidates for the position will exit the meeting for deliberations and voting. A simple majority
is needed to be elected to a Vice Chair position. If no candidate receives a majority, the lowest
vote-getter shall be eliminated from contention and another vote shall be held. Sequential
balloting shall continue until a Vice Chair is elected by a majority.

Article V.3.b Election of Chair


Following the election of all Vice Chairs, the Vice Chairs shall choose a Chair in open
deliberation. Deliberation shall continue until a unanimous consensus is reached. An officer shall
remain Chair for the duration of their term as Vice Chair.
Article V.4. Removal of Officers
Article V.4.a Removal of a Vice Chair
Officers shall hold their position for the entirety of an academic year. A Vice Chair can be
removed if, at any time, eighty percent of the Leadership Board votes to impeach. All Leadership
Board Members will be given one vote each to which they can approve, deny, or abstain from
voting on the removal of a Vice Chair. Votes not received shall be counted as an abstention. If
removal is approved, the individual shall immediately be stripped of their chairmanship but will
retain their position as a Member of the Leadership Board. An election shall be held immediately
to fill the vacancy under the procedures of a regular election meeting.
Article V.4.b Removal of Chair
An individual may be removed from the Chairmanship according to the same process for
removing a Vice Chair. Removal of the Chair shall not be construed to extend to removal from
any other officer position.
Article VII. Meetings
Article VII.1. Organization
General Body Meetings are to be held at a minimum of one time per month. Meetings shall be
called by the Communications Vice Chair and presided over by the Chair. Any General
Members and Leadership Board Members may submit agenda items to the Communications
Vice Chair. All meetings shall be open to the public.
Article VII.2. Business
In order to consider or pass a resolution or other item of business, a majority of Leadership
Board Members must be in attendance. Decisions shall be made by a simple majority of
Leadership Board Members present and voting.
Article VIII. Finances
Dues shall not be collected from General Members or Leadership Board Members. All charges
for Red and Blue Crew sponsored items and events shall be done ad valorem, and all participants
shall be charged an equal amount regardless of their participation in the Red and Blue Crew.
Article IX. Bylaws
Bylaws in addition to this Constitution may be established by a two-third supermajority of the
Leadership Board. Bylaw proposals must be presented to the Leadership Board at least one week
prior to the meeting at which it will be considered.

Article X. Amendments
Amendments to the Constitution may be proposed by a two-thirds vote of the Leadership Board.
Constitutional amendment proposals must be presented to the Leadership Board at least one
week prior to the meeting at which it will be considered. If approved by the Leadership Board
under the procedures outlined in this Article, an amendment shall be considered for ratification
by the General Membership at the next General Body Meeting. The amendment shall be enacted
only with a majority vote of Red and Blue Crew members and shall take effect immediately upon
ratification.
Article XI. Ratified Amendments to the Constitution of the Red and Blue Crew
Article XI.1 Vice Chair of Finance
The Vice Chair of Finance is hereby removed as a position on the Executive Board of the Red
and Blue Crew. [Ratified April 28th, 2013.]
Article XI.2 The Committee
The Red and Blue Crew Committee (hereafter referred to as The Committee) will help the
Leadership Board organize, plan, and advance the general interests of the Red and Blue Crew.
Members of The Committee do not have voting powers on issues presented to the Leadership
Board. The Leadership Board shall meet in private session each semester to consider potential
applicants membership on The Committee. A simple majority vote of the Leadership Board will
approve the applicants immediate addition to The Committee. There shall be no cap on the
membership of The Committee. Membership on The Committee shall be maintained throughout
ones time as a student at the University. [Ratified October 29th, 2014.]
