jectives. It is concluded that general educational objectives have been stated broadly
and ambiguously, and thus they can be seen as visions of foreseeable future. However,
educational policy should be precise, concrete and clear. The focus is on smoothing
transition and finding right directions. It can be usually achieved by applying generally accepted philosophical or religious systems as well as preserving tradition. They
are the source of rules and principles, systematically organized in order to direct those
who state and codify objectives in legal form.
