Policy & Law Reflection

1. For each policy found in Appendix A

Identify your school units current status relative to the


proposed policy. Is it in line with the proposed policy?
Identify concepts that need to be addressed (if any)
Discuss the priority for revision that you place upon each
policy
Who in your district can be a support in upgrading and
implementing specific policies?

2. Discuss some of the key issues that have been brought to


you attention for your school unit and how you might go
about addressing them.

1. STUDENT COMPUTER AND INTERNET USE Just updated. In


line w/ DWM. This policy is broken most often. Everyone uses
school issued laptops for purposes other than to support the
school mission. I am often interrupted by staff and asked to pay
particular attention to a students desktop activity. I have certain
students flagged, as they are repeat offenders. I like the DW note
suggesting to link the policy/rules to the start up page of the
MLTI computers.
2. STUDENT COMPUTER AND INTERNET USE RULES-Updated.
Compliant. Following this policy is also difficult for students.
Almost all students in grades 7-12 access something
inappropriate every day. Students download music and videos
and share them. They use computers for non-school related
purposes. They get around the school filters to access Facebook.
A student recently scratched ANAL across the top of an MLTI
device. His family will never pay for those damages. The policy
says that the computers will be taken away for violation, but
teachers really frown upon taking away the tool. It makes the
teachers job harder and puts pressure on them if the students
grade drops. We keep computers available for loan if a student is
on restricted use. They can only sign them out one class at a
time.

are
monitored.
3. EMPLOYEE COMPUTER AND INTERNET USE-Just updated. In
line w/DWM. Staff members are definitely annoyed when their
computers are monitored even though the policy says that there
is to be no expectation of privacy.

4. EMPLOYEE COMPUTER AND INTERNET USE RULES- In line


w/DWM. Employees are also guilty of not following policy. They
download music that they have not paid for and use their
computers for purposes other than education. The most common
are
watching
Netflix/HULU,
Social
Networking,
private
businesses, shopping/paying bills, online banking, checking
personal email and storing pictures from their cameras. I was
recently asked to help a staff member transfer some photos to
an external hard drive. There were 7000 photos of her family. I
am not sure how to get a handle on this. We go over policy
issues/expectations yearly. Maybe it is unrealistic to think that
this policy could ever be followed by anyone ever.

5. EMPLOYEE
REQUEST
TO
USE
PRIVATELY
OWNED
COMPUTERS- This policy doesnt exist in our district. When
privately owned computers are brought into our district it
compromises the network, creates more work for Technology
Staff and they are more difficult to monitor. I will recommend
that this policy is added. We dont have a policy or request form
for students to fill out and keep on file. It does say in the Internet
Use Rules that anyone bringing their own computer in has to
have permission. It is very informal at our school, and before the
start of school in the fall there will be a policy in place for
students to bring their own device in. I will record Serial Number,
Admin password, etc and most importantly, keep the form on
file.
6. EMPLOYEE USE OF CELL PHONES AND OTHER ELECTRONIC
DEVICES- The absence of this policy in our district sparked a
conversation during the last Technology Committee meeting. We
all agreed that we should have the policy in place. We brought
the idea to the staff at a meeting. We were rejected and accused
of insulting teachers. Apparently the staff considers themselves
to be professionals who exercise control and good judgment.
They thought it was ridiculous to need such a policy in place.
7. GUIDELINES FOR STAFF ON E-MAIL, CONFIDENTIALITY
AND RECORD RETENTION- Our district does have this policy in
place and it is nearly word for word with the DWM. It has been
recently updated. We do a pretty good job of following this
policy, with the exception of the occasional IEP email that I
receive accidentally. Staff members can get sloppy with this and

include a students full name when emailing about an incident,


etc
8. COPYRIGHT COMPLIANCE- In line with DWM Sample. Not
updated since 2006. All staff should be reminded of this policy.
Many are aware but continue to violate these rules. A plan needs
to be put into place for holding staff students accountable when
they dont adhere to the policies in place.

