SCOPE OF WORK
1.1

INTRODUCTION
The scope of the Plant Firewater Upgrade Project includes the replacement of all
valves, hydrants and monitors in the Tengiz plant firewater system, including all the
associated pipework and pipe-laying, destruct of existing hydrant and monitor pits,
construction of precast concrete chambers and repairs to valve pits.
The scope of work in this Job Pack comprises the following:

Isolations for all Job Packs within the Old Boiler House Area (17/18 Area) are to be
determined on site, in strict accordance with the Switch-Over Philosophy document
PHL-056-07-B-0100. To assist with the determination of isolations a set of P&IDs
is attached, marked up with a series of isolations for the valves and hydrants in this
job pack. In general these isolations must be carried out in the step by step
sequence indicated by the P&ID sheets.
Work sequence of Job Packs should generally be in numerical order, from Isolation
Area 17/18-01 to 17/18-16. There are no Civil Job Packs for Isolation Areas 17/1803, 17/18-06, 17/18-08, 17/18-13 and 17/18-14 but there are Piping Job Packs for
Isolation Areas 17/18-03, 17/18-13 and 17/18-14.
Contractor should note that the existing chambers are not water-tight and are
currently full of water due to leakage through the chamber walls and/or from pipe
work.
It is a requirement that all new Hydrant and Monitor chambers be watertight. This
will be determined by visual inspection one week after dewatering is turned off.
Water on any concrete surface sufficient to wet tissue paper will constitute failure.

SCOPE
This scope of work shall be read in conjunction with the TCO Project Drawings and
the documentation referenced in Section 2 of this scope of work, as well as revision
3 of Addendum to Standard Job Pack for all disciplines FE-A-JP-0001. By
reference hereinafter, these drawings and documentation form an integral part of
the WORK to be performed by the CONTRACTOR. All construction and piping
materials will be free-issued to Contractor.
CONTRACTOR shall determine his own sequence of working, and reflect this in
his method statements. Method Statement for the Job Pack shall be approved by
PFU Construction Manager Rob Winfield/Sultanbek Shalov prior to works start.
All construction activity will be executed in accordance with COMPANY
specifications, RoK legislation and applicable national and international standards.
It is the CONTRACTORS responsibility to ask COMPANY to provide any relevant
COMPANY standards, specifications or other documents relevant to the works
which have not been submitted or received by the CONTRACTOR. Non-receipt of
any relevant COMPANY documentation is not an acceptable excuse for noncompliance.
Construction within the RoK territory is governed by legislation concerned with
ensuring the provision of a safe working environment. Consent from State bodies
is to be sought and received where necessary to ensure compliance with state
requirements in the field of Safety.
The scope of work shall essentially comprise the following:

1.2.1

Preparatory Work - General


CONTRACTOR shall carry out the following preparatory and enabling works at
each location. All inspection packages and CQI Packages are to be prepared in
advance, prior to the start of the construction activities. A Request For Inspection
(RFI) will be submitted 24 hrs in advance, to allow the TCO Inspectors to review
the inspection package prior to the inspection hold point:
1. Obtain all necessary permits before commencing work;
2. Comply with all TCO Safety Measures and Safety Procedures;
3. Prepare the QA/QC inspection packages related to the specifics of the job. The
work start will not be approved before COMPANY Site Representative (QA/QC
Manager) confirms that the CONTRACTOR is ready to proceed with the
construction activities.
4. Prepare method statements requirements. Shoring and excavation methods will
be defined by construction contractor for approval of COMPANY Site
Representative;
5. Prepare an isolation plan to carry out all the piping activity as per COMPANY
requirements.
6. Contactor must submit his temporary works design, with calculations, for
approval by COMPANY prior to commencing each excavation. Shoring of
excavations adjacent to roads must be designed for a surcharge of 15kN/m
and encroachment into the road must be kept to a minimum;
7. Fabricate precast concrete units. Units MUST be manufactured under
controlled conditions in a precasting yard, in full compliance with TCO
specifications and procedures. Precast concrete cover slabs and chamber

walls must be cast with flat surfaces for correct seating between cover slab and
top of wall. Tolerance for twist or deviation in level is 3mm over the length or
width of the cover slab or wall. Tolerance for local projections is 1mm.
8. Coat the external faces of all below-ground precast concrete, including the
underside of the base, with 3 coats of modified bitumen to give a total thickness
of 1 mm;
9. Fabricate steel ladders and fixing brackets in accordance with project drawings
and M-ST-2002, including preparation of shop fabrication details if required.
Hot dip galvanise all items.
10. Fabricate pipe spools as required and perform the tests and inspection as per
TCO specification L-ST-2007.
11. Welding Procedure Specification (WPS) shall be in accordance with TCO
Welding Procedure Selection Spreadsheet for KTL pipe classes. For 150HDPE
and 150B901 classes the Bonding Procedure Specification (BPS) shall be in
accordance with ASME B31.3.
1.2.2

