Sixth 5-year plan (1983-88)


The Sixth Five-Year Plan (1983-88)
represented a significant shift toward the
private sector.
It was designed to tackle some of the major
problems of the economy;

low investment and savings ratios


low agricultural productivity
heavy reliance on imported energy
low spending on health and education.

Size of the plan


The plan aimed at a financial cost of Rs. 495
billion which was more than double the amount
of Fifth Five Year Plan.
Rs. 295 billion were decided to spend in the
public sector
Rs. 200 billion were decided to spend in private
sector.

Plan Targets
GDP by 6.5% p.a.
Per capita income by Rs. 900
Agriculture production by 5% p.a.
Industrial production by 9% p.a.
To provide jobs to 4 million people during the Plan
period.
To provide facilities of electricity to 88% of the
village population.
Increase exports from $ 2.43 billion to $ 4.91
billion by the end of the Plan.

The plan was formulated to support the
foreign assistance program
Aim of this plan was rapid and equitable
development of country
To help poor from their poverty and help
them to earn the necessities of life.
To develop human recourse.

Rate of net borrowing and net real foreign
saving was expected to decline (because
of the domestic saving).

GDP rate grown to 6.6% as compared to


targeted 6.5%.
Per capita income increases from 820 to 935.
Agriculture sector grown to 3.9%.
Exports increased to 11% p.a.
Inflation rate reduced from 8.8% to 6%.

Excessive reliance on domestic borrowings to


balance the budget.
Allocation to sectors were not fair.
Absence of concrete plan for expenditure
control.