9. COPYRIGHT COMPLIANCE ADMINISTRATIVE PROCEDUREAlso updated in 2006, but word for word with the DWM Sample
Policy that we read this week. Under the General Rule and
Copyright Ownership, we should address Works Made for Hire
with staff. I think our district does a poor job of following this
portion of the policy. We have staff members that do not save
their work to the school server as they have been instructed.
Some save to external hard drives that they have purchased with
their own money. They are the only ones who know the location
of it and have the credentials to access the work created by the
employee. They keep student work on this hard drive as well and
it cannot be administered by anyone else and they have
exclusive access. I recently spoke to the Superintendent about
Right to Access, and how the work is the schools property and
MUST be able to be administered locally. I received much grief
from staff upon relaying the message to them. There should be a
plan of action to get staff back on track with saving to the server
and a plan for consequence if rules are not followed. Also, we
have Art Teachers that sell their work for personal profit. This
includes work made at school, with supplies purchased by the
district. I feel like under this policy, the school should own the
work. I hope the new Superintendent and Principal are receptive
to these ideas.
10.
WEAPONS, VIOLENCE, BULLYING AND SCHOOL
SAFETY- Policy JICIA does not include the word bullying in the title, as
we have several policies, separate from this that protect against
Bullying. Otherwise, the policy is word for word with the DWM Sample
Policy we read this week, with the exception of the following paragraph
that is included in our policy; Please note: Nothing in this policy
shall prevent the Board from approving and offering
instructional programs that involve firearms or other weapons
(such as bows and arrows) or from allowing firearms or other
weapons to be brought to school for specific instructional
programs (such as archery or hunter safety). No weapons may
be used in instructional programs or brought to school without

the prior approval of the Superintendent or his/her designee


and implementation of safeguards appropriate to the
particular activity.

STUDENT USE OF CELL PHONES AND OTHER
ELECTRONIC DEVICE- This policy is worded exactly like the
DWM Sample Policy in this weeks readings. It has been brought
to my attention over the years that students have not followed
this policy to the best of their ability. They push their luck with
this one. I feel like there should be school-wide rules and they
should not vary from class to class, with some teachers allowing
cell phone use in class. They are allowed to listen to music on
their phones, read books on kindle, which are connected to the
network as well. We allow students to bring in iPads without
asking a thing.

WEBSITE GUIDELINES- These are written exactly as the
DWM sample is written. They are followed to the best of my
ability. I have not listed much information about different grade
levels, as I have left it up to each teacher/team to create a site
for their class. There was a deadline that was not taken seriously
and one year later, over half have not even begun. I am slowly
making my way around the building and assisting staff with their
sites. With little support from administration, I am not sure how
to turn this problem around.

SCHOOL BOARD USE OF ELECTRONIC MAIL Updated
in compliance. Our policy says that all communication between
staff and board have to go through the Superintendent. There is
to be no direct contact. I recently had a school board member
call me up and bully me into resolving a laptop bill with his
assistant at Saddleback. The call caught me off guard and his
request put me in an awkward situation. And he knew that it
would. We just gave out board email addresses last year. They
had always used their personal addresses. After a grievance,
emails needed to be retrieved from a personal account and all
personal items were viewed, in search of the messages in
question.

SCHOOL RECORDS RETENTION POLICY- Updated and
in line with DWM

15.
STAFF CONDUCT WITH STUDENTS Just Updated & in
line with DWM. Recently updated and passed out into every staff
mailbox after a well-liked teacher, whos job was on the chopping
block, decided to rally a bunch of students on board with
attempting to save her position by speaking out at a school
board meeting. The administration felt like she pressured them
into speaking on her behalf.

16.
GUIDELINES FOR PARENTS ON USE OF STAFF E-MAIL
AND VOICE MAIL-This policy is not in place at our school. This is
a great idea. We will be bringing this to the board for approval
over the summer.

17.
AGREEMENT TO PUBLISH STUDENT INFORMATION
ON THE WEBSITE- We do a really god job with this. Even if it
means that our website has nearly no pictures of students. The
secretary sent out the permission form this year with the
beginning of year paperwork. Unfortunately, the wording was
unclear. They could check if they allowed student to appear on
the school website and if they allowed the student to appear on
the Internet. Sadly enough, many parents gave permission to
appear on the school website, but no to the Internet. It took tons
of time, but I called every parent make sure they understood that
the school website was on the Internet, etc

18.
PARENT/GUARDIAN AGREEMENT TO PUBLISH
STUDENT INFO- I would say that approximately 70% of parents
dont want their childs face posted anywhere it will be viewed by
strangers. No pictures on fieldtrips allowed, no sports photos or
names included with their artwork.

In summary I would say that the teachers and students


should do a better job at following some of these policies. I
intend to provide the Superintendent with sample policies
and ask that we either bring these policy ideas to the school
board or to the policy committee for review, revision or

addition to our existing policies. Administration needs to


support a plan for consequences if violations are made.
Before school starts in the fall, I will expand my Technology
Hand book to include these new policies. We are lucky to
have a committee, made up of key players, that is dedicated
to supporting policy.