Preparatory Work High Density Polyethylene (HDPE) Chambers


CONTRACTOR shall carry out the following preparatory work on the HDPE
Chambers in an approved location remote from the work site so that on-site
activities are minimized.
1. Receive HDPE chamber from the warehouse. Thoroughly inspect for any
damage and ensure that all HDPE welded joints are complete and water-tight.
Any defects are to be reported to TCO QA/QC Inspector so that appropriate
reparation can be made prior to preparatory works starting.
2. Stand the chamber upright on a sand bed, set at a small angle to achieve
45mm slope in the floor. Internally install reinforcement for floor and shuttering
for drainage sump. Cast concrete using self-leveling concrete with a plasticizer
additive. The upper surface of concrete should be horizontal and smooth;
trowelled if necessary. When hardened, remove shuttering from drain sump.
3. Re-set chamber vertically on sand bed. (The inner concrete floor will now have
the requisite slope towards the drain sump). Fix reinforcement and shuttering
for internal thrust block, including any cast in items, and cast concrete.
4. Install external reinforcement around chamber. Install circular shuttering
around chamber and fix lifting sockets. Install shuttering around openings in
roof for pipe entries and manhole cover and provide temporary support to the
roof top plate. Cast concrete to sides and cover slab. Top surface to be
trowelled smooth with 25mm chamfer to edges.
5. When concrete has hardened, remove shuttering. Apply epoxy paint to top
surface and down sides to 200mm below top of concrete.
6. Paint 3 coats of bitumen externally onto bottom and vertical sides up to 125mm
below top of concrete, to give 75mm overlap with epoxy.
7. Check location for valve extension spindle and cut HDPE pipe to suit.
Electrofusion weld stub flange with backing ring.
8. Install Isolation valve without spindle and housing. Install pipe fittings and pipe
supports.
9. Install valve extension spindle with housing and adjust positioning to align with
holes in the cover slab. Install hydrant in Hydrant and Hydrant Monitor
chambers;

10. Test all pipework;


11. Install permanent dewatering pipe, including fixings to wall and quick coupling
unit;
12. Encase cover slab penetrations in EMACO R101 and seal with Thioflex, as
shown on the drawings; Install cast iron manhole cover frame, bedded in
EMACO R101.
13. Install 100mm thick closed-cell polystyrene layer to the internal roof of chamber.
1.2.3

General Construction Work


HOLD POINT: Before any specific work start CONTRACTOR shall verify that the
inspection QA/QC package is prepared according to the specific activity ready to be
used by the CONTRACTOR during each stage of the specific job.
At each site CONTRACTOR shall carry out the following work:
1. Divert Plant roads, as agreed with TCO, to provide safe working space around
excavations. Erect barriers and diversion signage as required to effect these
diversions;
2. Erect temporary barriers around the construction site. Barriers around
excavations to be at least 1m from excavation edges. Where barriers restrict
access to equipment and stairways, Contactor is to provide alternative access,
including scaffold stairways, as necessary and agreed by TCO Operations.
Mitigate the works site safety conditions once the works has started in order to
take precautions whenever the new unsafe condition occurred (Example:
Excavated trench shall be barricaded accordingly).
3. Provide support to TCO Operations for isolation of the fire water ring main and
provide all labour. Work to include: making site area safe; extracting water from
chambers and maintaining pumps during the works, disposal of water, provision
of safety equipment for chamber entry (tripod, harnesses, gas testing meters,
lights, etc.);
4. Confirm that the pipework to be replaced is properly isolated, in accordance
with the marked-up P&ID attached to this Job Pack and per the isolation
procedure developed and approved by the TCO Operations Superintendant.;
5. In paved areas break back paving to cut edges. In concrete paving break back
to saw-cut edges or construction joints. Form local penetrations for wellpointing, as required;
6. Install well-points and bring the water table down to at least 500mm below the
founding level of any new chamber and bottom of pipe trenches. This level to
be maintained until completion of backfilling. Excavations must be kept free of
water at all times;
7. Carry out exploratory hand excavations to determine the location of
underground services. Confirm the location of the new chambers with TCO
Construction Representative after all services have been located. Hydrants
must be located no more than 2.5m behind the road kerb or other hardstanding.
8. Excavate using trench sheeting or other approved shoring method. Excavation
in the vicinity of buried services must be carried out by hand;
9. Stockpile excavated material for future use, using sheets and barriers to avoid
cross contamination. Immediately arrange for testing of excavated material by
TCO Ecology Group. Remove all unsuitable or contaminated excavation

