Mean tested programs provide income support and services to people who fall below the
poverty line. These programs are sometimes called absence of means programs. Food
stamps and money provide for those who qualify for these programs. Funding for mean tested
programs come from the governments general income. Mean tested programs, welfare and
food stamps, are often criticised more than other government social program, such as Social
security and Medicare. Most people want to help the poor, but disagree with social programs
like Aid to Families with Dependant Children (AFDC). People believed welfare promoted
dependence on government money, laziness, and divorce. AFDC is no longer available for the
public, but instead a new program called Temporary Assistance to Needy families program
(TANF) has taken its place. The federal government does not distribute welfare, but instead the
states deliver direct cash assistance to needy families. Every state has its own welfare
program, meaning there are 50 different welfare programs. States receive block grants from the
federal government. In addition to federal funding states also add varying amounts of money to
welfare budget, some more generous than others. Having certain traits, such as being a
teenaged couple with a child, working within two years of receiving benefits, qualify you for
welfare. Food stamps, also known as Supplemental Nutrition Assistance Program, is a program
funded by the Department of Agriculture to help poor Americans purchase food to feed
themselves and their families. 46 million people received food stamps, 50 percent of
beneficiaries are children. Similar to welfare, food stamps benefits are also set by the states.
Contrary from popular belief food stamps can only be used for food, not for gambling, alcohol,
and cigarettes.Mean tested programs provide income support and services to people who fall

Foreign Policy
China is often compared to United states because the countrys economy, military, and
population are growing at an astounding rate. China may even pose a security threat to the
United states because of its strong military in the Asia-Pacific region. However this is unlikely
because of its strong economic ties with the United States. Nuclear weapons program,
intellectual property, and humans rights have caused tension between the two countries.
According to the U.S Office of National Counter-Intelligence, China and Russia utilize cyber
attacks on American data to gain access to technology that will aid their economy and military.
Similar to the U.S, China is making strong economic ties to resource rich countries in Latin
America and Africa. China attempts to join forces with countries like Sudan and Venezuela, in
an attempt to oppose U.S foreign policy. More and more China is pressing its claims over
resource rich territories. This has raised tensions between China and America's allies such as
Vietnam, Indonesia, Taiwan, and Australia. The U.S is not the only country worried about
Chinas rise, Japanese and Indian leaders are also worried about Chinas growing economy and
military. Therefore forging stronger ties with the U.S in an attempt to slow Chinas rise to power.
President Obama has encouraged this kind of development in 2012, Hillary Clinton, U.S
secretary of state, has talked about a pivot towards Asia, in Americas foreign policy priorities.
Despite the tensions between China and the U.S, China is still the top exporter to the U.S.
