    NORTHKOREASDANGEROUSNUCLEARWEAPONS

    TheSecurityCouncilandGeneralAssembly,

    RealizingthattheUnitedNationshasattemptedtoplacepastsanctionsonNorthKorea
    anditsnucleardevelopment,

    Bearinginmindthatthepastresolutions(2050,2087,2094)havefailedtopreventthe
    eliminationofNorthKoreasnuclearweaponsandenergyandNorthKoreahasbeendeclining
    resolutionssincebeforetheyearof1950,

    FullyawarethattheNorthsinventoryofnuclearweaponsisgrowing,causingthemto
    havemoremerchandise,andgivingthemtheincentivetolookforoverseasbuyersinorderto
    helptheireconomy,

    NotingwithdeepconcernthethreatandpowerNorthKoreahasoveritsneighbors,
    SouthKoreaandJapan,andwillcontinuetobuildpowerovernearbycountriesaswemove
    towardsthegreaterfuture,

    Deeplyconcernedthatthesenuclearweaponswillbeplacedonshortrangemissiles
    andbombmajorpopulationcenters,whichwouldendupcausingradioactivitythatwouldlastfor
    decades,

    Deeplydisturbedbythefactthatifthesenuclearbombswereplacedonanynearby
    countryitwouldcausemajordevastation,andcouldpossiblykillanestimatedtwomillionpeople
    inthelargecitiesaroundNorthKorea,

    Desiringanewsolution,supportedbySouthKorea,whichwouldcreateanopportunity
    tocreatepeacebetweenthecountriesthatliedownbyNorthKorea,andmakingthedangerous
    hazardsofnuclearweaponsnolongerathreat,

    Welcominganewresolutiontothissituation,whichdoesntinvolvesanctions,threats,or
    accusationsagainstNorthKorea,thatallmembersoftheSecurityCouncilshouldtakeinto
    consideration,

    1. RemindstheSecurityCouncilandGeneralAssemblytobeconsideratetowardsNorth
    Koreasresponsestothenewresolution

    2. ExpressesitshopeforagreaterfutureforNorthKorea,byallowingNorthKoreato
    continueusingnuclearenergyandnaturalgas,suppliedbyRussia,butnotNuclear
    weapons.ThiswouldbecontrolledthroughRussia,

    a. ConfirmsthatallresourcesfurthergiventoNorthKoreawillbenaturalandany
    disruptsinthiswillresultinsanctionsorfurtherpunishments

    3. Drawstheattentiontotheideaofnaturalgas,providedfromRussia,tosupportNorth
    Koreaindevelopingnewmerchandisewiththematerialsgiven,aswellasmaterials
    supportedfromSouthKorea

    4. Takesnoteofpastresolutions,andthepastsanctionsthathavefailedtogothrough
    becauseofthethreatsandaccusationsmadebyothercountriestowardstheisolated
    countryofNorthKorea

    5. FurtherinvitestheSecurityCouncilandGeneralAssemblytobewelcomingtothisnew
    resolution,andtoprovidethematerialsneededinordertoleanNorthKoreaoffofits
    nuclearweaponsandenergyinahealthyandpassiveway

    6. UrgesapeacetreatytobesignedbetweentheUnitedNationsandNorthKorea
    encouragingtheterminationofallnuclearweaponsandenergy:

    a. Emphasizesthatifanycountry,includingNorthKoreadisruptsorbreaksthis
    treaty,itwillresultincuttingoffanyimportsorexportstoprovideforthatcountry

    7. RecommendstheSecurityCouncilandGeneralAssemblytotakeintothoughtthis
    peacetreaty,andpresentanewsolutionwiththeoptionofnaturalgas,supportedmainly
    byRussia,asacreative,yetsimplewaytosolvethisworldissue

    8. FurtherremindsthatifNorthKorearefusesthisresolution,byrefusingthepeacetreaty
    andnaturalgas,thisresolutionwillfailandwillbeaddtothelistofpastresolutions,
    madebytheUnitedNations,thathavefailedtogothroughasaresultofNorthKoreas
    rebelliousactsandcontinuouscreationofnuclearactivity.