material, and any surplus material, and dispose of in accordance with the
COMPANY representatives instructions to a designated COMPANY site.
Provide replacement fill material if required;
10. Remove redundant pipework and blank off unused branches. Break down and
remove abandoned chambers, all as described in the destruct drawings;
1.2.4

HDPE Hydrant, Monitor and Hydrant/Monitor Chamber Construction


At each HDPE hydrant or monitor chamber site CONTRACTOR shall carry out the
following work:
1. Compact the ground under the base of the new chamber. Place and level
50mm of fine sand. Install the precast chamber unit, bedded on sand, with the
unit truly plumb;
2. When required, cut and install a new Tee into the firewater main to suit the
location of the new chamber;
3. Lay pipe to the new chamber as described in the detail drawings. Adjust the
level as necessary using a pair of bends and/or rotating the pipe, and complete
the tie-in.
4. Fix insulation board around the outside of the chamber to a depth of 1.5m
below finished ground level. Fit insulation board plug inside the manhole
opening.

1.2.5

Monitor Pad Construction


For each monitor CONTRACTOR shall also carry out the following work:
1. Lay carbon steel pipe from the monitor chamber to the location of the new
monitor and test pipework;
2. Upon completion of backfilling to the monitor chamber and pipeline, excavate
for monitor pads, compact existing ground and place geotextile. Place and
compact 6FA in 150mm layers;
3. Place blinding concrete and polyethylene sheet. Construct concrete monitor
pad in accordance with Q-ST-2020, including test cubes and concrete
protective coatings;
4. Install monitor and pipe support, fixed to concrete pad with resin anchors.

1.2.6

Valve Chamber Construction


At each valve chamber site CONTRACTOR shall carry out the following work:
1. Remove the precast cover slab and dispose of off-site as directed by
COMPANY;
2. Pump out all water from the valve chamber and dispose of water at locations
agreed with COMPANY
3. Wash out the chamber with a pressure hose to remove slime and silt from the
pipework and concrete.
4. Cut away existing ladder. Cut fixings back to at least 25mm below concrete
face and repair concrete with concrete repair mortar.
5. Verify the dimensions of the pit and external pipes before fabricating any piping
spools.

6. Fabricate inspect and test where able, pipe spools and assemblies as required.
7. Remove the existing valves and pipework as described in destruct piping detail
drawings.
8. Cut existing pipes outside the chamber where described in destruct piping detail
drawings then break out and remove the cast-in pipe sections;
9. Locate new pipe sections with thrust arrestors and stub flanges so that the
thrust arrestors are approximately central in the wall and stub flanges are
correctly located in relation to the new valves and pipework.
10. Cast mass concrete plinths as required under pipe supports
11. Install Isolation valves without spindle and housing. Install spacers, pipe spools,
pipe fittings and supports including two-piece spilt backing ring to existing castin stub flanges.
12. Complete external pipe joints;
13. Carry out Test on all pipework;
14. Apply two rings of hydrophilic sealant around the cast-in pipe sections and
around the cutout concrete faces and cast in the pipes using C25 concrete;
15. Thoroughly clean the top surface of chamber walls and break off any damaged
concrete. Fix shuttering around top of wall. Apply BASF EMACO bonding
agent and pour layer of C25 concrete to achieve a smooth level surface.
Concrete thickness to be between 50mm and 150mm. Check smoothness of
finished concrete and grind off any projections more than 2mm. Check the
surface for deviation from true and apply epoxy mortar if necessary to meet the
required tolerance. Tolerance for deviation in plane is 3mm over the length or
width of the chamber. If existing tops of walls are found to be within tolerance
then application of C25 concrete layer may be omitted but height of precast
access rings will then need to be increased to compensate.
16. Install new precast cover slab, bedded on sealant strips as shown on the
drawings;
17. Install valve extension spindles with housings and adjust positioning to align
with holes in cover slab;
18. Install permanent dewatering pipe, including fixings to wall and quick coupling
unit.
19. Install precast access rings as required, bedded on Concresive 1418(T)
Polyester Resin Bedding Mortar. Install cast iron manhole cover frame, bedded
in Concresive 1418(T). Fill manhole cover with concrete;
20. Install new fabricated steel ladder, adjusting fixing brackets as required to
achieve vertical installation. Make good any damage to galvanizing with zinc
rich paint. Ladder installation shall be SID compliant as far as practicable.
Note: maximum depth from top of chamber to first rung is not to exceed
500mm.
21. Encase dewatering pipe and valve spindle housing penetrations in R101
Concrete Repair Mortar.
22. For valve chambers in the road, install surface boxes, supported on mass
concrete and bedded in Concresive 1418(T), all as shown on the drawings;
23. Fix insulation board to the underside of cover slab and around the outside of the
access shaft and chamber to a depth of 1.5m below ground. Fit insulation board
plug inside the manhole opening,;

Direct Buried Valves


At each direct buried valve site CONTRACTOR shall carry out the following work:
1. Remove the existing valve and cut back the pipework as shown in destruct
piping detail drawings.
2. Prepare ground and cast reinforced concrete base and mass concrete plinth for
the new valve;
3. Complete connections to existing pipe and install isolation valve complete with
spindle extension and housing.
4. Carry out tests on all pipework.

1.2.8

Reinstatement
Upon completion of testing and the acceptance of the work by the COMPANY Site
Representative, CONTRACTOR shall carry out the following:
1. Backfill with selected excavated material, supplemented by material from
COMPANY if necessary, compacting in layers to achieve 95% Proctor value;
2. Reinstate roads, paved areas, filter drains etc as per existing;
3. Apply epoxy paint to exposed concrete surfaces and to buried sides of concrete
to a depth of 150mm.
4. At each Hydrant installation lay compacted granular hard-standing surfaces as
required to achieve a minimum of 10m of hard-standing either side of the
hydrant;
5. Install bollards as shown on the drawings;
6. Install new identification sign board, provided by TCO;
7. Install handwheel to valve spindle where required.
8. In the event of a leak into the chamber being detected, carry out remedial works
as directed by COMPANY representatives;
9. Remove from site all temporary works and unused materials.
10. Collate all Quality Assurance data and issue QA Report immediately on
completion of works to allow rapid re-commissioning of the firewater system.

1.2.9

General Scope
All water removed from within the chambers and any water from well-pointing or
dewatering operations must be transported to a suitable location and disposed of
correctly, as instructed by the COMPANY Site Representative.
Contractor shall maintain a clean and tidy site.

PROJECT SPECIFIC REQUIREMENTS

1.3.1

NATURE USE PERMIT (Emission Payments)

A) Unless otherwise notified during the bid process, TCO requests the Contractor to
use his Republic of Kazakhstan (RoK) approved Nature Use Permit (NUP) covering
the current calendar year estimated emissions. In compliance with this NUP, the
Contractor is responsible for payment of any fees associated with emissions
generated during the execution of a TCO project. All costs related to late payment
penalties or interest is for Contractor's account.
B) Some TCO projects will require the Contractor to apply for a project specific RoK
NUP. When applicable, the Contractor will be notified during the bidding process,
either by specific instructions in the Job Packs, or other written communication, that
a Project specific RoK NUP is required to execute the Project. In these instances,
the Contractor shall submit documentation of their Project specific RoK NUP to the
TCO Construction Engineer prior to the start of work. Contractor shall provide
proof of fee payment(s) at the end of the project, and prior to submitting final
invoice for works completed. All costs related to late payment penalties or interest
is for Contractor's account.

TEMPORARY WORKS

1.4.1

CONTRACTOR shall supply, erect, maintain and dismantle and remove from
site upon completion all scaffolding needed to perform the work. All scaffolding
materials shall comply with the requirements of TCOs Safety Instruction SI-152
Working at heights.

1.4.2

CONTRACTOR shall supply, operate, maintain and remove from site upon
completion of the works all well-pointing and dewatering equipment.

1.4.3

CONTRACTOR shall supply, operate, maintain and remove from site upon
completion of the works all equipment necessary to remove water from within
the existing chambers and keep them clear of water throughout the works.

All new underground lines shall be of HDPE material (150HDPE piping spec). All aboveground lines in FW service shall be of CS material (150H04 spec). Aboveground CS lines outside pump house shall be heat traced to 5 oC.
